On the one hand, the healthy growth of small and micro enterprises, and on the other hand, the government has continuously introduced supporting policies. According to the data just released a few days ago, in 2020, there will be 428200 new small and micro enterprises in Zhejiang Province, with a year-on-year increase of 4.07%; the number of registered small and micro enterprises will reach 2.509 million, with a year-on-year increase of 12.45%.

In 2020, there will be 46600 small and micro enterprises and 254700 individual industrial and commercial households in Zhejiang Province to reduce the rent by 2.118 billion yuan and 1.841 billion yuan (the same below); in the non-state-owned market of Zhejiang Province, the rent of business households will be reduced by 1.04 billion yuan, of which, small and micro enterprises and individual industrial and commercial households account for more than 95%.

Also recently, Zhejiang has clearly extended the implementation period of the real estate tax and urban land use tax exemption policy to June 30, 2021. The housing and land use tax of the four major industries, including accommodation and catering, sports and entertainment, transportation and tourism, and small and micro enterprises that meet the requirements, will be exempted from property tax and urban land use tax by 100% in the first quarter of 2021 and 50% in the second quarter 。

Zhejiang is the first province since this year to introduce some tax exemption and extension policies for related industries and small and micro enterprises. As a big province of small and micro enterprises and industrial innovation, Zhejiang has continuously increased its support for small and micro enterprises in order to eliminate the impact of the new epidemic on the real economy; on the other hand, since 2017, Zhejiang has promoted the transformation and development of small and micro enterprises from the perspectives of financing innovation, financial and tax support, supporting the development of emerging industries, comprehensively optimizing the innovation development environment, and strengthening organizational security.

In the past year, under the impact of the epidemic, small and micro enterprises have repeatedly applied for bankruptcy. Zhou Dewen, a well-known economist, deputy director of the Central Economic Committee for the democratic advancement of the people's Republic of China and founder of the Zhejiang Federation of private investment enterprises (one of them), said in an interview with the media that the development of China's private enterprises, especially small and micro enterprises, has encountered the biggest challenge since the reform and opening up.

From 2012 to 2013, Zhejiang had experienced a round of small and micro enterprises closing down, but in the past year, Zhejiang still maintained a steady growth of small and micro enterprises. This situation is due to a series of support policies launched by the government.

Cash! Cash!

Behind a series of supportive policies in Zhejiang, the negative impact of the epidemic on accommodation, catering, sports and entertainment, transportation, tourism and small and micro enterprises is gradually emerging.

Since January this year, many holiday hotels and business hotels in Hangzhou have cancelled orders for business meetings and annual meetings. In Hangzhou Kaiyuan Senbo Holiday Park of Xianghu tourist resort in Xiaoshan District, there are some phenomena, such as unsubscribe, decline of tourist source and decrease of visitors; in Hangzhou, there are also cases of group refund of B & B.

In the first quarter of 2020, the resumption of the real estate industry is delayed, which also disrupts the construction progress of the industry. Many small and micro enterprises in the upstream and downstream industrial chain of Zhejiang are facing the risk of capital chain fracture.

In February 2020, Zhejiang Young Entrepreneurs Association and Zhejiang Youth Entrepreneurship college jointly launched the "investigation on the impact of the epidemic situation of small and medium-sized enterprises in Zhejiang Province" (hereinafter referred to as "the survey") in February 2020. A total of 1236 enterprises participated in the questionnaire survey, of which 8.74% were engaged in agriculture, forestry, animal husbandry and fishery, belonging to the primary industry; 43.53% were engaged in the manufacturing industry, belonging to the secondary industry; and the other 47.73% of the enterprises were basically in the secondary industry Third industry related to business services. These enterprises came from 11 cities in Zhejiang Province, of which 26.29% were in Wenzhou and 18.04% in Hangzhou.

The survey results show that, affected by the epidemic situation, the operating income of enterprises is reduced, and the cash on account can survive for a very short time. Only 11% of the enterprises can maintain for more than 6 months, 12.86% for 4-6 months, 48.6% for 1-3 months, and 27.51% for less than 1 month.

Before that, Zhu Wuxiang, Professor of Finance Department of School of economics and management of Tsinghua University, also conducted a questionnaire survey on 995 small and medium-sized enterprises. The results showed that 34% of the enterprises could maintain the cash balance on their books for one month, 33.1% for two months and 17.91% for three months. In other words, from the perspective of cash balance, 67.1% of enterprises can maintain for 2 months, 85.01% of enterprises can maintain for 3 months at most, and only 9.96% of enterprises can maintain more than 6 months.

In other words, three quarters of the enterprises can't carry it for three months. The survey shows that in Wenzhou, the total number of enterprises that can't maintain cash for more than three months has reached 84.62%.

Focus on small and micro enterprises

The ways for small and micro enterprises to cope with cash flow shortage include loans, shareholder loans, delayed payment loans, private loans, etc. Small and micro enterprises with financing difficulties have to lay off staff and reduce wages, or delay the payment of wages; some even initiate employee fund-raising. Although Zhejiang is a province with active private capital, the high cost of private financing rapidly weakens the ability of small and micro enterprises to fight the epidemic.

Therefore, since last year, Zhejiang has made unprecedented efforts to support small and micro enterprises.

On February 5, 2020, Zhejiang Province issued the opinions of leading group for prevention and control of pneumonia caused by new coronavirus infection in Zhejiang Province on supporting small enterprises to tide over difficulties (hereinafter referred to as "Zhejiang 17 articles"), and on February 10 of the same year, Zhejiang provincial Party committee and provincial government issued several opinions on firmly winning the snipe war on prevention and control of new coronavirus infection and striving to stabilize enterprises and stabilize economic development (hereinafter referred to as "Zhejiang 17 articles") "30 articles in Zhejiang Province") pointed out that preferential policy support should be given to all kinds of carriers such as development zones and industrial parks with rent reduction or exemption.

Financing is the fundamental way to solve the economic difficulties of small and micro enterprises. Some policies of Yuhang District of Hangzhou city on strictly preventing and controlling the epidemic situation and helping enterprises to resume work and production clearly stipulates that owners (landlords) are encouraged to reduce rent for tenants who rent other business houses; for those who rent free for more than 2 months, the government will grant house property tax and urban land use tax according to the number of rental months; 50% house property with production and operation loss caused by the epidemic situation will be reduced or reduced Tax: 80% real estate tax will be reduced for professional markets and industrial parks.

According to the opinions of Binjiang District of Hangzhou city on firmly winning the war of epidemic prevention and control and helping enterprises resume work and production, it is proposed that enterprises renting non District State-owned Properties and meeting the key industries encouraged by the district shall be given rent subsidies in February and March 2020 at the rate of 25% of the daily rent and no more than 1.0 yuan / square meter / day. The above specific measures will really implement the preferential policy of rent reduction and exemption to small and medium-sized enterprises.

The financing difficulties of small and micro enterprises are also gradually breaking through the problem. For example, since the launch of Huzhou local credit financing system "e-baotong" in December 2020, it has provided 260 million yuan of credit loans to 261 small and micro enterprises, directly reducing the comprehensive financing cost of enterprises by more than 10 million yuan.

In July 2020, Zhejiang government adjusted the house property and land for their own use from "three-month house property tax and urban land use tax" to "exemption from property tax and urban land use tax in 2020" for accommodation, catering, sports and entertainment, transportation and tourism, and small and micro enterprises that meet the requirements.

In the spring of 2021, Zhejiang will again implement the policy of reducing and exempting half a year's property tax and urban land use tax for the four major industries of accommodation and catering, sports and entertainment, transportation and tourism, as well as the qualified small and micro enterprises.

In this regard, some small and medium-sized enterprise owners believe that the epidemic situation in Zhejiang is not the most serious in the whole country, but that the local government is more forward-looking in policy and has greater support for small and micro enterprises and the people. A small and medium-sized enterprise owner told the 21st century economic report that the main bodies of paying taxes mentioned in Zhejiang's many policies are mainly enterprises with houses and enterprises renting houses. The real estate tax and urban land use tax involved in the policy have nothing to do with real estate enterprises, but they can improve and help small and micro enterprises such as catering industry and tourism industry.

For small and micro enterprises, tax reduction and government subsidies are the biggest advantages besides financial policies. In terms of tax reduction and exemption, in the first three quarters of 2020, Zhejiang Province reduced 56.510 billion yuan of taxes and fees for small and micro enterprises, a year-on-year increase of 94.79%, and a total of 78.866 billion yuan and 2.145 billion yuan of social security fees for small and medium-sized enterprises and individual businesses.

In order to promote the prevention and control of epidemic situation and economic and social development as a whole, Zhejiang has added new financial funds directly to the grass-roots level of cities and counties, directly benefiting enterprises and the people. According to the data just disclosed by relevant departments, in 2020, Zhejiang Province will subsidize 789800 small and micro enterprises and individual industrial and commercial households, and grant 6.583 billion yuan of subsidy funds, including 387300 small and micro enterprises and 5.187 billion yuan of small and micro enterprises.

In 2020, Zhejiang Province launched the "Internet + Inspection and testing" public service platform - "zhelijian" to realize the inspection and testing "not running once"; the laboratory was opened to serve 110000 batches of enterprises; the inspection and testing expenses of various enterprises were reduced by 227 million yuan.

According to incomplete statistics, since 2020, Chongqing, Heilongjiang, Hainan, Zhejiang, Hunan, Jiangsu and other provinces and cities have clearly reduced and exempted property tax and urban land use tax for affected SMEs. For example, in 2020, Jiangsu will temporarily exempt taxpayers in key industries and small-scale VAT taxpayers who are seriously affected by the epidemic situation from real estate tax and urban land use tax in the first half of 2020. At that time, it was estimated that the burden on enterprises would be reduced by 1.92 billion yuan, benefiting 93000 enterprises in the whole province.

However, some people in the industry pointed out that property tax and urban land use tax account for a small proportion of enterprise taxes and fees, and the share of these two taxes is smaller when viewed from the tax situation of Zhejiang Province in a year. According to the public data, Zhejiang's tax revenue in 2019 is 1.24 trillion yuan, of which the urban land use tax and real estate tax is 29.97 billion yuan; as of the second quarter of 2020, Zhejiang Province's tax revenue is 756.03 billion yuan, and the urban land use tax and real estate tax is 28.73 billion yuan, showing an increasing trend. In 2020, Zhejiang's tax revenue accounted for 86.4% of the general public budget revenue.
