Recently, the Ministry of ecology and environment, the development and Reform Commission, the Ministry of industry and information technology, the Ministry of housing and urban rural development, the Ministry of transport, the Ministry of agriculture and rural areas and the Energy Bureau jointly issued the implementation plan for the synergy of pollution reduction and carbon reduction, making a systematic deployment for promoting the synergy of pollution reduction and carbon reduction. It is clear in the plan to promote synergy in the industrial field. We will implement green manufacturing projects, promote green design, explore green product design, production technology, product distribution and recycling, and accelerate the green development of the whole process of industrial field source emission reduction, process control, end treatment and comprehensive utilization. We will promote industrial energy conservation and energy efficiency.

Different from the developed countries which have basically solved the problem of environmental pollution and transferred to the stage of strengthening carbon emission control, at present, China's ecological civilization construction is facing two major strategic tasks, namely, realizing the fundamental improvement of the ecological environment and reaching the carbon peak and carbon neutralization, Coordinated promotion of pollution reduction and carbon reduction has become an inevitable choice for China's comprehensive green transformation of economic and social development in the new development stage.

The plan puts forward clear working objectives for reducing pollution and reducing carbon, that is, by 2025, the working pattern of coordinated promotion of pollution reduction and carbon reduction will be basically formed; Remarkable achievements have been made in structural optimization and adjustment of key regions and key fields and green and low-carbon development; Form a batch of typical experience that can be copied and popularized; The synergistic degree of pollution reduction and carbon reduction was effectively improved. By 2030, the collaborative ability of reducing pollution and carbon will be significantly improved to help achieve the goal of carbon peak; Significant results have been achieved in the coordinated promotion of carbon peak and air quality improvement in key areas of air pollution prevention and control; The level of collaborative treatment in water, soil, solid waste and other pollution control fields has been significantly improved.

By 2030, we will focus on the principle of "reducing pollution first, promoting collaborative work, and enhancing the ability to reduce carbon and improve efficiency by 2030". The program focuses on six major aspects and proposes important tasks and initiatives. The first is to strengthen source prevention and control, including strengthening the management and control of ecological environment zoning, strengthening the management of ecological environment access, promoting the transformation of energy green and low-carbon, and accelerating the formation of green lifestyle. Second, we should focus on key areas and promote the synergy of pollution reduction and carbon reduction around industries, transportation, urban and rural construction, agriculture, and ecological construction. The third is to optimize environmental governance and promote the coordinated control of air, water, soil, solid waste pollution and greenhouse gas control. Fourth, carry out mode innovation, and organize and implement collaborative innovation pilot projects of pollution reduction and carbon reduction at the regional, city, industrial park and enterprise level. The fifth is to strengthen support and guarantee, focus on strengthening technology research and application, improving laws and standards, strengthening collaborative management, strengthening economic policies, and improving basic capabilities. The sixth is to strengthen the organization and implementation, including strengthening organizational leadership, publicity and education, international cooperation, assessment and supervision.   

In terms of promoting industrial synergy, the plan proposes to implement green manufacturing engineering, promote green design, explore green product design, production process, product distribution and recycling, and accelerate the green development of the whole industrial chain of source emission reduction, process control, end treatment and comprehensive utilization in the industrial field. We will promote industrial energy conservation and energy efficiency. In accordance with the law, we will implement the mandatory cleaner production audit of "double super, double energy consuming" enterprises, carry out cleaner production transformation in key industries, and promote a number of key enterprises to reach the international leading level. Enterprises in key industries are encouraged to explore the application of multi pollutant and greenhouse gas collaborative control technology and technology to carry out collaborative innovation. Promote the application of carbon capture, utilization and storage technology in the industrial field.

In terms of collaborative innovation of reducing pollution and carbon in industrial parks, the plan encourages all kinds of industrial parks to actively explore and promote the synergy of pollution reduction and carbon reduction, optimize the spatial layout of parks, vigorously promote the use of new energy, promote the optimization and cascade utilization of energy system, intensive, efficient and efficient recycling of water resources Comprehensive utilization of waste, upgrading sewage treatment facilities and waste incineration facilities, and improving the green and low-carbon development level of infrastructure.

The program emphasizes strengthening the economic policy of reducing pollution and reducing carbon. Financial policy support for green and low-carbon investment projects and collaborative technology application should be increased, and the financial department should do a good job in ensuring the funds related to pollution reduction and carbon reduction. We should vigorously develop green finance, make good use of monetary policy tools for carbon emission reduction, and guide financial institutions and social capital to increase their support for pollution reduction and carbon reduction.

The realization of the goal of "double carbon" can not be achieved without the participation of the public. The plan also proposes to accelerate the formation of a green lifestyle. We should advocate a simple, moderate, green, low-carbon, civilized and healthy lifestyle to reduce pollutants and carbon emissions from the source. We will expand the supply and consumption of green and low-carbon products, accelerate the construction of a unified green product certification and identification system, and improve the promotion mechanism of green products. We should carry out community wide action against waste. Promote green packaging, promote packaging printing reduction, reduce printing area and color types. Guide the public to give priority to green and low-carbon travel modes such as public transport, bicycle and walking. Public institutions, especially party and government organs, should play a leading and exemplary role in energy conservation and emission reduction. We will explore the establishment of "carbon inclusive" and other public participation mechanisms.

Textile as an important industrial field, reducing pollution and reducing carbon is of great significance to the green development of the industry. Li Lingshen, vice president of China Textile Industry Federation, said recently that it is necessary to realize the synergy of pollution reduction and carbon reduction as the general starting point to promote the green transformation of the industry. A few days ago, the consulting project of "double carbon development strategy and technology roadmap of textile industry" of Chinese Academy of engineering has been launched. The project will form a low-carbon development technology roadmap of textile industry through the research on carbon emission status of China's textile industry, emission reduction technology of key links in the industrial chain, carbon emission coefficient of textile raw materials and carbon emission benefits of recycling waste raw materials, And put forward the policy measures and suggestions of low carbon transformation development of China's textile industry.
