By 2025, we will guide large enterprises to create a number of typical financing modes for large and medium-sized enterprises through ecological construction, base cultivation, internal incubation, enabling and driving, and data connectivity; To stimulate the emergence of a number of specialized and innovative small and medium-sized enterprises with outstanding coordination and supporting capabilities; Through policy guidance, mechanism construction and platform building, we will promote the formation of a collaborative, efficient, integrated and smooth innovation ecology for large and medium-sized enterprises, and effectively support the supply chain of the industrial chain to supplement and strengthen the chain.

（1） Taking innovation as the guide to build innovation chain of large, medium and small enterprises

We will promote large enterprises, small and medium-sized enterprises to jointly research institutes and universities to form a number of innovative consortia with the integration of large and medium-sized enterprises and the collaboration of production, teaching, research and application, encourage the undertaking of major scientific and technological projects, and strengthen the research and development of common technologies.
