Sino US Trade And Economic Consultation

First, substantial progress has been made in the key issues of economic and trade agreements.

On from March 28th to 29th, Beijing held the eighth round of high-level consultation on Sino US trade and economic cooperation in Beijing. The two sides discussed the relevant text of the agreement and made new progress.

On from April 3rd to 5th, Liu He, member of the Political Bureau of the CPC Central Committee, vice premier of the State Council, Chinese leader of the Sino US comprehensive economic dialogue, and the US trade representative lettlet, finance minister Mnuchin, CO chaired the ninth round of high-level Sino US economic and trade consultations in Washington.

The two sides discussed new progress in technology pfer, intellectual property protection, non-tariff measures, service industry, agriculture, trade balance, and implementation mechanism.

The two sides decided to further consultations on the remaining issues through various effective means.

Two, we hope that the two sides will reach an agreement.

The US side expressed the hope that the two sides' economic and trade team should make persistent efforts to solve the remaining problems and strive for a comprehensive and historic agreement at an early date.

It is expected that after the two sides reach an agreement, they will have a meeting with the Chinese side to witness this great moment.

Three, the US side thanked the Chinese side for the whole class of Finnish substances.

What is fentanyl?

Fentanyl is a powerful narcotic analgesic. It can be used to treat pain and operation analgesia. Its analgesic effect is about 80 times that of morphine.

But at the same time, it is also an important component of the third generation of drugs after the traditional drugs and synthetic drugs.

What are fentanyl substances?

Fentanyl substances refer to substances that satisfy one or more conditions in comparison with fentanyl in chemical structure.

  • Substitution of other acyl groups for propanyl groups;

  • Any substituted or unsubstituted mono aromatic groups are substituted for phenyl directly linked to nitrogen atoms.

  • There are alkyl, alkenyl, alkoxy, ester, ether, hydroxyl, halogen, halogenated alkyl, amino and nitro substituents on piperidine ring.

  • Use any other group (except hydrogen atom) instead of phenethyl.

In April 1st, China issued a notice on the inclusion of fentanyl substances in the catalogue of supplementary narcotics and psychotropic substances controlled by non medicinal drugs. The announcement will come into effect on May 1st.

This indicates that the Chinese government is officially in charge of the whole class of fentanyl substances, so as to prevent criminals from developing new drugs and evading legal sanctions by simply modifying one or more atoms, functional groups or groups.

It also lays a legal foundation for the public security, customs, procuratorate, courts and other judicial departments to effectively crack down on such illegal activities.

For the United States claiming that China is the main source country of its fentanyl substances, it is said that China's control over fentanyl drugs is very strict, and that the lawmakers produced fentanyl drugs have never been abused or can flow into the United States.

China's law enforcement agencies have cracked up several cases of illegal processing and selling fentanyl substances to the United States, all of which are linked by illegal elements at home and abroad. They are pported to the United States through international parcel by camouflage and possession. However, the number is very limited, which can not be the main source of the United States.

The US accusation lacks evidence and is against the facts.

Four, Promoting Sino US economic and trade agreements.

1, along the way: it has become an important carrier of globalization.

In May 2017, the first "one belt and one way" International Cooperation Summit Forum was held in Beijing, including 29 foreign heads of state and government, including 1500 representatives from more than 130 countries and more than 70 international organizations.

In late April, the second "one belt and one way" Summit on international cooperation will be held in Beijing. As of April 3rd, hundreds of representatives including nearly 40 foreign leaders have confirmed their participation.

Recently, the Chinese Academy of Social Sciences released the "one belt road" development report (2019). China has signed a "one belt and one way" cooperation agreement with 80 countries, and 87 countries have joined the Asian infrastructure investment bank.

China's trade with goods along the "one belt and one road" area has exceeded US $5 trillion, and China's investment in the countries along the border has reached US $60 billion.

In April 3rd, the Japanese Kyodo news agency said that the United States was vigilant to China's "economic belt expansion", given that Italy became the first country of the group of seven (G7) to participate in the "one along the road" initiative in March.

2, China International Import Fair: the global market in China.

From November 5, 2018 to 10, the first China International Import fair was held in Shanghai.

More than 3000 enterprises from around the world signed up to participate in the exhibition, bringing together the global trade resources. About 150 countries and regions, politicians, business people and relevant international organizations were responsible for the ginseng Association, and the total turnover was 57 billion 800 million US dollars.

As of April 2nd, more than 1800 enterprises have signed up for the second Import Expo.

Among them, the number of Contracted Enterprises exceeds 900, from 77 countries and regions, including 17 G20 members and more than 30 "one belt and one road" related countries.

More than 180 world top 500 and leading enterprises have been signed.

In history, only two countries have large-scale import, one is the British World Exposition, the other is the United States' oil dollar import cycle system.

Now the wheel of history is heading for China.

3, China EU comprehensive strategic partnership is further deepened.

China and the EU are important partners in economic and trade cooperation.

In recent years, bilateral economic and trade cooperation has been continuously improving.

First, the scale of trade continues to expand.

According to the statistics of Chinese customs, bilateral trade reached a new high in 2018. The total import and export volume reached 682 billion 200 million US dollars, up 10.6% over the same period last year. The EU has been China's largest trading partner for 15 consecutive years.

In the first two months of this year, bilateral trade volume reached 107 billion 480 million US dollars, up 3.7% over the same period last year, and maintained a good momentum of development.

The two is two-way investment and steady growth.

In 2018, the EU's investment in China amounted to 10 billion 420 million US dollars, an increase of 25.7%. China's direct investment in the EU was US $8 billion 110 million, an increase of 7.1% over the same period last year.

As of February this year, the EU's total investment in China amounted to US $132 billion 180 million, which is the third largest source of foreign investment in China. China has invested $95 billion 200 million in direct investment in the EU, and the EU is the second largest destination for foreign investment in China.

Three, the bilateral economic and trade cooperation will continue to deepen the comprehensive strategic partnership between China and Europe.

The two sides have actively cooperated in related fields such as trade, investment, finance, infrastructure, and the third party market cooperation, and have broad cooperation prospects in the emerging economies such as digital economy, environmental protection, science and technology.

At present, China and Europe have held 20 rounds of China EU investment agreement negotiations and 14 inter session meetings.

During the twentieth China EU leaders meeting in July 2018, China and Europe formally exchanged the list bid, indicating that the negotiations entered a new stage.

At present, the two sides are stepping up efforts to promote relevant negotiations on texts and lists.

4, foreign investment law: to provide a sound legal guarantee for attracting and utilizing foreign investment actively.

In March 15th, the two session of the thirteen National People's Congress voted through the People's Republic of China foreign investment law to release investment opportunities in China and accelerate the layout of China by foreign-funded enterprises.

Under the background of promoting the development of high quality and opening wider to the outside world, we will create a high quality business environment.

At the Boao forum for Asia this year, the prime minister said that in order to ensure the effective implementation of the foreign investment law, the Chinese government has started the formulation of supporting laws and regulations, so as to refine the main legal system established by the foreign investment law and form operational specific rules.

The timetable and roadmap are clearly defined, and the supporting laws and regulations will be completed by the end of the year so as to ensure that the foreign investment law will be implemented in January 1st next year.

In addition, the relevant laws, regulations and normative documents should be thoroughly cleaned up, and those that do not conform to the foreign investment law must be abolished or amended.
