Article 2 the trading time of central reserve cotton in 2022 shall be the national legal working day from July 13, 2022, and the ending time shall be subject to the relevant announcement. Article 3 in 2022, the central reserve cotton will be listed through the national cotton trading market (hereinafter referred to as the trading market) and publicly traded through competitive bidding.

Article 4 all parties concerned, such as China National Cotton Storage Company (the buyer) and its directly affiliated enterprises, transportation and storage enterprises (the seller), reserved cotton storage warehouse, reserve cotton notarization and inspection organization and other relevant parties shall abide by the implementation rules.

　　 Chapter II round in transactions and prices

Article 5 the trading and storage enterprises participating in the rotation transaction shall meet the following requirements:

　　1. Have general taxpayer qualification, and be able to issue VAT special invoice;

　　2. In 2021 / 2022, Xinjiang Uygur Autonomous Region and Xinjiang production and Construction Corps announced cotton target price reform and processing enterprises;

　　3. There are no unsolved problems related to reserved cotton trading disputes and transaction left over.

Article 6 the trading market shall, in conjunction with China National Cotton Storage Co., Ltd., examine the qualifications of the trading and storage enterprises participating in the rotation, and the trading market shall notify the relevant transportation and storage enterprises of the examination results. Trading and storage enterprises must open an account in the trading market and become a dealer before they can participate in rotational trading.

Article 7 in accordance with the provisions of relevant departments of the state, the central storage cotton company, together with the trading market, shall announce the maximum bidding price for the round entry through China cotton net and China cotton information network. The company's maximum purchase price is limited to one round of storage.

Article 8 the trade quotation variety of rotation cotton is 3128b sawtooth fine wool cotton, the length uniformity is U3, the breaking strength is S3, the rolling quality is P2, and the content of foreign fiber is L. The actual payment for goods shall be settled according to the notarized inspection results.

Article 9 in the morning of each trading day, China Cotton Storage Company will publish the detailed information of listed purchase on the same day through China cotton net, including delivery warehouse, quantity, purchase ceiling price, etc. The trading market shall organize competitive trading and conclude the transaction at the lowest price. Specifically, it shall be implemented in accordance with the measures for bidding transaction of central reserve cotton in 2022.

After the transaction is over, the daily transaction price is announced by the trading market through China cotton information network and China Cotton network.

Article 10 the trading market shall generate the central reserve cotton purchase contract according to the transaction results of competitive bidding. The transportation and storage enterprises shall sign the contract within 5 working days after the transaction, and submit the batch information of the cotton to be delivered and stored as an appendix to the trading market. The trading market shall handle the contract witness after confirming that the submitted batch has been included in the Xinjiang professional supervision, processed by the transportation and storage enterprises, and the proportion of the color grade white cotton grade 3 or above in the Xinjiang supervision warehouse is not less than 80%.

Article 11 according to the regulations of the relevant state departments, during the rotation period, when the current domestic spot price of cotton is lower than 18600 yuan / ton (including), the rotation will be started, and when it is higher than 18600 yuan / ton, the rotation will be stopped.

Article 12 the system of performance bond and quality bond shall be implemented in the rotation transaction. A delivery and deposit enterprise shall deposit a certain amount of margin in the trading market before trading. According to the transaction situation, the trading market will deduct 500 yuan per ton in real time, of which 400 yuan will be kept by the trading market as the performance bond, and 100 yuan as the quality bond of cotton will be kept by the central storage cotton company.

The performance bond is used to guarantee the delivery and storage enterprises to perform on schedule. The performance bond deducted due to the default of the transportation and storage enterprises shall be handed over to the central finance department by the China cotton storage company. The cotton quality deposit is used for sorting and repacking of cotton package collapse, package explosion, pollution and mildew during the storage period, so as to ensure that the quality and packaging of cotton in storage meet the requirements, and be used for the secondary settlement of cotton when necessary.

　　 Chapter III quality and packaging requirements

Article 13 quality requirements for rotation cotton

The quality requirements for each batch of cotton delivered and stored are as follows:

　　1. The proportion of white cotton grade 1, 2, 3, 4 and light spot dirty cotton grade 1 shall not be less than 80%;

　　2. The proportion of length class 28mm and above shall not be less than 80%;

　　3. The percentage of Grade A and grade B should not be less than 80%;

　　4. The ratio of U3 and above is not less than 80%;

　　5. The ratio of breaking strength of S3 grade (medium) or above shall not be less than 80%;

　　6. The quality requirement of rolling workers is medium grade or above;

　　7. No more than 2 samples of foreign fibers were found in the inspection of a single batch;

　　8. The moisture regain of single package is less than 10%;

　　9. Other quality requirements shall be implemented according to relevant national standards.

Article 14 the package of cotton in rotation shall be bound outside the cotton cloth. Packaging materials and strapping materials shall comply with the national standard of GB 6975-2013 cotton packaging and GH / T 1068-2010 polyester strapping for cotton packaging. The packing and binding materials of the same batch of inferior cotton bales shall be the same type products produced by the same manufacturer. The shape and size of cotton bale shall conform to the provisions of type I package in GB 6975-2013 "cotton packaging", and the average net weight (production line weight) of each batch is 227kg (tolerance range is ± 10kg). The bar code of cotton bag shall be fixed at both ends of the cotton package. The marking shall be in accordance with the requirements of package identification in national cotton standard (GB 1103.1-2012). The contents of cotton origin, cotton processing unit, batch number, package number, gross weight, foreign fiber content code and production date shall be clearly marked on both ends of the package. The contents shall be complete and the handwriting shall be clear.

Article 15 for each batch of 186 or 93 bales of cotton, which are picked out after the preliminary inspection or notarization inspection, the number of 186 bales of cotton shall not be less than 170 bales, and that of 93 bales shall not be less than 85 bales. Cotton with different picking methods should be grouped and batched separately. Cotton batch number rules shall be implemented according to relevant national regulations.

　　 Chapter IV warehousing preliminary inspection

Article 16 the delivery and storage enterprise shall, within 45 days from the next day after the signing of the contract, deliver the cotton to the storage warehouse as agreed in the contract and complete the preliminary inspection.

Article 17 the Central Cotton Storage Company shall issue the notice of pre warehousing to the relevant warehouses according to the central reserve cotton procurement contract. According to this, the storage warehouse should make preparations for warehousing.

Article 18 after signing the central reserve cotton purchase contract, the transportation and storage enterprise shall contact the storage warehouse in time, submit the notarized inspection form for declaration and storage (paper and electronic version), and the bar code summary table (electronic version) (consistent with the batch information of the contract appendix), and submit them to the warehouse for review. When the cotton is put into storage, a set of wrapping and bundling materials which are the same as the packing materials for delivery and storage of cotton shall be provided along with the goods.

Article 19 the storage warehouse shall check the materials provided by the delivery and storage enterprise according to the contract number and batch information to be delivered and stored by the China cotton storage company, and inform the delivery and storage enterprise of the audit results in a timely manner. If approved, the warehouse in plan shall be made, and the delivery and storage enterprise shall be informed to deliver the cotton to the storage warehouse within the specified time.

Article 20 cotton storage and delivery contract should be coordinated with the cotton storage and storage organization before delivery and warehousing. If the delivery and storage enterprise fails to deliver the goods to the warehouse according to the appointed time limit or directly transports the goods to the warehouse without making an appointment, the warehouse has the right to refuse, and the relevant responsibilities and expenses shall be borne by the delivery and storage enterprise. If a transportation and storage enterprise fails to make an appointment directly to the warehouse for three times or fails to arrive at the warehouse according to the appointment time without reason, the transaction will be suspended for two weeks; If they arrive at the warehouse directly without making an appointment for 6 times in total or fail to arrive at the warehouse according to the appointment time for no reason, the qualification of the reserve cotton trading (including rotation in and out) of the current year will be directly cancelled.

Article 21 the receiving warehouse shall be responsible for the preliminary inspection of warehousing. Before receiving and warehousing, the storage and storage warehouse shall check whether the batch of cotton to be put into storage has passed the audit, whether the lead seal of the train carriage is in good condition, whether the automobile transport vehicle is covered tightly, and whether the cotton packaging meets the requirements. Any cotton batch information, appearance and packaging that does not conform to the relevant provisions of the implementation rules shall not be accepted and put into storage.

If the transport vehicles are not covered according to the regulations, they should be covered well according to the regulations, and the vehicles can be unloaded after 24 hours of observation outside the warehouse.

Article 22 for the cotton that meets the storage requirements after inspection, the storage warehouse shall arrange the unloading and unloading, and arrange special personnel to supervise the unloading and inspection, fill in the unloading record form and warehousing information registration form, and check whether the bar code and shipping mark are clear, whether the proportion of cotton bale exposed exceeds the regulations, whether there is pollution, mildew or damage to the cotton bale, etc.

Article 23 If one of the following circumstances is found in the preliminary inspection of the storage warehouse, the whole batch of withdrawal shall not be accepted and shall be handled by the storage enterprise itself:

(1) the exposed quantity of cotton bales exceeds 10% of the total package number of the batch, or serious package collapse or explosion occurs;

(2) the delivered and stored cotton does not conform to the "Declaration and storage notarization inspection form" or the batch number attached to the contract;

(3) more than 3% of single batch of cotton bales with pollution, mildew, water residue and rain;

(4) mixed with ground cotton, recycled cotton, etc;

(5) the packing material does not conform to the cotton packing standard;

(6) the barcode is not hung, or the barcode is incomplete, falling off or losing more than 5% of the single batch;

(7) there is no cutting edge for sampling on the cotton bale;

(8) there are two stitches on the head of the cotton bag or there are traces of barcode replacement;

(9) the storage of cotton exceeds the storage period specified in the contract;

(10) the average net weight of each batch (production line weight) exceeded the standard.

Article 24 If any of the following conditions is found in the preliminary inspection of the storage and storage warehouse, the problem cotton bale can be removed and the inspection report shall be made according to the actual weight after the removal:

(1) pollution, mildew, water residue, rain in a single batch of cotton less than 3%;

2% or no less than 5% of the batch barcode is missing.

(3) there is a small amount or slight package collapse or explosion.

Article 25 If the number of exposed bales of cotton in storage does not exceed 10% of the total package number of the batch, it can be put into the warehouse, and the storage warehouse shall be responsible for sorting out and the storage enterprise shall be responsible for the sorting expenses.

Article 26 in the process of preliminary inspection, if any fraud and serious quality problems are found in the cotton delivered and stored in the warehouse, it shall timely report to the inspection institution stationed in the warehouse, stop the cotton storage of the enterprise, and timely report to the central cotton storage company. The central storage cotton company shall inform the relevant departments of the state, and the relevant departments shall be responsible for organizing the verification. If the verification is true, the enterprise shall be punished according to law. Zhongchu cotton Co., Ltd. informed the trading market to cancel the company's qualification for delivery and storage.

After passing the preliminary inspection, the receiving warehouse shall fill in and submit the preliminary inspection and warehousing form of reserved cotton.

Article 27 the delivery and storage enterprises can supervise the unloading of cotton in the whole process. The responsibility for breaking, collapsing and exploding of cotton due to rough loading and unloading in the storage warehouse shall be borne by the warehouse.

Article 28 the actual delivery and storage batches of each contract shall not be mixed with other batches of cotton bales. If mixed batches of cotton bales are found, they shall be removed by the storage warehouse during the initial inspection.

Article 29 after the cotton is put into storage, the storage warehouse shall be inspected continuously for 72 hours to ensure the safety.

Article 30 for the cotton that has been filled in the preliminary inspection and warehousing list of reserved cotton, the storage warehouse shall not issue and reduce the inventory if it fails to receive the "unqualified cotton delivery form", "abnormal cotton delivery form" or "reserved cotton delivery form" issued by the central storage and storage company.

Article 31 during the initial inspection, if the inspection information is inconsistent, the storage requirements are not met, and the cotton is delivered and stored beyond the time limit specified in the contract, it shall not be reported to the preliminary inspection, and the storage receiving warehouse shall require the representative of the storage enterprise to sign for confirmation, and inform the delivery and storage enterprise to dispose of the cotton itself. The storage warehouse shall fill in the "preliminary inspection abnormal situation report" and report to the China cotton storage company. If the delivery and storage enterprise fails to transfer the cotton within the specified period of time, it is necessary to sign a consignment contract with the storage and storage warehouse, and timely insure and clarify the responsibility.

　　 Chapter V notarial inspection

Article 32 the China National fiber quality monitoring center shall be informed in advance of the plan to ship into the storage and storage warehouse, and the China Fiber Quality Monitoring Center shall arrange the inspection organization to be responsible for the on-site notarization and inspection of the storage warehouse.

Article 33 the method of on-site sampling and package by package inspection shall be adopted for warehousing notarization inspection. The weight and quality results of warehousing notarization inspection shall be used as the basis for whether the cotton provided by the transportation and storage enterprise meets the quality requirements of rotation and the basis for settlement of payment.

Article 34 The inspection organization designated by China Fiber Quality Monitoring Center shall contact and connect with the warehouse in time. The storage warehouse shall submit the notarized inspection form for declaration and storage, bar code summary table, packaging materials, etc. to the inspection organization, and reasonably arrange the work site according to the inspection force, and provide necessary equipment such as weighing, loading and unloading, re packaging and data transmission to meet the needs of on-site operation and notarization inspection, and do a good job in cooperating with the notarization and inspection.

Article 35 the receiving warehouse shall be responsible for checking the quantity and quality of cotton. It includes checking the storage weight, ensuring that each package of cotton must be sampled on site, cooperating with the inspection organization to check whether there is any change trace in the cotton bale, and opening the package to check the abnormal cotton bale when necessary, so as to ensure the quality of the stored cotton meets the requirements as far as possible. If any abnormality is found in the batch, the inspection organization shall be informed in time.

Article 36 If it is necessary to cut the bundling belt for on-site cutting, it should be carried out from the nearest position of the cutting edge of the original sampling, and in principle, the number of bands should not exceed 1. It is forbidden to cut the binding belt at both ends of the cotton bale or at any position at will, and it is forbidden to increase the number of the bundling belt without the permission of the site personnel of the storage and storage warehouse, otherwise the consequences will be borne by the inspection organization.

Article 37 the inspection institution shall issue the notarization and inspection certificate of reserved cotton within 10 days after the sample cutting on site, and hand over the electronic certificate of notarization and inspection to the storage warehouse for written handover; Meanwhile, the notarized inspection results are reported to the data system of China fiber quality monitoring center. China fiber quality monitoring center will uniformly submit the inspection data to China National Cotton Storage Co., Ltd. by means of electronic data interface.

Article 38 confirmation of notarial inspection results

　　1. The storage warehouse shall confirm the notarized inspection results of reserved cotton according to the notarized inspection certificate issued by the inspection organization. If there is any objection to the notarized inspection results, it shall be reported to China Cotton Storage Company within 2 days for unified application for re inspection, otherwise, it shall be deemed that the inspection results are approved.

　　2. The storage warehouse shall inform the storage enterprise to confirm the inspection results within 2 days after receiving the notarized inspection certificate of reserved cotton. If the transportation and storage enterprises have any objection to the notarization inspection results, they shall submit a re inspection application to the trading market within 5 days after receiving the results. If the preliminary examination of the trading market meets the application conditions, it shall be submitted to China fiber quality monitoring center, and the re inspection agency designated by China Fiber Quality Monitoring Center shall conduct re inspection according to the application items of the applicant. If the re inspection results maintain the original inspection results, the expenses of removal and inspection incurred during the re inspection shall be borne by the applicant.

Article 39 according to the results of notarization and inspection, Zhongcang cotton company will issue the notice of storage of reserved cotton and issue it to the warehouse. For the cotton that does not meet the storage requirements, issue the "unqualified cotton ex warehouse list" and issue it to the storage warehouse, and the receiving warehouse shall inform the storage enterprise to leave the warehouse.

The delivery and storage enterprise shall handle the delivery within 10 working days (inclusive) from the date of issuing the "unqualified cotton ex warehouse list". If the delivery and storage enterprise fails to leave the warehouse for more than 10 working days (excluding), the delivery and storage enterprise shall sign a custody contract with the storage and storage warehouse, timely insure and clarify the responsibility.

Article 40 after receiving the notice of storage of reserved cotton, the storage warehouse shall check whether the notarized inspection results of reserved cotton have been confirmed by the warehouse and the delivery and storage enterprise. If confirmed, the warehouse shall fill in the reserved cotton warehouse entry form through the main business system and report it; Those without confirmation shall not be reported.

Article 41 for the cotton that has filled in the "reserved cotton warehouse in form", the storage warehouse shall not leave the warehouse and reduce the inventory without receiving the "reserved cotton ex warehouse list" or "abnormal cotton ex warehouse order" from the central storage cotton company. In any case, the storage warehouse shall not use or mortgage the reserved cotton without authorization.

Article 42 after completing the inspection, the inspection organization shall arrange the cotton samples in batches and return them to the receiving and storing warehouse, except for the consumption for re inspection and other purposes. The storage warehouse shall manage the cotton samples according to the unified requirements of China cotton storage company.

Article 43 during the period of rotation, the Central Cotton Storage Company and the storage and storage warehouse may, according to the needs, randomly sample the incoming and stored cotton and submit them for inspection with password. If the difference between the inspection results of the cotton storage center and that of China cotton storage center is reasonable, the inspection results can be arranged by the cotton storage center of China. If the difference of re inspection results exceeds the tolerance, the original inspection organization shall be held responsible. If the settlement has been made with the transportation and storage enterprises, CCCC cotton company will make the secondary settlement with the transportation and storage enterprises according to the re inspection results, and the priority shall be deducted from the performance bond and quality deposit of the transportation and storage enterprises, and the transportation and storage enterprises shall cooperate. The tolerance standard shall be separately stipulated by the China National fiber quality monitoring center in cooperation with China cotton storage company.

　　 Chapter VI payment settlement and deposit release

Article 44 after receiving the "reserved cotton warehouse entry form", the Central Cotton Storage Company shall audit and register, and generate the "storage cotton warehousing settlement sheet" according to the warehousing notarization and inspection data provided by China fiber quality monitoring center.

Article 45 the color grade, length grade, micronaire value grade, breaking strength, length uniformity and quality difference of rolled cotton shall be in accordance with the quality difference table of China Cotton Association in July 2022, and the payment for goods shall be calculated in packages.

Article 46 the warehouse in settlement of reserved cotton is released through the reserved cotton warehouse in and out reservation app, which is submitted to the storage enterprise for inquiry, download and print by itself.

Article 47 the delivery and storage enterprise shall issue a special VAT invoice according to the amount and requirements of the warehouse in settlement sheet for reserved cotton, and mail the invoice to the China cotton storage company. After receiving the special VAT invoice and verifying it, the company shall pay all the payment for goods to the delivery and storage enterprise.

Article 48 If a transportation and storage enterprise has a loan in the local agricultural development bank, it shall provide the account information of the Agricultural Development Bank of China Cotton Co., Ltd. for the settlement of payment for goods. The payment account number provided by the delivery and storage enterprise shall be consistent with the contract account number. Zhongchu cotton company will pay according to the contract. If the payment is delayed due to failure to provide the correct account, the loss shall be borne by the delivery and storage enterprise.

Article 49 release of security deposit

　　1. Performance bond. After the delivery and storage enterprises confirm the inspection results of the warehousing notarization of the delivered and stored cotton and complete the settlement, the China Cotton Storage Company will inform the trading market to release the performance bond according to the "reserved cotton warehouse entry form".

　　2. Cotton quality deposit. After the purchase of reserved cotton is finished, if there is no serious breakage and explosion of cotton bales (i.e. the proportion of package collapse and explosion after stacking is not more than 3%), the Central Cotton Storage Company will deduct the sorting costs of collapsing, frying and contaminated moldy cotton bales, and release them within 90 days after warehousing.

For the cotton bales that need to be repacked and sorted, the storage warehouse shall confirm with the delivery and storage enterprise in advance. The cost of bag collapse is 50 yuan / ton, and the cost of bag collapse is RMB 20 yuan / ton. The sorting expenses shall be deducted from the quality deposit, and the storage warehouse shall issue an invoice to the delivery and storage enterprise.

In case of serious package collapse and explosion after stacking, i.e. if the proportion of package collapse and explosion exceeds 3% (inclusive) after stacking, the cotton quality deposit shall be fully deducted and shall not be released.

Article 50 in and out of warehouse fees for cotton that do not meet the storage requirements during preliminary inspection and notarization inspection, fees for cooperation with public inspection, removal fees, picking fees, and storage fees exceeding the specified delivery period shall be collected from the storage enterprise by the storage holding warehouse. The charging standard is as follows: 30 yuan / ton for vehicles, 50 yuan / ton for trains, 0.6 yuan / ton for storage, 80 yuan / ton for public inspection, 50 yuan / ton for stacking, and 55 yuan / ton for picking and picking.

　　 Chapter VII liability for breach of contract

Article 51 in case of any of the following circumstances, a delivery and storage enterprise shall be treated as a breach of performance, and the performance bond of the batch in breach of contract or the contract in breach shall be deducted.

　　1. The delivery and storage enterprises fail to sign the central reserve cotton purchase contract or submit the batch information of cotton to be delivered and stored within the specified time limit;

　　2. The final batch of delivered and stored cotton is inconsistent with the batch number attached to the central reserve cotton procurement contract;

　　3. Failing to deliver the cotton to the warehouse designated in the contract for preliminary inspection and warehousing within the agreed time (subject to the date when the storage warehouse passes the preliminary inspection and fills in the preliminary inspection and warehousing form of reserved cotton). In case of breach of contract by the delivery and storage enterprise due to the reason of the receiving warehouse, the receiving warehouse shall compensate the loss of the delivery and storage enterprise.

　　4. The quality of cotton is adulterated to make it fake or fake;

　　5. The goods are not delivered according to the quantity agreed in the purchase and sale contract of reserved cotton, and the actual delivery and storage quantity of each contract is less than the contracted quantity by more than 15%;

If the delivery and storage enterprise can prove that the proportion of color grade white cotton grade 3 and above in Xinjiang regulatory warehouse is not less than 80%, other indicators meet the storage requirements, and the warehousing notarization inspection results do not meet the storage requirements, they can not be put into storage, but no breach of contract will be considered.

　　6. Other serious violations of these measures and relevant provisions.

Article 52 If the delivery and storage enterprises change the package, change the shipping mark or re process the lint for delivery and storage after unpacking, the China storage cotton company will inform the trading market to cancel its delivery and storage qualification immediately, and inform the relevant state departments for disposal according to law.

Article 53 If a trading and storage enterprise participating in the rotation of central reserve cotton in 2022 breaks the contract once (according to the number of times in the contract), the transaction shall be suspended for one week on the basis of deducting its performance bond; In case of breach of contract for the second time, the transaction shall be suspended for two weeks on the basis of deducting the performance bond; In case of breach of contract for the third time, the reserve cotton trading qualification of this year (including rotation in and out) shall be directly cancelled and the performance bond shall be deducted.

Article 54 in the process of rotation, if the quality and quantity of cotton provided by the delivery and storage enterprise does not meet the specified storage conditions, regardless of whether the cotton has been transported to the designated warehouse of China National storage and storage company, the expenses and all responsibilities incurred shall be borne by the delivery and storage enterprise.

Article 55 if the special VAT invoice issued by the delivery and storage enterprise needs to be cancelled or changed after being sent out, it must obtain the consent of the central storage cotton company. Otherwise, the company will suspend its qualification of delivery and storage, and the transportation and storage enterprises will bear the corresponding losses.

Article 56 the cotton processing enterprises shall be responsible for the quality. In the process of storage, storage and use, if it is found that the quality of cotton has serious problems that are not found in the storage, if necessary, China Cotton Storage Company and China fiber quality monitoring center will submit it to the relevant national departments for investigation and treatment, and the delivery and storage enterprises shall bear the corresponding economic and legal responsibilities. If it is found to be true, the company will cancel the trading qualification of the processing enterprise for processing cotton, and inform the trading market to suspend the trading qualification of the reserve cotton of the transportation and storage enterprise until the transportation and storage enterprise fully compensates for the losses of the company.

Article 57 in the process of transferring the reserved cotton, if it is found that the receiving unit has the problem of charging indiscriminately, the transportation and storage enterprise can complain to the China National Cotton Storage Company. 　　 Chapter VIII supplementary provisions

Article 58 the business hours involved in these Rules shall be applicable under normal circumstances. In case of special circumstances, the business processing period can be adjusted according to the actual situation.

Article 59 in case of any special circumstances during the implementation of the detailed rules, CSMC will make separate provisions in consultation with relevant units.

Article 60 matters not covered in the detailed rules for implementation shall be implemented with reference to relevant provisions.

Article 61 the implementation rules shall be interpreted by China National Cotton Storage Corporation.

Article 62 the implementation rules shall come into force on July 11, 2022.
