In order to ease the tight supply situation in the real estate market, Shenzhen officials have taken measures again. On February 23, Shenzhen Municipal Bureau of housing and urban rural development issued the notice on the construction of gas pipeline facilities in business apartments and dormitories, which further clarified the gas pipeline facilities in business apartments and dormitories.

It is pointed out that new residential buildings and other construction projects that need to use fuel should be equipped with gas pipelines and facilities; the transformation of pipeline gas supply should be encouraged in the built residential areas without supporting pipeline gas supply facilities. The completed commercial apartment and dormitory projects that need to use pipeline gas shall meet the requirements of relevant national and provincial technical specifications.

This means that the real "apartment products" such as business apartments and dormitories in Shenzhen are closer to residential products in terms of residential functions. In the short term, this is good for such apartment products in Shenzhen; in the long run, it is an important measure to continue to promote the high-quality development of housing security under the guidance of adhering to and improving the housing security system with simultaneous rent and purchase.

Business apartments move closer to "residential products"

The background of this notice issued by Shenzhen Municipal Bureau of housing and urban rural development is that in recent years, some commercial apartment and dormitory projects in Shenzhen have reflected their demands for pipeline gas through different ways. The municipal Party committee and the municipal government attach great importance to the popularization of pipeline gas, and require that the popularization level of pipeline gas in the city be improved as soon as possible.

In order to implement the relevant provisions, Shenzhen Municipal Bureau of housing and urban rural development issued the notice on the construction of gas pipeline facilities in business apartments and dormitories. According to the notice, the first paragraph of Article 11 of the regulations of Shenzhen Municipality on fuel gas shall be strictly implemented, and gas pipelines and facilities shall be built for new residential buildings and other construction projects requiring fuel.

The second paragraph of Article 11 of the "Regulations of Shenzhen Municipality on gas supply" stipulates that the reconstruction of pipeline gas supply shall be encouraged in the completed residential areas without supporting pipeline gas supply facilities.

According to the notice, the construction units of newly-built commercial apartments and dormitories should consider the energy consumption mode of the project in advance. If fuel is needed, the gas pipeline project should be designed, constructed and put into use simultaneously with the main project; after the completion of the construction drawing design, the construction permit of the main project or the gas engineering construction permit should be applied for according to the procedures; and the main project should be applied for The construction license shall include the contents of the gas project.

For the completed commercial apartments and dormitories that need to use pipeline gas, the requirements of relevant national and provincial technical specifications shall be met. Among them, if the functional structure of the building has not been changed, the gas engineering construction permit shall be applied according to the procedures after the completion of the construction drawing design; if the existing building function or structure needs to be changed, the gas engineering construction permit shall be applied according to the procedures after completing the function change procedures or re applying for the project planning permission.

The promulgation of this "notice" makes business apartments and dormitories more "residential" than residential functions. Before that, although there was no official regulation, this kind of products usually did not have the function of gas transmission, which was also an important aspect that distinguished it from real residential buildings.

Li Yujia, chief researcher of Guangdong housing policy research center, told the 21st century economic report that business apartments are different from commercial office products. Commercial offices are not allowed to use gas, which needs to be distinguished. From the present point of view, many people may not be able to buy houses, or they may not be qualified to buy them. They will live in business apartments for a long time. Therefore, they need to meet the most basic needs of life and put these public facilities in place. These public facilities and municipal facilities include water, electricity and gas pipelines.

"Multi channel" guarantee the supply of residential products

In the view of industry insiders, the news of gas supply to business apartments and dormitories will undoubtedly promote the transaction of business apartment market.

"Business apartment itself has the function of living, and I believe it is also a convenient service. Of course, after the introduction of the second-hand housing transaction price policy, residential transactions may decline, and business apartments themselves are not limited to purchase or loan, which is a good thing. " Jiang Shaojie, managing director of Meilian property Shenzhen Guanhui, told the 21st century economic report.

A senior executive of a local real estate enterprise in Shenzhen also pointed out that this is "positive" news for the commercial apartments launched this year.

It should be specially pointed out that although this has a positive driving effect on business apartments, Shenzhen has stopped the approval of business apartments.

On July 31, 2020, the Shenzhen Municipal Bureau of planning and natural resources and the Shenzhen Bureau of housing and urban rural development jointly issued the notice on stopping the approval of commercial apartments, stopping the approval of new commercial apartments in the whole city (including the Shenzhen Shantou Special Cooperation Zone), and encouraging the approved business apartment projects to become marketable talent houses.

However, from the convenience measures, we can see that the Shenzhen authorities are making efforts to improve the supply of residential products and their determination to stabilize the real estate market.

It is an indisputable fact that Shenzhen's housing prices are high. Shenzhen officials have also made efforts in many aspects recently. First, they have launched a "severe attack" against the phenomenon of "real estate speculation", and they have also made continuous efforts to ensure the supply of residential land and commercial housing.

On January 11, 2021, Shenzhen housing and Construction Bureau issued "Shenzhen 2020 real estate management work data inventory". The data showed that in 2020, Shenzhen further strengthened the construction of commercial housing, and completed a total of 12.36 million square meters of commercial housing construction area, the highest in previous years, with a year-on-year increase of 160%; the supply of commercial housing land was 227.53 hectares, completing 1.1% of the 2020 implementation plan 82%。

In view of the follow-up development of the property market, song Ding continued that on the one hand, it is necessary to increase the land supply and increase more residential development. On the other hand, the existing stock in the market, including the stock of apartments, should be solved by various means, such as increasing the gas supply, so as to solve the problem of inconvenient living, "alleviate part of the demand, increase part of the supply."
