1、 General requirements

(1) Guiding ideology. (2) Objective indicators. After three years of efforts, the total emission of major air pollutants has been greatly reduced, greenhouse gas emissions have been reduced in a coordinated manner, the concentration of fine particulate matter (PM2.5) has been further significantly reduced, the number of days of heavy pollution has been significantly reduced, the ambient air quality has been significantly improved, and the people's sense of blue sky happiness has been significantly enhanced.

We will increase efforts to adjust the layout of regional industries. (7) We will deepen industrial pollution control. 3、 Accelerate the adjustment of energy structure and build a clean, low carbon and efficient energy system

(10) We will continue to control the total amount of coal consumption in key areas. By 2020, the proportion of coal consumption in the total energy consumption will drop to less than 58%; the total coal consumption of Beijing, Tianjin, Hebei, Shandong and Henan provinces (municipalities directly under the central government) will drop by 10% compared with 2015, and the Yangtze River Delta will drop by 5%. The Fenwei plain will realize negative growth; new coal consumption projects will implement the coal reduction substitution. In 2020, the proportion of coal consumption in the total electricity consumption will be reduced by 55%, and the proportion of coal consumption in the total electricity consumption will be increased by 55%. We will continue to promote the substitution of electric energy for coal and fuel, with the scale of substitution reaching more than 100 billion degrees. We will formulate a special plan to eliminate and shut down the coal-fired units below 300000 kW that fail to meet the environmental protection, energy consumption and safety standards. (11) Carry out comprehensive renovation of coal-fired boilers. Strengthen the elimination of small coal-fired boilers. 4、 Actively adjust transportation structure and develop green transportation system
