The 20th National Congress of the Communist Party of China opened a new chapter in the construction of Chinese style modernization. As an important part of the real economy and people's livelihood industry, textile industry has a bright future. Cluster economy is the most distinctive feature and the most important form of textile industry. By 2021, the textile industry cluster linked with China Textile Federation has gathered 253000 industrial enterprises. Among them, there are 14500 Enterprises above Designated Size, accounting for 42.7% of the whole industry. Business income, profit and number of employees account for half of the enterprises above the designated size in the industry. To do a good job in industrial cluster work is related to the high-quality development of the industry, the realization of the people's better life, and the promotion of the goal of common prosperity. It is the key point for the industry to integrate into the process of Chinese style modernization. Today, we carry on the past and open up the future, and discuss the development of textile industry cluster, which has practical value and strategic significance.

For a long time, industrial cluster is an important ecology supporting industry transformation and upgrading. In the competition and cooperation of enterprises, industrial clusters transform scale advantages into quality advantages and system advantages. From small to large, from single to multiple, cluster is an important force to promote the formation of "grass, shrub and arbor" ecology and the integration of large, medium, small and medium-sized enterprises. It is also an important force to promote the collaborative evolution of manufacturing brands, consumer brands and regional brands, and to build a safe, stable and efficient industrial chain supply chain.

For a long time, industrial cluster is an important carrier of industry serving regional strategy. China Textile Federation has 211 pilot industrial clusters, 109 of which are in counties and urban areas (including 28 industrial base cities and 81 characteristic cities), and 102 are in towns and streets. The industrial layout of counties and towns as the main industry and the comprehensive connection of primary, secondary and tertiary industries make clusters play an important role in promoting the convergence and transformation of urban and rural industries, which is an effective way to realize rural revitalization and promote the construction of new urbanization; The development potential of the East is strong and the west is weak, and the supply-demand relationship between the central city and the peripheral city makes the cluster have the ability to link regions and coordinate resources, which is an effective way to narrow the regional gap.

For a long time, industrial cluster is an important hub of efficient circulation of industrial factors. As the integration of industrial cycle and market cycle, the unity of scale economy and scope economy, industrial cluster is related to production, supply and marketing, and links domestic and foreign markets, which has strong resource convergence effect and radiation effect. With the development of industrial Internet and the acceleration of industrial digitization, talents, raw materials, capital, technology, data and other high-quality elements converge at a faster speed and in a larger range. In the new development pattern of dual cycle, cluster becomes the key to resource integration.

Textile industry is the first industrial sector to carry out industrial cluster services in China. Up to this year, the pilot construction of industrial clusters of China Textile Industry Federation has gone through 20 years. The exploration and practice in the industry cluster work has become an important mechanism platform for the deep cooperation between the industry and the local government, and has continuously enriched the theories and methods of Chinese modernization construction and modern textile industry development. In the past 20 years, a large number of textile industrial clusters have risen rapidly in the industry service, and the process of intensification, specialization and branding has been accelerated, forming a vivid situation with numerous spots and shadows. Keqiao, Shengze, Humen and other world-class industrial clusters have become an indispensable part of the global supply chain. In the new era, industrial clusters will play a greater role and show greater value.

At present, the changes of the world, times and history are unfolding in an unprecedented way. The structural adjustment faced by the industry puts forward new requirements and new directions for cluster construction.

Facing the change of market pattern, it is necessary to create a high-end industrial cluster with dual circulation connection. With the coming of the era of world economy and stock economy, the structural contradiction between supply and demand has become increasingly prominent. Industrial clusters need to be based on the domestic market, deepen the supply side reform, make up the short board, forge the long plate, build the bottom plate, improve the supply capacity, integrate global resources, meet the global demand, integrate into the globalization trend with a more inclusive and responsible attitude, and deeply participate in the division and cooperation of global industries.

Facing the trend of integration and innovation, it is necessary to create the future industrial cluster with connotative development. Manufacturing innovation represented by intelligent manufacturing, additive manufacturing and biological manufacturing, material innovation represented by high-performance fiber and biomaterial, and application innovation represented by big health and meta universe are changing the industrial connotation and extending the industrial boundary. Advanced manufacturing cluster, digital industry cluster and new material cluster are booming. It is an important direction for the development of industrial clusters to breed the future and future industries of the industry, and to promote the integration of innovation and innovation.

Facing the adjustment of regional pattern, it is necessary to build new industrial clusters with hierarchical evolution. The implementation of regional major strategies and the deepening of new urbanization promote urban renewal and relocation. The spatial structure of industry is undergoing profound changes. Under the framework of river basin economy, it is forming the trans regional transfer of East West mutual benefit, which is led by large enterprises and major projects; Relying on the economy of urban agglomeration, from the central city to the surrounding towns, it is forming a regional transfer with small and medium-sized manufacturing enterprises as the main body. The cluster work needs to plan the layout in the new regional pattern.

Facing the goal of dual carbon development, it is necessary to build a sustainable green industrial cluster. The harmonious coexistence of man and nature is an important feature of Chinese modernization. Factor supply capacity and environmental carrying capacity determine the development space of industry. Based on the goal of dual carbon, it is necessary to construct resource-saving and green low-carbon industrial structure, production mode and spatial pattern. The cluster should focus on sustainable development, speed up the improvement of efficiency and emission reduction, and realize the coordinated promotion of carbon reduction, emission reduction and growth.

The way of benefit goes with the times. Under the new situation, the construction of industrial clusters should keep up with the pulse of the times, adapt to changes, and innovate continuously. Here, I would like to raise three expectations.

The first is to adhere to the principle of innovation and improve the overall efficiency of textile industry cluster. We should strengthen the manufacturing base, guide the high-quality factor resources to accelerate the clustering, and promote the high-end, brand and international development of industrial clusters. We should strengthen the cultivation of chain master enterprises and specialized and special new enterprises, build a development ecology of large, medium and small-sized integration and production, supply and marketing coordination, and improve the modernization level of the industrial chain. Strengthen cross-border integration and collaborative innovation, and build new industrial clusters with higher added value and more competitiveness.

The second is to adhere to the concept of system and build the industrial spatial pattern of coordinated development. We should take the initiative to integrate into the national major regional strategy and build an industrial layout with complementary advantages and high-quality development. The eastern region should strengthen its innovation advantages and market advantages, accelerate its development and cultivate world-class industrial clusters in the direction of leadership, cohesion, responsibility and contribution. The central and western regions, especially ethnic frontier areas, should undertake industrial transfer in an orderly and high starting point, and cultivate characteristic clusters around resource endowment, intangible cultural heritage and national culture.

The third is to adhere to the people-oriented principle and realize the coexistence of production and living ecology. We should give full play to the important role of industrial clusters in ensuring market entities and stabilizing local employment, and enhance the contribution of industrial clusters to regional economic prosperity and people's livelihood development. Standing at the height of harmonious coexistence of human and nature, actively and steadily promote the green and low-carbon circular development of clusters, so that industrial clusters can become an important force to guide the green transformation of regional industrial system and shape regional green fashion.
