Recently, the Ministry of ecology and environment issued a letter on Soliciting Opinions on the plan for tackling the problem of volatile organic compounds in 2020 (Draft for consultation). It is called the implementation of the State Council Circular on the plan of action for the three year battle to win the blue sky (No. 22) [Guo Fa [2018]] 22. The plan for tackling key problems in organic matters (Draft) is now being consulted publicly. The deadline for comments is May 27, 2020.

The draft pointed out that at present stage, the pollution situation of fine particulate matter (PM 2.5) in China is still grim and the double pressure of ozone (O 3) pollution is increasingly prominent, especially in summer. O 3 has become the primary factor leading to excessive air quality in some cities. Beijing Tianjin Hebei and its surrounding areas, the Yangtze River Delta region, Fenwei plain and other key areas and the border area of Lu Yu and Su Wan are particularly prominent.

Adhering to the combination of helping and supporting law enforcement and effectively improving the effectiveness of supervision

Before the end of June, the relevant standards and requirements of various regions had been applied to guide and assist the local VOCs emission industrial parks, enterprise clusters and key control enterprises. We should do well the pharmaceutical, chemical, ink, adhesive and other industry standards and VOCs emission control standards. In July 1st, we will implement the preparatory work in full implementation to help enterprises speed up the implementation of emission reduction and upgrading. For enterprises with slow or lagging progress, we should regularly remind them through on-site guidance, telephone, WeChat, SMS and so on, so as to ensure that they are completed before the implementation of standards.

Since July 1st, according to the "double random and one open" mode, special law enforcement actions have been carried out to punish enterprises that fail to meet the requirements of emission control and do not meet the requirements of unorganized control. The implementation of production and maintenance of petrochemical, chemical, coal chemical, pharmaceutical, pesticide and other enterprises included in the scope of law enforcement supervision, focusing on inspection during the start-up and shutdown, as well as cleaning, recycling, purging, emptying, air drying and other links meet the emission standards.

It focuses on investigating 12 kinds of behaviors that violate laws and regulations: production, sale and use of paints, inks, adhesives, detergents and other products which do not meet the national or local VOCs content limit standards; store, transfer, transport, and disposal VOCs containing materials in the form of open, leakage and other direct contact with ambient air; and chemical industries and other industries use open and open flow production equipment. When opening the VOCs material reaction device, inlet and outlet, overhaul orifice, observation hole, etc., open production, air drying and dry production (except for large workpieces); leakage of leaking and dropping of the sealing points of equipment and pipeline components; leakage of odor and leakage of organic waste gas conveying pipeline; sensory collection and transportation of high concentration organic waste water; storage and treatment processes and rings. Direct air contact VOCs organic waste (production process and operation link) with no more than 10% mass (production quality and utilization ratio) is discharged without collection and disposal; unauthorized shutdown or abnormal operation of waste gas collection and treatment facilities and VOCs automatic monitoring facilities; petrochemical, chemical, organic chemical raw material manufacturing, agricultural and pharmaceutical manufacturing, fertilizer manufacturing, coking, artificial board, furniture manufacturing and other industries shall obtain pollutant discharge permit. The enterprises without certificates can discharge pollutants without authorization.

Improve monitoring and monitoring system to improve precision management level

Strengthen monitoring and control of pollution source VOCs. Beijing Tianjin Hebei and surrounding areas, the Yangtze River Delta region and Fenwei plain should conduct investigation on the construction and operation of VOCs automatic monitoring facilities in petrochemical, chemical, packaging and printing industries, and industrial coatings.

The year 2020 is the decisive year to win the blue sky war. To push forward various tasks of air pollution prevention and control and comprehensively strengthen the comprehensive management of VOCs is a concept that must be carried out and implemented by all provinces, cities and regions and all walks of life. It is also a arduous task that must be vigorously promoted. The green transformation of the chemical industry has been developing for many years, but the effect is not significant.
