Xinjiang is an important cotton production base in China. In 2019, the output of cotton in Xinjiang was close to 85% of the total cotton output in the country. By the end of the year, 39 billion 800 million yuan has been put in the cotton purchase loan, supporting enterprises to acquire 3 million 230 thousand tons of cotton, accounting for 65% of Xinjiang's cotton output. There is no phenomenon of "selling cotton is difficult" and playing the "white strip" phenomenon. It supports the "bottom of the fund" for the acquisition of Xinjiang cotton, protects the interests of farmers, and achieves three satisfaction of the government, enterprises and farmers.

On the one hand, it extends to the cotton production field, makes contributions to the land, vigorously supports agricultural science and technology innovation, improves cotton production capacity and quality by means of science and technology, boosts the construction of high-quality cotton bases in Xinjiang, on the other hand extends to the field of deep textile processing, taking Xinjiang as the core area of the Silk Road Economic Belt, vigorously developing the textile and garment industry to drive millions of people to employment, and taking textile parks, warehousing and logistics as well as high-quality textile enterprises as the starting point to support the transformation and upgrading of the textile industry, with a total loan of 8 billion 100 million yuan, and mainly supports 17 large cotton spinning enterprises. At the same time, in order to increase support for private small and micro enterprises, and cooperate with relevant departments of the autonomous region, the textile small and micro enterprises guarantee fund will be established, and a "silver spinning loan" variety supporting textile small and micro enterprises will be launched. It will focus on supporting private small and medium sized textile and garment enterprises in the four prefectures of Southern Xinjiang, not only supporting the development of textile enterprises, but also helping to tackle poverty. In 2019, it made a total loan of 418 million yuan to 13 silver spinning list enterprises.
