In the past year, China's textile and clothing industry has suffered 15 foreign trade remedy investigations, with a year-on-year increase of 15.3% in the number of cases and a year-on-year increase of 15.6% in the amount involved of 2.414 billion US dollars.

   In depth analysis of case characteristics

According to the analysis of China Textile Import and Export Chamber of Commerce, last year, the trade remedy investigation cases launched against textile and clothing products showed many characteristics. First of all, the sponsors are concentrated, key products are prominent, and the amount involved is large. In 2022, more than half of the 15 investigations on textile and clothing products will come from Indonesia, India and the European Union, and the amount involved in many investigations will reach hundreds of millions of dollars, including 230 million dollars involved in the reexamination investigation of polyester high tenacity yarn in the European Union, 256 million dollars involved in the antidumping investigation of viscose yarn in India, and 1.13 billion dollars involved in the investigation of three safeguard measures in Indonesia.

Secondly, EU cases have strong chain effects and are difficult to deal with. In 2022, the EU launched a sunset reexamination investigation, a mid-term reexamination investigation and a separate anti-dumping investigation against Hailide against China's polyester high tenacity yarn. "Looking back at the previous investigation results, once a certain type of product is subject to trade remedy investigation by the EU, it will often face a series of investigations later, and the review investigation usually does not modify the original tax rate, but decides to cancel or continue the original measures by judging whether dumping and damage will continue or recur. The EU's investigation has a long and difficult front, and industrial enterprises will respond to the defense Low motivation. Thirdly, the investigation of safeguard measures covers a wide range of products and lasts for a long time. In 2002, the first safeguard measure survey of China's textile and clothing industry came from Venezuela. In 2022 alone, Turkey and Indonesia launched four safeguards investigations against nylon products and curtain, yarn and fabric products, involving 126 tax codes, with a total amount of about $1.4 billion. "The launch of the reexamination investigation means that the time limit for the enterprises involved to be subject to restrictive measures will be extended again. At the same time, focusing on the radiation effect of safeguard measures will also become the focus of the follow-up work of the Textile Chamber of Commerce." Xiao Ling said.

   Actively organize industry defense

   "With regard to 15 textile and clothing trade relief cases in 2022 and 11 transfer cases in 2021, the Textile Chamber of Commerce timely released case warning and case filing information, quickly analyzed the product situation of the formal case filing investigation, reported the case situation to the Relief Bureau of the Ministry, and notified the relevant provincial departments and enterprises. For key cases, it held a response meeting after soliciting opinions from all parties, and organized enterprises to carry out industry defense. The Chamber of Commerce will timely release the case filing information and ruling results on the official website and public account, and widely notify enterprises. " Xiao Ling said.

In response to the Peruvian clothing safeguard measure case, the Textile Chamber of Commerce actively organized enterprises to participate in the industry defense without damage. On December 24, 2021, Peru launched a safeguard measure investigation on clothing products, involving up to $734 million. The Textile Chamber of Commerce timely organized a network response coordination meeting, and finally 11 enterprises participated in the industry defense without damage. "During this period, the Textile Chamber of Commerce held several seminars on case response, identified the key products for defense, and analyzed the difficulties in response. It has submitted defense opinions on temporary measures and product elimination, case filing announcements and technical reports, as well as Peru's import and export data for three times, and actively participated in online hearings and expressed objections," Xiao said, At the end of April 2022, the Textile Chamber of Commerce sent a letter to the three ministries and commissions of Peru, expressing opinions on the provisional measures of the case. With our efforts, in mid May 2022, the Peruvian Multisectoral Commission decided not to take temporary measures. In August, the Peruvian investigating authority announced the end of the investigation procedure and submitted the technical report of the case to the Multisectoral Commission for consideration. However, due to various pressures, the secret recipe has not yet officially disclosed its technical report and final resolution.

In the face of the anti-dumping case of Indian viscose yarn, the Textile Chamber of Commerce made every effort to safeguard the rights and interests of Chinese enterprises. On September 30, 2022, the Ministry of Commerce and Industry of India launched an anti-dumping investigation on viscose yarn, and the products involved reached US $256 million. In this regard, the Textile Chamber of Commerce successfully organized four enterprises including Xinxiang Chemical Fiber, Jilin Chemical Fiber, Yibin Hester and Jilin Aika to participate in the industry defense and submit defense opinions in time. "In November 2022, the Indian side held a technical seminar on product control coding (PCN). Representatives of the Textile Chamber of Commerce attended the seminar to reflect their interest claims, while Indian importers and downstream representatives expressed objections. Then the Indian investigation authority accepted our opinion and decided to take the Indian plaintiff copper tube textile (SSY) The viscose filament produced by the technology was placed within the scope of the investigated products, and did not accept the Indian plaintiff's opinion of not distinguishing between dyeing and non dyeing. In this regard, we have achieved initial success in defining the product control code and the scope of the investigated products. " Xiao Ling said.
