Quanzhou Textile Enterprises Benefit From Export Label Free Inspection Fees

Yesterday, from the Quanzhou entry exit inspection and Quarantine Bureau, it was informed that since yesterday, the Bureau has stopped labeling and testing the export textiles and garments according to the requirements of the AQSIQ.

According to statistics, in 2008, the inspection and quarantine institutions in Quanzhou received a total of 8726 batches of textile and clothing inspection and 180 million US dollars for export. In 2009 1-2, they received 5310 batches and 160 million US dollars for export inspection of textiles and garments. It was estimated that after the implementation of the measure, only one inspection fee could be waived, which would save about 1600000 yuan for the textile export enterprises in the whole city.

Because of the quota management of China's export textile and apparel products in Europe and the United States, in order to prevent the illegal export of textiles and clothing in China, according to the Sino US and Sino European textile memorandum of understanding, the three ministries of the Ministry of foreign trade and economic cooperation, the General Administration of customs and the State Commodity Inspection Bureau issued a ban on the illegal pshipment trade of textiles in 1993.

After joining the WTO, China's export of textiles and clothing to many countries and regions is still subject to quota restrictions, and the quota is allocated to enterprises through annual agreements or tenders.

A small number of enterprises have taken the risk of avoiding export quotas and adopted the "re export" way, making use of the certificate of origin and labels of the third countries or regions to carry out illegal re export trade to the US and the EU which restrict the export of Chinese textiles.

Once the illegal pshipment is fixed, the total amount of the national agreement in the year or next year will be deducted. If the United States stipulates that if the enterprises in China have the re export behavior, they will deduct the quota of the products by 3 times of the relevant agreements.

But after the United States abolished the quota of textile and apparel in 2009, the AQSIQ stopped the inspection of export textiles and garments.
