When he moved from Guangzhou to Qingyuan years ago, Xu Dahui's dream was like a factory with new paint. "This year, the business has obviously improved, and there are a lot of orders at home and abroad." He has been working overtime for a long time.
In January this year, Xu Dahui visited Guangqing Zhongda Fashion Technology City twice. The sand table of the Investment Promotion Center is decorated with many "Investment Promotion" labels. According to the plan, it will be the core area of Guangqing Textile and Garment Industry Orderly Transfer Park, to build an industrial cluster dominated by textile and garment industry, with digital fashion industries such as beauty, leather goods, bags, jewelry, new materials, and intelligent manufacturing as important components. After completion, it can undertake nearly 5000 enterprises. Many large garment factories have been settled and started construction, and thousands of sewing machines have been moved into the park.
"It's easier to take orders in Haizhu, and there are risks in moving." But it only took more than 10 days for Xu Dahui to make the decision to move.
After more than 10 years of hard work in the printing and dyeing industry, Xu Dahui first opened a digital printing equipment manufacturing plant in Panyu, Guangzhou, and four years ago, he worked as a demonstration plant in Kangle Village, Haizhu, Guangzhou. In this place where Guangzhou small garment factories are most concentrated, he welcomed the rapid growth of business volume in the deep and narrow city village. The alleys less than one meter wide between the handshake buildings are always crowded with people, and electric cars tied with bundles of cloth pass through them. There are various folding, embroidery and garment factories hidden in the low buildings, and the machines keep whispering.
However, Xu Dahui's factory building in Kangle Village can only accommodate 4 machines. It is difficult to find a large factory nearby, and it is expensive. His machines are sold all over the world, and the order system model is less affected by the relocation. Qingyuan has a larger factory, and the newly settled garment factory also has a large demand for printing, which can expand more high-end customers.
Wang Zhong is also attracted here. More than 20 years ago, he came to Guangzhou to work from his hometown in Jiangxi, set up a stall in the Xihu Road Night Market, followed everyone to the Zhongda Cloth Market to buy cloth and make clothes, rented board houses in Kanglu District to work as a small garment factory, and witnessed the ups and downs of the Zhongda textile business circle.
"The industrial chain there is very complete, but the space is too small." 10 years ago, Wang Zhong moved his factory to the Jingye Industrial Park, Nanzhou Street, Haizhu. In recent years, the epidemic has hit the textile and clothing business. Half a year ago, Wang Zhong went to Qingyuan to inspect the clothing environment dozens of times. At the end of last year, he inspected Guangqing Zhongda Fashion Technology City many times, and finally decided to move there.
"Qingyuan's rental costs, water and electricity charges, and living facilities costs are expected to be more than 10% lower than those in Guangzhou. The construction of the park is also very standardized, and our factory buildings can be expanded to 2000 square meters." Wang Zhong hopes to take the opportunity of relocation to transform and upgrade, and expand the business.

On a recent night, several factories in Jingye Industrial Park, Nanzhou Street, Haizhu were still brightly lit. Wang Zhong and his staff were busy packing and cutting beds, sewing machines and other clothing equipment, and the sound of transparent tape tearing and pulling came one after another. More than 80 kilometers away, the operator of Qingyuan Park calls from time to time, and Wang Zhong is anxious.

The prospect of orderly industrial transfer is promising, but the relocation "restart" will also bear huge risks. A complete garment factory needs dozens of garment manufacturing equipment in the pre sewing, middle sewing and post sewing links, and the relocation work is huge. Originally, he planned to give priority to moving over the production line, and temporarily stay in Guangzhou for the development and design business, and then move over all the factory buildings in Qingyuan after normal operation.
Since the end of last year, a batch of equipment of Wangzhong Factory has been moved to Qingyuan. However, affected by the epidemic years ago, all employees went home early, and they still haven't finished moving. "Now it is the peak season of construction, and the production line cannot start, and a batch of orders can only be delivered late." Wang Zhongshu shrugged his shoulders.
What made him even more anxious was that some employees had already submitted their resignations. "Behind the relocation of a small factory, there are 20 or 30 employees and more than 20 or 30 families." Xu Dahui, who has moved in, has also encountered many problems. Logistics is the most affected. The special logistics line from the park to Guangzhou has not been opened yet.
In view of the problems encountered in the relocation process, Guangqing and Chongqing are successively introducing policies to help enterprises solve the problems. In December of last year, Haizhu District of Guangzhou and relevant departments of Qingyuan City signed the Cooperation Framework Agreement on Orderly Transfer of Industrial Gradients to jointly create a national innovation center, testing center, shared workshop, etc., to provide supporting services for efficient undertaking of textile and garment production and processing enterprises.
Haizhu District will also introduce policies to encourage a number of textile processing and manufacturing enterprises to take the lead in realizing the transfer, and at the same time, speed up the transformation of villages in the city around the Zhongda Textile Business District, work together with Qingyuan City to open up the upstream and downstream, sort out and improve all links of the industrial chain such as trade, logistics, warehousing, and help enterprises become bigger and stronger through various measures.
Recently, the "Eight Rules for Qingyuan Textile and Garment Industry" set up incentives for supporting enterprises' investment in fixed assets, rent free subsidies for supporting enterprises' relocation, incentives for enterprises' economic contributions, and subsidies for supporting enterprises' recruitment and job stabilization, with a maximum of 50 million yuan. Qingyuan also provides all-round support for enterprises in the textile circle of Zhongda, such as enterprise settlement, financing, property purchase, and children's schooling.
There are many difficulties in relocation, but the measures to solve the problems are also being implemented one by one. On February 7, the first bus of K219 short line from Liantang Market to Guangqing Zhongda Fashion Technology City started to facilitate workers' commuting. "We are recruiting garment workers for our enterprises. More than 3000 new workers are being trained before employment, and another 5000 will be recruited in the near future," said Luo Haidong, general manager of Zhonghua Group Co., Ltd. "The recruitment effect of the park is very good and powerful. Recently, we are still actively promoting the logistics line from Qingyuan to Guangzhou." For several days, Wang Zhong was gratified by the speed of problem solving in Guangqing and the industrial park. He said, "We are busy adjusting equipment these days and want to start work as soon as possible."
"In less than two months, Guangqing Textile and Clothing Industry Orderly Transfer Park has received more than 3500 enterprises nationwide, of which more than 460 have already landed," said Hu Zhonghua, chairman of the board of directors of Zhonghua Group.
Since December last year, Guangdong Province and cities have worked together to promote the orderly transfer of the textile and clothing industry, and encouraged a number of textile processing and manufacturing enterprises to take the lead in realizing the transfer, creating a model of "Guangzhou Headquarters+Qingyuan Base", "Guangzhou R&D+Qingyuan Manufacturing", "Guangzhou Incubation+Qingyuan Industrialization", and promoting the high-quality development of the textile and clothing industry.

"Relocation is doomed to be full of difficulties, and even a little regret when you are anxious. But if you don't change, the development here has reached the limit," said Wang Zhong.
"Guangdong seized the opportunity of international industrial gradient transfer in the early stage to form a complete industrial system. However, the disorder of the industrial diffusion chain caused the industry to be too decentralized and the degree of park orientation to be low, leading to a large but not strong textile and clothing industry in Guangdong." However, industrial transfer cannot be achieved overnight, and the industrial chain needs time to cultivate. This not only depends on the joint efforts of the government, park operators and other parties, but also needs to cultivate new industrial ecology and promote the market to form a agglomeration effect.
From the perspective of the industry, the orderly transfer of Guangqing's textile and clothing industry is expected to make a beneficial attempt for Guangdong to practice "manufacturing leadership" and "county revitalization". At present, Guangdong is supporting the eastern, western and northern regions of Guangdong to better undertake the orderly transfer of industries at home and abroad, especially in the Pearl River Delta.
