Promoting port resources integration, strengthening and strengthening port economy in the whole province
According to introducing, Jiangxi province is a large province of water resources, and the water system is developed. However, water transport is the short board and weakness of Jiangxi's transportation. It is the biggest obstacle restricting the development of comprehensive transportation and modern traffic quality in the province.
In 2018, the total freight transport volume of the province was 17.42 million tons, of which 1.15 tons of water transported goods accounted for only 6.6% of the total, while 28.5% of neighboring Anhui, 19% of Hubei and 9.1% of Hunan were much higher than Jiangxi.
Water transport is the cheapest way of transportation, and the proportion of water transportation is low, which is the important reason why Jiangxi's logistics cost is higher than that of the whole country and higher than that of the surrounding provinces. At the same time, the development of the existing port terminals is slow, single function, "small scattered", and disorderly competition are widespread, resulting in serious damage to the coastline and pollution. To promote the integration of port resources, we can give full play to the economic and environmental advantages of waterborne transportation, transform the superiority of water resources into development advantages, effectively reduce the cost of logistics and transportation, and promote the green development and high quality development of water transport throughout the province.
Propelling the integration of port resources is an inevitable choice to seize the new commanding heights of port economic competition.
In recent years, Jiangxi has actively seized the national strategic opportunities such as the "one belt along the way" construction, the Yangtze River economic belt development and the Yangtze River Delta regional integration development, so as to speed up the development of the waterway transportation in the whole province, and built a number of wharf projects of Nanchang leading dragon complex terminal, Jiujiang Port City West Port Jiuding logistics and so on.
Through port resources integration, on the one hand, it is conducive to promoting the port's intensive, networked, intelligent and integrated development, realizing the seamless allocation of port resources and infrastructure, speeding up the construction of modern integrated transportation system, providing strong support for economic development; on the other hand, it is conducive to strengthening and strengthening the port economy of the whole province, giving full play to the multiplier effect of port economy to drive the development of related industries, attracting more high-quality industrial clusters, forming industrial development clusters, promoting industrial transformation and upgrading, and promoting regional economic development.
Set up provincial port group to integrate state owned public Wharf
Jiangxi will speed up the integration of public cargo terminals in state-owned enterprises.
In accordance with the requirements of "basically integration in place before the end of May 2020", the municipalities and districts should pay close attention to the verification, auditing and assets appraisal of the public cargo terminals of state-owned enterprises in the area under the jurisdiction of the State Council, and establish the system of property and assets of the state-owned and wholly owned public freight terminals in the province into the provincial port group.
Jiangxi will steadily push forward the integration of other public terminals and enterprises' own terminals.
With regard to the existing legal public cargo terminals, such as private enterprises, each district and city should be classified and integrated according to "one enterprise and one policy". Enterprises with good operation and capacity to provide public services independently should respect the wishes of enterprises to implement integration. For self owned freight terminals with inadequate throughput and low utilization rate, public transformation should be carried out in a timely manner; consolidation of administrative enforcement special wharves and tourist terminals should be carried out. At the same time, standardize the construction of new extension and expansion terminal.
During the period of integration transition, the provincial leading group of port reform work must strictly control the entry of new, modified or expanded terminals, strictly control the approval of the coastline and prevent duplication of construction at the port where the project is located, with the same function wharf and capacity surplus. In order to really need new, alteration and expansion, each district government should take the lead in promoting the negotiation between the original construction unit and the provincial port group, and reach the cooperation intention as soon as possible, so as to synchronize the preliminary work and the integration work.
