ISO International Standardization And The Status Of Chinese Garment Standardization

International Organization for Standardization (ISO) As one of the statutory international standardization organizations with the most active international standardization activities, the largest number of standards and the most influential, the ISO annual report is issued regularly every year. The report introduces the changes in the organizational structure of ISO and the release of international standards in the last year, and lists the positive results of various successful partnerships. This paper reviews and analyzes the annual reports of ISO in the past three years (2018-2020), and shares with experts in the industry.


Main work of ISO in recent three years

Under the current background of economic globalization and trade internationalization, ISO has made steady progress in the past three years by implementing the detailed indicators deployed in the strategic plan.


(1) number of members:

The number of Member States has been basically stable in the past three years. In 2020, the number of members will reach 165, including 122 formal members, 39 communication members and 4 registered members; Compared with 2018 and 2019, the number of members increased by 3 and 1 respectively( see Figure 1).


(2) International Liaison organizations:

The number of International Liaison organizations has steadily increased in the past three years. In 2020, the number of International Liaison organizations will reach 793, which will increase by 48 and 25 members respectively compared with 2018 and 2019( see Figure 1).

(3) technical institutions:

In the past three years, the number of technical committees has increased by a wide margin, and the number of working groups has continued to increase. In 2020, ISO has 3696 technical organizations (including technical committees, subcommittees, working groups and advisory groups), with 123 more than 3573 in 2018, mainly in the working group level( see Figure 2).

Among them, ISO has become a new committee in recent three years( see Table 1).

(4) number of international standards issued:

The number of international standards and other types of standards issued in recent three years has basically remained stable. In 2020, a total of 1627 international standards and standard types were published and 23574 international standards were issued( see 3).

(5) release of international standards:

In 2020, the top three areas of the number of releases were information technology (263 items, accounting for 16.20%), transportation (253 items, accounting for 15.60%) and Mechanical Engineering (190 items, accounting for 11.70%). In addition, 70 standards have been published in the field of mining and mining, accounting for 4.30% of the total( see 4).

(6) number of international standards under study:

In 2020, the top three areas in the number of research standards are information technology (769 items, accounting for 17.20%), transportation (763 items, accounting for 17.10%) and mechanical engineering field (514 items, accounting for 11.40%). In addition, there are 151 international standards in the field of mining and mining, accounting for 3.40%( see Figure 5).

(7) to hold technical meetings:

The number of online meetings has soared. In 2020, a total of 4456 online meetings were held, with an increase rate of 294.7%; The number of online meetings in 2019 increased from 769 in 2018 to 1129, with an increase rate of 47%( see Figure 6).

(8) contributions of Member States:

Germany takes the place of the number of International Secretariat, and the United States takes the place of the number of working group conveners. In 2020, China has assumed the Secretariat of 66 technical institutions (including the Secretariat of TC and SC), ranking sixth among the Member States, behind Germany (135), the United States (103), France (81), Japan (78) and the United Kingdom (77); China has undertaken the convening of 215 working groups, ranking fifth among the Member States, behind the United States (427), Germany (384), Japan (227) and the United Kingdom (226)( see Figure 7).

Highlights of ISO work in recent three years


(1) to establish good partnership in various fields

ISO has established close partnership with various international, regional and national organizations to formulate relevant international standards to better meet the needs of enterprises, governments and society. For example, in order to cope with global climate change and promote global sustainable development, ISO has included the sustainable development standards (sdgs) in the UN 2030 agenda for sustainable development into the application form for new international standards proposal (form04), so that all stakeholders can attach importance to sustainable development.


(2) Member Committee on new technology

ISO has formed 17 new technical committees from 2018 to 2020, mainly aiming at the emerging new technologies, new materials and new demands in recent years. For example, ISO / tc333 lithium International Standardization Technical Committee has been established. Lithium is an important strategic element, which is widely applied in the preparation of new energy vapor cathode materials. The success of the Committee facilitates the international trade of lithium products and promotes the international technical exchange of lithium industry chain.


(3) regularly update ISO guidelines

In recent three years, ISO has adjusted and improved the ISO standardization guidelines every year, and updated the guidelines regularly according to the problems in the process of standardization. For example, the requirements of working group management are stricter. The 2019 version starts to emphasize that the experts of the working group should not participate in the working group work, and the specific experts can be invited to attend the meeting. In the 2020 version, the requirement of notifying the member body of the country where the invited expert is located is added.


(4) develop major standards

In recent three years, ISO has issued a number of standards. If iwa:30-1:2019 "standards professional competency Part 1: enterprise" and iwa30-2:2019 "standards professional competency Part 2: standardization related organizations" are issued, these parts are the international standard guidelines required by standards professionals, and the skills required for standardization work are defined.


(5) formulate effective measures to deal with the epidemic situation

In order to maintain the health and well-being of the members of the organization and ensure the continuity of international standardization work, ISO has made rapid and effective response to the severe situation of the global spread of the new epidemic, so as to ensure the orderly progress of all kinds of diseases. According to the development of the epidemic situation, the ISO Central Secretariat will continue to carry out the assessment and inform the meeting of the postponed deadline.



Brief introduction to the working framework of China's garment standardization

In promoting the standardization of clothing, SAC / TC 219 and cnga /TC and ISO / TC 133 These three standardization technology organizations played a key role.


(1) National Technical Committee of clothing standardization


SAC / TC 219 (hereinafter referred to as SAC / TC 219) was established in May 1996 with the approval of the National Standardization Management Committee. It is under the leadership and management of China Textile Industry Federation and China clothing association. It is a technical organization engaged in the drafting and technical review of national and industrial standards of clothing, Be responsible for the centralized management of China's clothing industry standardization technology, and undertake the research of relevant national, provincial and ministerial level research projects. Under the leadership of China clothing association, the chairman of the committee, the clothing standards committee has developed and expanded. It is composed of more than 130 senior experts and members of the clothing industry. Its secretariat is now located in Shanghai textile group testing standards Co., Ltd. the members of the Secretariat are composed of master's degrees, including two senior engineers. Under the National Technical Committee of clothing standardization, there are sub Technical Committee on down garments (SAC / TC 219 / SC1) and sub Technical Committee on shirts (SAC / TC 219 / SC2). The secretaries are respectively undertaken by bosden Co., Ltd. and Youngor Group Co., Ltd. In addition, CSC also has three working groups, namely jacket, children's clothing and smart clothing, which are respectively undertaken by different committee members.


(2) Standardization Technical Committee of China Garment Association


Founded in 1991, China Garment Association is a national trade organization of China's garment industry, and one of the first 4A level national industry associations in China. In January 2018, in order to meet the needs of China's standardization system reform and promote the construction of a new standard system in the field of clothing, the Standardization Technical Committee of China Garment Association (hereinafter referred to as CSCA Standard Committee) was established in Kunming, Yunnan Province, with the Secretariat jointly undertaken by China garment Association and Shanghai textile group testing standards Co., Ltd. The Standards Committee of China Service Association promotes the standardization work from the aspects of optimizing the standard formulation and revision process, strengthening the evaluation management of committee members, establishing the division management of working groups in various fields, and establishing effective testing and certification mechanism, and formulates group standards with strong applicability and advancement; Provide support for industrial development, optimize and integrate all kinds of standardized resources; We should further stimulate the vitality of market players, encourage group standards to absorb scientific and technological innovation achievements in a timely manner, coordinate group standards with existing standard systems, and form a new standard system with complementary advantages, benign interaction and collaborative development. As of March 2022, the Standardization Technical Committee of China Garment Association has issued 40 standards. A total of 56 projects have been established and 16 projects are under research.


(3) ISO / TC 133


ISO / TC 133 "clothing size series - size code, measurement method and digital fitting" was founded in 1969, which has a history of 52 years. The technical committee is committed to the international standardization of size series and codes based on anthropometry and digital fitting. The current chairman of ISO / TC 133 is Yang Jinchun, executive vice president of China Garment Association, director of national clothing Standardization Technical Committee, and director of Standardization Technical Committee of China clothing association. There are 26 participating countries, including China, South Africa, Germany, Britain, France, Italy, Japan and South Korea, Argentina, Cuba, Japan and South Korea Chile and other 24 observation countries have issued 11 ISO standards and 6 are under study. There are three working groups under ISO / TC 133, namely anthropometry, digital fitting and size identification. The domestic technical counterpart of ISO / TC 133 is undertaken by Shanghai textile group testing standards Co., Ltd. (the undertaking unit of the Secretariat of the National Technical Committee for garment Standardization), which is responsible for the dynamic tracking, evaluation and transformation of international standards, so as to improve the consistency between China's clothing standards and international standards; Contact and organize relevant domestic experts to participate in the international standard formulation, and actively promote the process of international standardization in China; It is necessary to unite standards, build the "belt and road initiative", strengthen the translation of Chinese standards in foreign languages of key standards, promote the export of Chinese standards, drive the "going out" of China's garment industry, products and technology, and promote productivity cooperation and economic and trade facilitation through standards interconnection.
