At present, the epidemic spread rapidly abroad, so far there is no turning point. What is the current situation of China's textile and garment enterprises characterized by export-oriented? How to deal with this great crisis called "life and death exams"? To further understand the current situation of supply chain and the main difficulties of resuming production and reproducing enterprises, the China Textile Industry Enterprise Management Association recently organized a video seminar on key textile and garment enterprises.

Yang Jun, executive vice president of China Textile Industry Enterprise Management Association, presided over the meeting. The head of textile department of the Ministry of consumer goods industry, Cao Tingrui, deputy director Zong Ruilong and other relevant responsible persons will take part in the investigation and understand the situation and solicitation suggestions. The participating enterprises represent the large and medium-sized enterprises from the scale respectively, covering all aspects of the textile industry chain from the main business, and have their own characteristics from the management mode and strategy. In view of the major crises facing common domestic market consumption such as urgent restart and international market lockout, entrepreneurs speak freely and offer advice, giving full expression to the sense of social responsibility and feelings of textile entrepreneurs.

In the first quarter of this year, the textile and garment enterprises experienced major difficulties in reopening and selling by the epidemic situation, and their economic benefits were generally lower than the same period in previous years. Some enterprises have increased the number of anti epidemic materials such as masks, clothing and protective clothing, and some enterprises have responded quickly and adjusted production to turn the corner. However, since China's textile and garment industry has obvious export oriented characteristics, most of the enterprises are facing new situations such as export orders being halted or cancelled, delivery delays and other new situations after the outbreak of the international epidemic. With the cost of raw materials, personnel costs and international freight increased by three or four times, the cash flow is in urgent need. According to reports, at present, Zhejiang, Shaoxing, Shengzhou and other places have already been shut down by enterprises. Entrepreneurs anticipate that with the gradual control of the international epidemic situation, if the market trend becomes clearer in May, the industry will gradually improve. If the market situation is not improving in June, most enterprises will face a big test this year.

In view of the above situation, entrepreneurs from their own point of view put forward countermeasures, also hope that the state from the policy to increase support efforts. Among them, the more common comments and suggestions are:

From the point of view of enterprises themselves, one is to actively communicate with merchants and minimize losses; the two is to actively communicate with employees, to maximize the protection of employees' lives while maintaining the operation of enterprises; three is to enhance endogenous motivation, upgrade product grades, and make adequate preparations for the improvement of the situation; four, integrate resources in the industry through mergers and acquisitions, and tide over the difficulties; five It is to open up new channels for online sales to meet the diverse needs of consumers, and the six is to control cash flow risk.

In view of the current situation of enterprises' downtime, it is hoped that the state will introduce relevant policies and measures concerning employee social security and wages as soon as possible. In view of the current problems commonly encountered by enterprises, we hope that the state can introduce stronger policies to help enterprises and benefit from the textile enterprises going out. First, we should appropriately reduce the price of electricity, coal and natural gas, encourage enterprises to start work; two, give stable employment subsidies to labor-intensive enterprises that have made outstanding contributions to resettlement of employment; three, relieve and relieve workers' social security and reduce the pressure of enterprise cash flow; four, give textile enterprises 6~12 months' low interest or interest free loans, alleviate the pressure of financing difficulties and raise five. The six is to establish the epidemic relief fund, to help the difficult enterprises to survive; the seven is to reduce taxes and reduce the negative burden; eight, in the field of foreign trade, we hope that the state will stabilize the exchange rate, timely export tax rebates, help enterprises to lock down the forward exchange rate, and so on. Nine, expand domestic demand, stimulate consumption and enhance consumer purchasing power. In addition, there is a return or reduction of value-added tax, phased land use tax and property tax, and support for intelligent manufacturing and environmental protection.

After listening to the speeches of the participating entrepreneurs, Cao Tingrui said that after the meeting, the difficulties and suggestions of the textile and garment enterprises encountered will be submitted to the higher authorities, and more efforts should be made to support policies and measures to help the textile industry survive the crisis.

In concluding remarks, Yang Jun said that the China Textile Industry Association will summarize a series of research done since the outbreak of the epidemic. On the one hand, we should publicize the outstanding contributions of the textile enterprises with a sense of social responsibility in this epidemic prevention and epidemic prevention work. On the other hand, we should play the role of uploading and distributing them to help enterprises do well in the supply chain and information docking, and promote capital operation. He hoped that participants could further emancipate their minds and put forward more effective opinions and suggestions through full exchanges.

During the epidemic period, the China Textile Industry Association carried out research on some parks and key enterprises by using online communication platform, which enhanced the docking and communication between the upstream and downstream industries chain. This form has been recognized and acclaimed by the industry and will become an important work of the association. It will be carried out regularly in the form of centralized discussions and seminars on a monthly basis. More enterprises are welcome to participate actively in the joint efforts to promote industrial chain docking, timely reflect the voice of enterprises, and contribute to the sustainable and healthy development of the industry.
