According to the Xinjiang textile and garment industry development plan (2018 2023), Xinjiang's total industrial chain capacity is expected to reach 1 million by 2023.

Two, Xinjiang's textile and garment industry policies are inclined to high quality and export promotion.

Since Xinjiang launched the policy of vigorously developing the textile and garment industry to stimulate employment of millions of people in 2014, the investment in Xinjiang's textile and garment industry has been growing rapidly. In order to control the unordered expansion of cotton spinning capacity and improve the industrial production and trade structure, in 2018, the circular on strengthening the management and construction of cotton spinning construction projects and promoting the development of high quality industries pointed out that the new development concept should be fully implemented and the quality development of the cotton spinning industry should be promoted. Taking the southern Xinjiang as the key point, we should carry out the new development concept, foster the endogenous driving force of the industry, create the industrial ecological environment and increase the pace of market development. The policy will focus on the development of Xinjiang's textile and garment industry to a high quality development, and build a new competitive advantage of Xinjiang's textile and garment industry, and stimulate the industry to expand the market along the "one belt and one road".

Three, the market potential of Xinjiang's neighboring countries is huge.

Xinjiang is located in the subcontinent of the European continent. The north of the border connects with Russia, Mongolia, West to Kazakhstan, Kyrgyzstan and Tajikistan, and southwest to India, Pakistan and Afghanistan. It runs through Central Asia to Europe, connecting two domestic and foreign markets, and becoming a hub for China's opening to the West. According to the statistics of the United Nations Statistics Department, the proportion of GDP in Central Asian countries increased gradually from 2000 to 2000. It accounted for 0.2% of global share in 2000 and 0.4% in 2017. Among them, Kazakhstan's GDP growth rate reached 7.3% in 2018, 6.2% in Turkmenistan and 5.1% in Uzbekistan. In the next 10 years, the volume of textile and garment market in Central Asia, Russia and Europe will reach 1 trillion and 600 billion yuan. If Xinjiang can open the west to the export market, Xinjiang's textile and garment industry will have broad room for development. With the normalization of the Chinese and European classes, the transportation time and cost of Xinjiang textile and garment products sold to Central Asia and Europe have declined significantly. Besides the transport subsidies, compared with Xinjiang's production goods to the mainland, the cost advantage of transportation from the mainland to the European market is more obvious.

After five years of development, the textile and garment industry in Xinjiang has begun to take shape. A number of policies have been encouraged to implement, so as to enhance the links of cotton, spinning, weaving and clothing in Xinjiang. The foundation of the cotton textile and garment industry chain has been formed. At present, most of Xinjiang's textiles and clothing are transported to the mainland for consumption or re transshipped to the international market. With the deepening of the "one belt and one way" initiative, the operation of the central European train is normalized, and Xinjiang has become the most convenient area for our textile and clothing exports to the West and Central Asia. Xinjiang's unique regional advantages and the core role of its opening to the West will become more prominent. Xinjiang's textile and garment industry's textile and garment export potential will usher in a broader space for development. Taking into account the sustained development of the industry and not relying too much on policy support, Xinjiang textile and garment enterprises should pay close attention to the market of the ten countries around Xinjiang.
