The cooperation between the two countries under the "one belt and one way" initiative is still in its infancy, and China and New Zealand need to find common interests in the initiative.

In March 2017, during the visit of New Zealand Premier Li Keqiang to New Zealand, China and new China signed a memorandum of understanding on strengthening cooperation in the "one belt and one way" initiative. After signing the memorandum of cooperation in 2017, China and New Zealand have not yet signed the relevant "one belt and one road" cooperation document. In 2018, the New Zealand China relations promotion committee published a thematic study on the "one belt and one way" initiative. It pointed out that the "one belt road initiative" can be regarded as "century project", which is inclusive and strong. If New Zealand does not participate in the "one belt and one way" cooperation, it will miss the opportunity.

In this second session of the "one belt and one way" International Cooperation summit, the New Zealand delegation covers a wide range of industries. Kleiman introduced to the economic news reporters in twenty-first Century that New Zealand's traditional industries are food and beverage, agriculture, marine industry and so on. So many members of this delegation come from the dairy industry, seafood industry and kiwifruit industry representatives. "Many of them have established long-term cooperative relations with Chinese and local partners. Their goal is to continue to deepen these relations."

In addition, some business representatives are looking for new opportunities for cooperation, including representatives from the wood processing industry, the film industry, fashion industry, cosmetics and health care products. "The purpose of our visit is to expand and deepen our cooperation. We need to deepen the traditional business cooperation models that we have been developing, and seize the new opportunities for business cooperation that are currently being achieved in China."

For New Zealand, the desire to seek "one way and one way" cooperation is very strong, but we still need to find the common interests of the two sides. In April, New Zealand Prime Minister Jasinda Ardern visited China. In an interview with reporters, she said that New Zealand should increase its participation in the construction of "one belt and one road". "We are looking for cooperation areas that are consistent with New Zealand's interests and values, but also in line with China's interests and values. New Zealand must find projects that both sides are satisfied with. "

For New Zealand's current participation in the "one belt" initiative, Parke responded to the twenty-first Century economic report's reporter's question, saying that it is indeed in the early stage. "At present, we have carried out extensive cooperation in strengthening WTO cooperation and working together to cope with climate change, and we are also closely related to scientific research and cultural exchanges."

How to find common interests between China and Singapore? Parke believes that promoting trade globalization and interconnection is an important part. One of the priorities of the "one belt and one way" initiative is to enhance interconnection. He said that there are many ways to build the world trade interconnection, one of which is to enhance the inter regional interaction through the infrastructure of the entity. China is helping other parts of the world to build this. "In fact, New Zealand's demand for infrastructure is not large, because we already have (related facilities), but I think we can promote trade globalization through cooperation to promote global interconnection." He told the twenty-first Century economic news reporter.

At present, the world trade situation is unstable and protectionism is on the rise. Parke said frankly that WTO is facing challenges. "When the multilateral trading agreement rules are threatened like this, it highlights the importance of multilateral agreements and bilateral agreements, but these agreements need to keep pace with the times."

"We are working hard to solve these problems. New Zealand and China are APEC supporters. We are negotiating the RCEP agreement between China, India, ASEAN countries, New Zealand and Australia. We are also upgrading the Sino new FTA, which shows that we are promoting trade through different ways of cooperation." He said.

Among them, Parke said that the New Zealand free trade agreement with China's escalation of negotiations is very important. In 2008, China and New Zealand signed the free trade agreement. "This has been more than 10 years ago. During this period, many changes have taken place in various industries around the world. New industries have sprung up. Under the background of rapid development of international trade, our FTA has become a bit out of date. We need to speed up the modernization of this free trade agreement, which is a priority for us."

Enhance scientific research cooperation with Guangdong

During his visit to China, Parke led the delegation to Guangzhou first. He told the twenty-first Century economic news reporter that the relationship between New Zealand and Guangdong is an important part of the overall relationship between New Zealand and China. "At the Consulate General of New Zealand in Guangzhou, we have five separate representative offices of government departments to reflect the importance of New Zealand's cooperation in Southern China."

Trade in goods is a traditional cooperative field between China and Singapore. Parke said that the categories of goods produced by China and Singapore are very complementary, the volume of imports and exports is basically flat, and bilateral relations have been significantly enhanced. In 2018, total import and export trade between Guangdong and New Zealand amounted to US $2 billion 790 million, an increase of 18.6%. In addition, bilateral trade in services has also increased significantly, including education and tourism.

In order to better meet the needs of the Chinese market, New Zealand enterprises have also made a lot of efforts. Take dairy industry as an example, Clement said that the largest dairy company in New Zealand, Fonterra, set up a food service center in Guangzhou to develop innovative products, such as cream and cheese, on dairy cover tea by understanding the tastes of local consumers. In addition to trade, Parke pointed out that bilateral cooperation in the field of scientific research is also increasing. At the same time, New Zealand and Guangdong have some complementary advantages in the field of scientific research. Through these cooperation, we can further promote bilateral economic and trade relations. "Guangdong has strong expertise in hard science, such as higher engineering science, and New Zealand has the advantage of biological science and environmental science, and the two sides can carry out exchanges."

In the interview, Parke also mentioned many times that the two sides could strengthen cooperation in the field of science and technology and creativity. He pointed out that China is one of the fastest growing partners of New Zealand in scientific and technological cooperation. At present, the global competition in the science and technology industry is very fierce. It is this kind of competition that makes innovation more efficient. "Opportunity is globalized, so that talents will never be confined to a country or region. This means that closer cooperation between countries is more important. Only by combining talents together can we have sustainable development. This also requires us to speed up the negotiations on the escalation of the free trade agreement and update the relevant provisions so as to better meet the needs of science and technology and talent exchanges between the two countries.
