Employment Shortage Recruitment

On January 19th, the Spring Festival is approaching, and migrant workers are returning home on a large scale.

From past experience, except for hotels, catering, logistics and other industries, employment recruitment basically entered the off-season after November, and began large-scale recruitment after a year.

However, the situation in 2011 was very special:

The enthusiasm for recruitment is higher than in previous years, and the total number of job demands has not been reduced. However, the number of job seekers has been declining, and the contradiction between labor supply and demand has broken out ahead of schedule.

This round "

Labor shortage

"Not only limited to the coastal areas such as the Yangtze River Delta and the Pearl River Delta, but also to inland provinces such as Anhui and Hebei, which not only affect the two industries such as processing and manufacturing, but also the third industries.

The "labor shortage" alert is fully activated before the holiday.

Labor shortage ahead of schedule

It is becoming more and more difficult to recruit people at recruitment meetings.

In Dongguan, Houjie, Changan and other towns, such as footwear and other manufacturing intensive enterprises, several recruitment fairs organized by the talent market since December 2010 have obviously "not enough to eat".

At a job fair in the thick Street talent market, nearly 7000 jobs were vacant, but job seekers did not buy accounts, and only 2000 people were admitted on the two day.

Job wanted

The largest talent market in Dongguan, according to the monitoring data of Zhitong talent market, has seen an average of eight thousand or nine thousand people entering the market every week since December 2010, down nearly 10% from the same period last year.

At present, the ratio between the number of enterprises in the market and the number of job seekers has reached 1.5: 1.

The emergence of labor shortage is the main reason for the full order of manufacturing enterprises such as footwear.

This year, the employment situation in the Pearl River Delta, Yangtze River Delta and other manufacturing intensive areas is very tense.

According to the survey, 60% of enterprises in the Pearl River Delta region are in a state of labor shortage this year.

In the short term, due to continued low-temperature weather in the South and other places, and wages can not keep up with rising prices and other factors, the number of job seekers in the labor market has decreased significantly compared with previous years.

In terms of enterprises, due to the expected employment situation in the coming year is not optimistic, taking into account the recruitment of workers after the spring festival may be more intense, so many years ago, enterprises started to take in talent and reserve talents, which, to a certain extent, caused labor shortage ahead of schedule.

According to Cai Fang, director of the Chinese Academy of Social Sciences, the phenomenon of labor shortage is, in the final analysis, a manifestation of the supply-demand relationship in the labor market, the root cause of which is the decline in the growth rate of the working age population.

As China enters a low fertility stage, the growth rate of rural working age population is slowing down. The number of migrant workers has been decreasing year after year before the international financial crisis, and the supply of surplus agricultural labor has decreased.

The continuous labor shortage indicates that the unlimited supply of labor force has disappeared.

The change of labor supply and demand pattern, that is, the growth of labor demand is faster than the increase of labor supply, which is the root cause of labor shortage.

"Shortage of workers" spread inland

The "labor shortage" ahead of schedule not only happened on the southeast coast, but also in the central and western regions.

In Anhui, Henan and other places, "labor shortage" is spreading rapidly.

A footwear manufacturer in Nanning, Guangxi, recently told the media that more than 200 foreign employees have been returning home since December 2010, while more than 80% of the field workers will return home before the Spring Festival. The shortage of workers returning from the Spring Festival will continue until the end of February.

On the whole, the shortage of workers is mainly concentrated in labor-intensive industries, such as toys with low technical content and low added value, and small shoemaking.

Du Yang, a researcher at the Chinese Academy of Social Sciences, believes that the labor shortage is not only in the southeast coast but also in the central and western regions, which indicates that industrial pfer is underway.

"Pay surge" or debut

In order to retain workers to ensure normal production, many footwear and other labor-intensive enterprises have introduced related initiatives, playing the "pay card", "tender card" to stay, short-term workers have become more sought after.

According to reports, a company in Cixi, Ningbo, if employees return home after January 26th, the company can be responsible for all the pportation costs of employees returning home. During the Spring Festival, the company will also distribute special red packets to employees who stay in the company during the Spring Festival.

In some parts of the Yangtze River Delta, the "emergency response team" came to the world to help manufacturers who are short of workers rush to catch up.

For the emergency team, the Spring Festival is the peak season.

Besides, some short-term students are also very popular.

In 2011, a new round of wage increase will start.

The report released by the HR service provider showed that 87.3% of the enterprises in 2010 had adjusted their salaries, and 89% of the enterprises in 2011 will raise their salaries for all employees.

Du Yang believes that solving the "labor shortage" requires more public policy-makers to prescribe the right medicine and prescribe a good prescription.

For example, in the process of urbanization, the social security, welfare and social policies of migrant workers are incomplete, which to a certain extent inhibit the development of labor supply potential.

If we improve the urbanization policy from the institutional level, the two yuan structure between urban and rural areas will be eliminated more quickly, and the labor supply time will increase, which can alleviate labor shortage to a certain extent.

Of course, public policies need to invest more human capital, such as improving the training system for migrant workers, so that they can better adapt to the future structural adjustment.
