"In 2020, in the face of unprecedented difficulties and challenges, it is not easy for China's foreign trade import and export to hand out a brilliant report card." On January 14, Li Kuiwen, spokesman of the General Administration of customs and director of the Department of statistics and analysis, said at a press conference of the office of the State Council of new China.

Private enterprises have become an important driving force for the growth of import and export

In 2020, China's foreign trade is facing difficulties, and its import and export have achieved positive growth for seven consecutive months from June 2020. The total value of import and export and export in the whole year have both reached a record high. The status of the largest country in goods trade has been further consolidated, showing strong resilience and comprehensive competitiveness.

The structure of foreign trade was further optimized. In 2020, the growth rate of import and export of private enterprises is 9.2 percentage points higher than the overall growth rate of foreign trade in the same period, which has become an important driving force for the growth of China's foreign trade import and export. The proportion of general trade import and export continued to increase, 0.9 percentage points higher than that in 2019. The regional development of foreign trade has been more balanced. The central and western regions have made new progress in undertaking industrial transfer from the East. The import and export of foreign trade in the central and western regions has increased by 11%, accounting for 1.4 percentage points higher than that in 2019, reaching 17.5%.

Trade partners are becoming more diversified. In 2020, China's top five trading partners are ASEAN, the European Union, the United States, Japan and South Korea, with imports and exports to countries along the belt and road of 9.37 trillion yuan, an increase of 1%.

"The export of epidemic prevention materials strongly supports the global anti epidemic struggle." Li Kuiwen said that China will play the role of the largest supplier of anti epidemic materials in the world, actively carry out international cooperation in the fight against epidemic diseases, and do its best to provide and export epidemic prevention materials to more than 200 countries and regions in the world. From March to the end of 2020, the National Customs released 438.5 billion yuan worth of major epidemic prevention and control materials. Among them, 224.2 billion masks, worth 340 billion yuan, are exported, which is equivalent to nearly 40 masks for everyone in the world outside China; 2.31 billion pieces of protective clothing, 289 million pairs of goggles and 2.92 billion pairs of surgical gloves are exported; 271000 sets of ventilators, 663000 sets of patient monitors and 119 million pieces of red thermometer are exported.

The business environment at ports has been continuously optimized, and the cost of enterprises has been further reduced

In 2020, local customs will continue to improve the level of customs clearance facilitation and continuously optimize the port business environment.

We will comprehensively promote facilitation measures such as "two-step declaration", "advance declaration" and "green channel" to improve the efficiency of customs clearance. In December last year, the overall customs clearance time for imports and exports was 34.91 hours and 1.78 hours, respectively, which was 64.2% and 85.5% lower than that in 2017.

The pilot project of tariff guarantee insurance was vigorously promoted. A total of 3509 enterprises participated in the pilot project, with guarantee tax of 377.6 billion yuan, of which small and medium-sized enterprises accounted for nearly 80%, which effectively alleviated the difficulties and high financing problems of enterprises, especially small and medium-sized enterprises.

"Affected by the epidemic situation, international flights have been suspended in large areas, and the traditional transport capacity has been sharply reduced. The General Administration of Customs has timely issued ten measures to support the development of China EU trains, and made every effort to ensure the stability of the industrial chain and supply chain." Li Kui Wen introduced that China Europe train has run 12400 trains and sent 1.135 million TEUs in the whole year, up 50% and 56% respectively year-on-year, and the comprehensive heavy container rate has reached 98.4%.

Firmly prevent the risk of epidemic situation input, and pay close attention to the relevant work before the implementation of RCEP

At present, the global epidemic situation is still grim, and the General Administration of Customs has strengthened the quarantine of imported cold chain food in strict accordance with the requirements of the joint prevention and control mechanism of the State Council. At present, 124 cold chain food manufacturers in 21 countries where employees were infected with new crown pneumonia have taken measures to suspend their imports of their products. Among them, 107 enterprises suspended their exports to China after the outbreak of the epidemic.

Last November, China signed the regional comprehensive economic partnership agreement (RCEP). According to customs statistics, in 2020, the total import and export value of China and RCEP member countries will be 10.2 trillion yuan, an increase of 3.5%, accounting for 31.7% of China's total import and export value in the same period. Among them, exports were 4.83 trillion yuan, an increase of 5%; imports were 5.37 trillion yuan, an increase of 2.2%.

Li Kui Wen said that currently RCEP is the largest free trade zone in the world, covering about 30% of the global population, 30% of the total economic volume and 30% of foreign trade. The General Administration of customs is combining its own responsibilities to promote the relevant preparations before the implementation of RCEP. We will strengthen policy publicity to help enterprises understand and master the tariff reduction and benefit sharing rules, so as to lay a solid foundation for the full enjoyment of the preferential policies under the agreement. At the same time, we should focus on the difficulties that may arise in the process of RCEP implementation, strengthen internal research and training, and make preparations in advance, so as to better serve enterprises.
