Preliminary Anti Dumping Determination of difluoromethane by the United States

On August 21, 2020, the U.S. Department of Commerce announced a preliminary anti-dumping ruling on imported difluoromethane (R-32) from China, and preliminarily ruled that the dumping rate of Taizhou Qingsong refrigeration new material Co., Ltd. was 161.49%, and Zibo feiyuan Chemical Co., Ltd, The dumping rate of , Ltd. was 221.06%, the dumping rate of enterprises with separate tax rate was 196.19%, and that of other Chinese producers / exporters was 221.06%. The U.S. Department of commerce is expected to make a final anti-dumping ruling on November 3, 2020. This case concerns products under the United States harmonized tariff No. 2903.39.2035.

  The United States made the second sunset review of polyester film anti-dumping industry

Final award of damages

On August 14, 2020, the U.S. International Trade Commission (ITC) voted against the import of polyester film from China and the United Arab Emirates, 13 sheet and strip) made the second sunset review of industrial injury affirmative final ruling: if the existing anti-dumping measures are cancelled, the material damage caused by the import of the products involved in the case to the domestic industry of the United States may continue or recur within a reasonably foreseeable period. According to the final finding, the current anti-dumping measures in this case remain effective. Five members of the U.S. International Trade Commission voted for the ruling.

   The fifth sunset review of chloropicrin in the United States

Case investigation

On August 4, 2020, the U.S. Department of Commerce announced the fifth sunset review investigation on chloropicrin (also known as trichloromethane) imported from China. At the same time, the United States International Trade Commission launched the fifth sunset review industrial injury investigation of chloropicrin imported from China, and examined whether the substantial damage to the domestic industry of the United States caused by the import of the products involved in the case will continue or recur within a reasonably foreseeable period if the existing anti-dumping measures are cancelled. Interested parties shall register with the U.S. Department of Commerce within 10 days from the date of this announcement. Interested parties should submit their comments to ITC by September 2, 2020, and comment on the adequacy of their responses to the case no later than October 16, 2020.

India initiates anti dumping investigation on acetyl derivatives of China

In response to the anti-dumping investigation of acetyl compounds from India, the Ministry of foreign trade, Ministry of Commerce of China, filed an anti-dumping investigation on the import of aromatic compounds from India. The case involved products under Indian customs codes 29242920 and 29242990. The dumping investigation period of this case is from April 1, 2019 to March 31, 2020 (12 months), and the injury investigation period is 2016-2017, 2017-2018, 2018-2019 and dumping investigation period.

   India's preliminary anti dumping ruling on China related dimethylformamide

The above-mentioned anti-dumping duty on imports of methyl amides from Saudi Arabia (see Table 2 of the above-mentioned table of anti-dumping on imports of methylamides from India, published on June 18, 2020). This case mainly involves products under the Indian customs code 29211110.

   India made China polyethylene terephthalate resin

Preliminary determination of anti dumping

On August 5, 2020, the Ministry of Commerce and industry of India announced that it had made a preliminary anti-dumping determination on the products with intrinsic viscosity ≥ 0.72 deciliter / g (Virgin polyester terephthalate (PET) resin) originating in or imported from China. It is suggested that temporary anti-dumping duties should be imposed on the products involved. See the attached table (preliminary tax table) for details. The Indian customs codes of the products involved are 39076010, 39076020 (before February 2, 2017), 39076100, 39076910 (after February 2, 2017), and 39076190 (from January 1, 2020). The product involved in this case does not include recycled PET resin.

Brazil launches anti dumping investigation on socks related to China

In response to the Brazilian government's Notice No. The products of this survey are men's socks, women's socks and baby socks, which are used for daily, leisure, social activities or sports. Animal (dog) socks are not included in this investigation. This case involves all 24 products under 6115 and 4 products under 6111. The dumping investigation period of this case is from July 2018 to June 2019, and the injury investigation period is from July 2014 to June 2019.

   Brazil's second anti dumping of PVC resin to China

Final review

On August 14, 2020, the Management Executive Committee (gecex) of the Foreign Trade Commission of the Ministry of economic affairs of Brazil issued Resolution No. 73 of 2020 on the issue of "resinade polycloretodevinila obtida por processo de suspensons @ o (pvc-s) Shanghai Chlor Alkali Chemical Co., Ltd., Suzhou HuaSu Plastics Co., Ltd. and Tianjin Dagu Chemical Co., Ltd. were involved in the case, Ltd., LG Dagu Chemical Co., Ltd. and other Chinese enterprises all have 21.6% anti-dumping duties. Because of the doubt about the future import trend of the products involved, the anti-dumping duty will not be imposed for the time being. The tax number of the products involved was 3904.10.10.
