TOD Is Expected To Become A "New Outlet" In Dawan District

According to the relevant planning, by the end of the "14th five year plan", China will basically build the rail transit network of Beijing, Tianjin, Hebei, Guangdong, Hong Kong, Macao and Yangtze River Delta. With the speed-up of rail transit construction in Dawan District, TOD (public transport oriented development) is expected to become a new outlet during the "14th five year plan". According to the agency's estimation, the TOD market scale corresponding to rail transit lines in China has reached 4.3 trillion yuan.

Since this year, Dongguan, Shenzhen, Guangzhou, Foshan and other cities in Dawan district are speeding up the development of TOD projects.

At the first TOD Development Forum held in Chengdu on March 20, Zheng Jian, deputy director of the infrastructure development department of the national development and Reform Commission, said that in accordance with the decision-making and deployment of the CPC Central Committee and the State Council, the national development and Reform Commission and relevant parties have been actively promoting TOD development. With a view to the future, the construction of multi-level rail transit system in urban agglomerations and metropolitan areas is speeding up. A number of comprehensive transportation hubs are developing and expanding. There is still a vast space for the coordinated integration of rail transit and comprehensive TOD development.

As a shared and efficient urban development direction, Tod has multi-functional organic coordination and guiding role in urban pattern, which is considered to be a good prescription to alleviate the disease of big cities in the future. In a favorable environment, facing a trillion level broad market, the major cities in Dawan district are also speeding up the layout of TOD projects.

Competing for TOD project in many places

According to the previous planning, the external high-speed rail main channel and intercity railway network framework of Guangdong Hong Kong Macao Bay area will be initially formed in 2025. With the continuous expansion of the scale of rail transit, the scale of investment is bound to be larger and larger. How to ensure sufficient construction and operation funds has become a practical problem in all aspects.

To solve the capital problem of rail transit construction, the consensus in the industry is that a comprehensive return mode must be established, and TOD is just such a model. Tod refers to the "public transport oriented development model". The public transportation mainly refers to the railway station, airport, subway, light rail and other rail transit and bus trunk lines, and then the central square or city center is established with the station as the center and the radius of 400-800 meters (5-10 minutes walking distance).

According to sun Bu Shu, vice president of South China Urban Research Association, Tod, as a regional development mode oriented by public transportation, can realize benefit increment through land operation along rail transit, thus feeding back rail transit construction, and finally realize "road maintenance by land".

In the view of industry insiders, TOD is like a "hematopoietic platform", promoting the integration of urban development, but also driving the development and upgrading of the industry. For Guangdong, Hong Kong and Macao Bay area, Tod project has a great prospect and provides a broad opportunity for urban operators. Therefore, Tod has become a hot spot in recent years.

In recent years, Dongguan's enthusiasm for TOD development and construction continues to rise. In 2020, a series of policies were issued, such as the regulations on the management of land and space composite utilization in TOD area of Dongguan rail transit, and the implementation measures for urban renewal project development within the scope of TOD of Dongguan rail transit, which provided policy support for the development of Dongguan rail transit.

This year, the implementation plan for the development and management of property resources within the scope of TOD in Dongguan City will be issued. This new policy will establish a management mechanism of property resources divided by the government within the scope of TOD in Dongguan City, and coordinate the development and management policies, investment and financing of TOD property resources, so as to realize that the property resources within the scope of TOD can feed back the construction and operation of rail transit.

When investigating the TOD project of Humen high speed railway station, Liang Weidong, Secretary of Dongguan municipal Party committee, pointed out that it is necessary to make full use of the advantages of transportation hub and the high-quality space of project expansion, play the leading role of TOD project of Humen high-speed railway station, continuously promote urban renewal, expand development space, gather new development momentum, and promote high-quality development.

Among the big cities in Dawan District, Guangzhou is in the forefront in TOD development and construction. At present, there are at least 15 TOD projects planned or under construction in Guangzhou, which are located in Tianhe, Baiyun, Panyu, Liwan, Zengcheng, Nansha and Huadu.

Guangzhou South Railway Station comprehensive transportation hub is regarded as a typical representative of TOD mode in bay area. Relying on the convenient transportation advantages of 4 high-speed railway lines, 3 intercity tracks and 4 subways, Guangzhou south railway station has laid its core position of rail transit hub in Guangdong, Hong Kong and Macao.

Not long ago, the government of Baiyun District of Guangzhou promoted Guangzhou City Planning Survey and Design Institute to sign a strategic cooperation framework agreement with Nikkei Design Co., Ltd. In the future, the two design institutes will be strategic cooperation units in the fields of comprehensive transportation hub planning, Tod comprehensive development planning, urban development planning of hub and surrounding areas and urban design, so as to promote in-depth cooperation and exchange of technology, information, personnel and projects.

As one of the core cities in Dawan District, Shenzhen has been developing TOD mode in recent years. Due to the shortage of land resources and the complexity of urban functional requirements, TOD mode has become the preferred mode of urban renewal and development. It is understood that the planning of Shenzhen Qianhai cooperation zone also takes TOD mode as an important concept of urban development, which runs through all aspects of planning, design and management.

On March 5, Shunde District of Foshan held the 2021 Shunde commercial and residential land promotion meeting. The 12 plots recommended at the meeting were distributed in the Guangfo pole, sanlongwan Shunde plate, Guangdong Hong Kong Macao collaborative development cooperation zone, Shunde central urban area plate and Longjiang new city plate. According to the statistics of 21st century economic report, the total land area of this promotion plot is more than 1500 mu. Relying on the rail transit construction, the overall speed is increased, including 6 plots of TOD projects.

Interest distribution mechanism to be solved

Although the major cities in Dawan district have speeded up the launch of various TOD projects, the 21st century economic reporter understands that in the actual process of promotion, there are still many difficulties. Some projects can not be fully implemented as expected, and deep-seated problems are gradually emerging.

First of all, many people misunderstand the concept of TOD. Li Hong, director of the Resource Development Department of Guangdong Railway Construction Investment Group Co., Ltd., found that in the eyes of many people, TOD is almost equivalent to "subway cover". In order to attract people's attention, some developers put forward the wrong TOD concept, which also misled many people's cognition of TOD.

In fact, TOD is more like a micro city in the city than a project, with a complex and comprehensive format. Tod development with rail transit stations as the center, gathers the flow of people and business, and promotes urban renewal, which is the support for reconstructing urban form and optimizing urban space.

"For many TOD projects, the development subject is a large real estate company, focusing on the short-term real estate income, and there is no in-depth industrial planning, which makes the project stay in the primary development stage, and it is difficult to achieve the integration of industry and city. Professional things should be done by professional people. The development of TOD should attract more social capital and professional companies and institutions to participate. " Li Hong said frankly.

In the view of industry experts, from the current development trend, rail transit TOD in addition to high-speed rail / subway station hall business and station cover development, hub economic zone is also an important part of TOD. At present, the major transportation hubs in Guangdong, Hong Kong and Macao are still lagging behind in terms of building hub economy with Tod development as the starting point.

In this regard, Japan's experience is worth learning from. Tokyo and Osaka metropolitan areas and Tod development in Japan have experienced hundreds of years of development, rail transit network has been very dense, and accumulated rich TOD development experience. The biggest secret to the success of TOD in Japan is the simultaneous planning and construction of rail transit and Tod projects by stakeholders around the market demand.

In the opinion of experts interviewed, Chengdu is in the forefront of the country in TOD development and construction. Since the implementation of TOD comprehensive development strategy in 2017, Chengdu has taken the lead in issuing TOD special planning, formulating the "1 + 2 + n" special policy, strengthening the top-level design, and planning the comprehensive development land of TOD of nearly 280000 mu in Chengdu.

On March 20, the first TOD Development Forum in Chengdu was held, and the strategic plan for TOD comprehensive development of Chengdu rail transit was officially released. According to the experts interviewed, one of the important reasons why TOD development and construction in Chengdu has achieved remarkable results is that the top-level design has been strengthened, and at the same time, there are relevant mechanisms.

In recent years, Guangdong Railway Construction Investment Group Co., Ltd. is also actively promoting the implementation and development of TOD projects. Li Hong told the 21st century economic reporter, "in the process of promoting TOD development and construction, we have encountered some resistance. The biggest problem is that all parties have not formed a community of urban interests."

In Li Hong's opinion, at present, there are still problems in TOD development in China, such as administrative leadership and short-term interests. In the long run, how to let the government, rail transit companies, urban development operators and other parties form a community of interests is the key to accelerate the implementation and healthy development of Tod projects. Only in this way can long-term cooperation and win-win results be achieved.
