In April 10, 2014, with the approval of the State Council, the national development and Reform Commission launched a pilot project on cotton target price reform in Xinjiang. The target price of cotton released was 19800 yuan / ton. In 2015 and 2016, the target prices of cotton in Xinjiang were 19100 yuan / ton, 18600 yuan / ton respectively. In 2017, 2018 and 2019, the target price has been implemented for three years, with a target price of 18600 yuan / ton. The subsidy standard in 2014 is 2000 yuan / ton, and the subsidy standard in the following year is based on 60% of the subsidy for Xinjiang, and the upper limit is not more than 2000 yuan / ton.

Wangjiang county is a major cotton producing county in Anhui province. The cotton subsidy standard in 2014 is 127.99 yuan / mu; the cotton subsidy standard in 2015 is 134 yuan / mu; the cotton subsidy standard in 2016 is 130 yuan / mu; the cotton subsidy standard in 2017 is 181.48 yuan / mu (15 mu below) and 220.98 yuan per mu (15 mu). In 2019, Hubei, Jiangxi, Anhui, Jiangsu and other provinces along the Yangtze River encountered severe drought for 30-50 years, and cotton production decreased generally. At the same time, affected by the escalation of Sino US trade friction, seed cotton purchase price has dropped significantly, compared with last year, it should be lower 0.40-0.6 yuan / Jin. Take Wangjiang County, the average yield of seed cotton is 200 pounds less than that of last year, and seed cotton purchase price is 0.5 yuan / kg lower than last year.
