We should set up a leading group to promote the integrated development of the Yangtze River Delta, co-ordinate and guide the implementation of the integrated development strategy of the Yangtze River Delta, study and deliberate on major planning, major policies, major projects and annual work arrangements, coordinate and solve major problems, supervise and implement major issues, and do a good job in the work of integrated development of the Yangtze River Delta. The leading group office is located in the national development and Reform Commission, and is responsible for the daily work of the leading group.

The third section is to improve the propulsion mechanism.

Shanghai, Jiangsu, Zhejiang and Anhui are the main bodies to promote the integrated development of the Yangtze River Delta. We must clarify the division of work, improve the working mechanism, implement the responsibilities, formulate specific plans of action and special promotion plans, and implement the tasks identified in the planning outline. We must improve the three level operation and integration of the Yangtze River Delta regional cooperation mechanism. We should establish a market-oriented and socialized propulsion mechanism, and set up a number of specialized agencies to promote cross regional integration, such as rail transit, development banks and social organization management. The relevant departments should strengthen the guidance of the implementation of the planning outline according to the division of responsibilities, and give active support to relevant special planning compilation, major policy formulation, major project arrangement and major system innovation.

The fourth section establishes 1+N planning policy system.

The leading group office should work with the three provinces, one city and relevant departments in accordance with the outline of the plan, and promptly organize the compilation of the special plans for infrastructure interconnection, collaborative development of the science and technology industry, the integration of urban and rural areas, the joint protection of the ecological environment and the convenient sharing of public services, etc., and organize the formulation of the overall plan for the implementation of the Yangtze River Delta eco green integrated development demonstration zone and the construction plan for the new area of the China (Shanghai) free trade pilot area, and study the introduction of supporting policies and comprehensive reform measures such as innovation, industry, talent, investment, finance and so on, so as to promote the formation of the 1+N's planning and policy system.

The fifth section, do a good job of supervision and implementation.

Under the direct leadership of the leading group for integrated development of the Yangtze River Delta, the leading group office should strengthen the follow-up analysis, supervision and inspection, comprehensive coordination and experience summary and promotion of the implementation of the planning outline, fully understand the implementation and effect of the planning outline, organize evaluation in a timely manner, coordinate and solve the problems existing in the implementation, and timely summarize the policies and measures that can be replicated and promoted. Timely report to the Party Central Committee and the State Council on major issues. We should improve the public participation mechanism of planning and implementation, and widely listen to the opinions and suggestions from all sectors of society, and create a good atmosphere for the whole society to jointly promote the integrated development of the Yangtze River Delta.
