Speaking of the central environmental protection inspector, Huang Runqiu said that this is a major reform measure implemented by our country in the field of ecological civilization. In 2015, we started the pilot project. By 2018, we have completed the routine inspection coverage of 31 provinces and cities plus the Xinjiang production and Construction Corps, and carried out a review and special inspection of 20 provinces and municipalities. Environmental compliance

Two, environmental protection acceptance procedures


The acceptance of environmental protection for completion of construction projects is mainly to check the implementation of the pollution prevention and control facilities proposed in the EIA document and approval. Therefore, for some construction projects (such as ecological impact construction projects), such as the construction of solid waste pollution prevention facilities (not including temporary facilities in construction period), there is no need to carry out environmental protection acceptance of solid waste pollution prevention facilities. The construction unit shall give corresponding explanations in the acceptance report of independent acceptance.

Acceptance of environmental protection facilities for water and gas pollutants:
Environmental protection facilities for water and air pollutants in construction projects shall be checked and accepted by the construction units themselves.

Acceptance of noise pollution control facilities:
Before the construction project is put into production or use, its environmental noise pollution prevention and control facilities must be checked and accepted in accordance with the standards and procedures prescribed by the state. If the construction requirements are not up to the requirements of the state, the construction project must not be put into production or use.

According to the forty-eighth law of the People's Republic of China on the prevention and control of environmental noise pollution (2018 Amendment): in violation of the provisions of the fourteenth article of this law, the environmental noise pollution prevention and control facilities in a construction project that need to be built in the construction projects have not been completed or failed to meet the requirements prescribed by the state and have been put into production or use without authorization, the competent department of ecological environment above the county level shall be ordered to make corrections within a specified time. If a unit or individual is fined, causing serious environmental pollution or ecological damage, it shall be ordered to stop production or use, or to be approved by the people's government that has the power of approval, and shall be ordered to close.

Acceptance of solid waste pollution control facilities:
In April 29, 2020, the second revision of the law of the People's Republic of China on the prevention and control of solid waste pollution. Since September 1, 2020 Through the construction project, it is necessary to provide solid waste pollution prevention and control facilities. After completion of the project, the construction units shall independently carry out environmental protection inspection and acceptance, and no longer need to apply to the environmental protection administrative department for acceptance.

Three. Waste gas treatment facilities

1. Exhaust gas inspection

3. Unorganized emission sources
  • For the discharge points of unorganized toxic and harmful gases, dust and soot, it is necessary to organize emissions in a proper way, check whether the pollutant discharge units have been carried out rectification and implement organized emissions.
  • Check the coal yard, the material yard, the dust of the goods and the dust in the construction process, take measures to prevent and control the dust pollution as required, or set up the dust prevention equipment.
  • Monitoring the boundary of enterprises to check whether unorganized emissions meet the requirements of relevant environmental standards.

4. Exhaust gas collection and transportation
  • Exhaust gas collection should follow the principle of "receivable collection and quality collection". The exhaust gas collection system should be designed according to the gas properties and flow rate to ensure the exhaust gas collection effect.
  • Equipment for producing scattered dust or harmful gas should be closed, isolated and operated under negative pressure.
  • The exhaust gas should be collected as far as possible by the gathering system of the production equipment itself. The collected gas should be surrounded or near the source of pollution when collecting the gas (dust) hood, so as to reduce the scope of inhalation and facilitate the capture and control of pollutants.
  • Waste gas collected from wastewater collection system and treatment facility unit (original tank, regulating tank, anaerobic tank, aeration tank, sludge tank, etc.) should be collected tightly and effective measures should be taken to deal with the discharge.
  • The solid waste (hazardous waste) storage areas with obvious volatile organic materials or odor are closed and the exhaust gas is collected and disposed.
  • The pollution gas collected from the dust collection hood should be transported to the purification plant through the pipeline. Piping layout should be combined with production technology to make it simple, compact, short pipeline and less space occupation.

5, waste gas treatment
  • The production enterprises should make comprehensive analysis based on the amount of exhaust gas, composition and nature of pollutants, temperature, pressure and other factors, and select mature and reliable exhaust gas treatment process.
  • For high concentration organic waste gas, condensate (cryogenic) recovery technology and pressure swing adsorption recovery technology should be used first to recycle organic compounds in waste gas, and then assist other treatment technologies to achieve discharge.
  • For organic waste gas with moderate concentration, adsorption technology should be adopted to recover organic solvents or thermal incineration technology for purification.
  • For low concentration organic waste gas, the adsorption technology should be adopted when recovering value. When no recovery value is found, it is advisable to adopt adsorption concentration combustion technology, regenerative thermal incineration technology, biological purification technology or plasma technology.
  • The odor gas can be purified by microbiological purification technology, low temperature plasma technology, adsorption or absorption technology, thermal incineration technology and so on.
  • Continuous production of chemical enterprises in principle should deal with combustible organic waste gas recycling or incineration mode, intermittent production of chemical enterprises should be treated by incineration, adsorption or combined process.
  • Dust exhaust should be treated by bag filter, electrostatic precipitator or bag filter. Industrial boiler and industrial furnace waste gas priority to clean energy and efficient purification process, and meet the emission reduction requirements of major pollutants.
  • Improve the automation of waste gas treatment. The spray treatment facilities can be equipped with liquid level automatic control device, pH automatic control device and ORP automatic control device. The dosing tank is equipped with liquid level alarm device, and the dosing method is suitable for automatic dosing.
  • The height of the exhaust cylinder should be set according to the specification. The height of the exhaust cylinder is not less than 15 meters, and the height of the hydrogen cyanide, chlorine and phosgene exhausting tube is not less than 25 meters. The inlet and outlet of terminal treatment shall be equipped with sampling ports and equipped with facilities for sampling. We should strictly control the number of exhaust cylinders, and the same kind of exhaust gas cylinders should be combined.

Four. Wastewater treatment facilities


1. Sewage facilities inspection

  • The waste water taking over enterprises should set up the pretreatment facilities matched with the production capacity and pollutant types, and the normal operation of the pretreatment facilities can stabilize the takeover standards.
  • The enterprises entrusted with the disposal of waste water shall sign agreements with qualified units, complete the examination and approval procedures and transfer formalities, and establish a entrusted disposal account.
  • Domestic sewage must be taken over into the sewage treatment plant if the enterprise has the conditions to take over.

6. Outfall settings
  • Each enterprise is allowed to set up a sewage outfall and a rainwater discharge port in principle, and set up sampling monitoring wells and signs.
  • The sewage outfall must conform to the requirements of standardized treatment, so as to achieve "one obvious, two reasonable and three convenient", that is, the environmental protection signs are obvious, the sewage outlets are set up reasonably, the sewage discharge directions are reasonable, and it is convenient for collecting samples, facilitating monitoring and measuring, and facilitating public participation and supervision and management.
  • In line with the "Interim Measures for supervision and management of industrial pollution sources in Jiangsu province", the fourth units that require the installation of automatic monitoring devices for major pollutants should be installed as required, and be connected with the monitoring center of the Environmental Protection Bureau.
  • Rainwater outlets should be constructed with regular trench and emergency valves.


Five. Solid waste and hazardous waste management


1, four elements of compliance with hazardous waste disposal

  • Hazardous waste management ledger: in accordance with the requirements of laws and regulations and local management departments, and the needs of hazardous waste management, fill in the whole process of hazardous waste generation, collection, storage, transfer and disposal.  
2, improve the environmental management system of hazardous wastes.
  • To establish a responsibility system for environmental protection, enterprises should establish a responsibility system for environmental protection, and clarify the responsibilities of units responsible and relevant personnel.
  • Abide by the declaration registration system. The enterprise must formulate a hazardous waste management plan in accordance with the relevant provisions of the state, and the declaration items or the contents of the hazardous waste management plan have significant changes.
  • Make precautions and contingency plans for accidents. Enterprises shall formulate preventive measures and contingency plans for accidents, and record them to the environmental protection administrative departments of local people's governments at or above the county level.
  • Organize specialized training. Enterprises should train their staff and raise their awareness of hazardous waste management.
 
3. Strictly observe the collection and storage requirements.
  • Special hazardous waste storage facilities and containers should be provided. Enterprises should build special storage facilities for hazardous wastes, and use original structures to rebuild them into hazardous waste storage facilities. Facility location and design must comply with the regulation of hazardous waste storage pollution control (GB185972013 Amendment). In addition to non hydrolytic and non volatile solid hazardous wastes at ambient temperature and pressure, enterprises must put hazardous waste into standard containers.
  • The mode and time of collection and storage should meet the requirements. Enterprises must be classified and collected according to the characteristics of hazardous wastes, and measures must be taken to prevent environmental pollution. It is prohibited to collect and store hazardous wastes which are incompatible and not disposed of safely, and prohibit the storage of hazardous wastes in non hazardous wastes. Containers, packages and storage areas should be set up according to the relevant national standards and the implementing rules for environmental protection graphic symbols (Trial Implementation), including identification of labels, warning labels, etc. The time limit for storing hazardous wastes is usually not more than one year, and the extension of storage period needs to be approved by the environmental protection department.
     
4, strictly observe the transport requirements.
  • The use of special transport vehicles and professional enterprises must comply with the state regulations governing the transport of dangerous goods and prohibit the carriage of hazardous wastes to passengers on the same transport. The qualification of transport vehicles and related employees should comply with the relevant provisions of the "Regulations on the management of dangerous goods transportation by road" and "Regulations on the safe management of dangerous chemicals". The road dangerous goods transportation business needs to obtain the "road transportation management permit", and the non operational road dangerous goods transportation needs to obtain "the road dangerous goods transportation permit".
  • Pollution control and safety measures should be adopted to transport hazardous wastes in enterprises. Measures must be taken to prevent environmental pollution and to strengthen management and maintenance of the facilities, facilities and sites for transporting hazardous wastes. Hazardous waste identification signs must be set up in the facilities and sites for transporting hazardous wastes. It is prohibited to mix hazardous wastes which are incompatible but not treated safely.
  • Hazardous waste road transport vehicles shall be provided with specified signs. The hardware facilities such as vehicle carriages and floor boards should be sealed and easy to clean. Vehicles should be equipped with corresponding appliances such as bundling, waterproofing, seepage prevention and loss prevention, and fire fighting equipment suitable for transport category. Vehicles should be clean, appearance and logo, and there are no dust and stains in vehicle windows and windshields. The license plate number of the vehicle should be clear and stain free.  
5, strictly abide by the transfer requirements.
  • Approval of hazardous waste transfer plan. Prior to applying for the transfer list of hazardous wastes, the competent department of environmental protection administration of the hazardous waste relocation site shall first submit a plan for the transfer of hazardous waste according to the relevant provisions of the state.
  • Comply with the system of transfer of hazardous wastes. The transfer of hazardous wastes by enterprises must be completed in accordance with the relevant regulations of the state, and the application for the transfer of hazardous wastes is also made. The storage period of the couplet is usually five years; the storage period for storing hazardous wastes is the same as that of the hazardous waste storage period; or, according to the requirements of the administrative department of environmental protection, the joint guarantee list is postponed.
  • No trans shipment, storage and disposal can be carried out without authorization. In accordance with the twenty-third article of the law of the People's Republic of China on the prevention and control of solid waste pollution, the transfer of solid waste from administrative areas to provinces, autonomous regions and municipalities directly under the central government shall be submitted to the environmental protection administrative department of the people's Government of the province, autonomous region and municipality directly under the central government where the solid waste is moved out. The competent administrative departments for environmental protection of the people's governments of provinces, autonomous regions and municipalities directly under the central government shall, after agreeing with the competent departments of environmental protection administration of the people's governments of provinces, autonomous regions and municipalities directly under the central government, accept the approval of the transfer of the solid waste out of the administrative regions of provinces, autonomous regions and municipalities directly under the central government. No transfer is allowed without approval.
 
6. Legal disposal of hazardous wastes.
  • When making use and disposal, the EIA should be carried out in accordance with the law and strictly abide by the national standards. When undertaking hazardous waste disposal and disposal, enterprises shall conduct EIA according to the projects of utilizing and disposing of hazardous wastes, and regularly conduct environmental monitoring of pollutant discharge from disposal facilities. Among them, dioxin emissions from incineration facilities are monitored at least once a year. The disposal should also meet the requirements of relevant standards of "hazardous waste landfill pollution control standard" (GB18598-2013 Revision) and "hazardous waste incineration pollution control standard" (GB18484-2001).
  • When the third party is entrusted with the disposition, the third party qualification shall be verified. Enterprises shall not provide or entrust hazardous waste to units without operating licenses to engage in the collection, storage, utilization and disposal of business activities. The hazardous waste management permit is classified into hazardous waste collection, storage and disposal comprehensive operation permit and hazardous waste collection and operation license according to the mode of operation. The enterprises need to check the categories of hazardous waste management licenses and the hazardous waste management methods, disposal of hazardous waste categories, annual operation scale and expiration date recorded by the third party disposal units, and confirm that the third party disposal units have the disposition and ability to dispose of hazardous wastes.

Six. Environmental management in plant and workshop


  • The factory must fully implement the "two transformation", that is, the hardening of road sites and the greening of other areas. According to the actual situation, the production workshop floor adopts corresponding seepage control, leakage prevention and anticorrosion measures. The workshop performs dry and wet separation, and the floor of the workshop is clean and clean without any pollution. The installation of leakproof layer or hardening (ground hardening is generally made of cement floor and anticorrosive paint, and conditionally added anti leakage layer under the water mud ground).
  • The road surface in the factory area is hardened, and there is no dirt or dirt in the ground and walls of the factory area. Especially the waste oil drum must be temporarily stored in the temporary storage area.
  • Old equipment, packing boxes, waste products and other debris are not allowed to be scattered and stored. They need to be stored together (clean and tidy).
  • There is no leakage in the production site, clean environment and orderly management.
  • The surface of the tank farm and the general waste collection site should be hardened and impervious, and cofferdams can be built around.
  • All kinds of pipelines in the plant are set up clearly, piping layout should be installed in a clear way, and they should be arranged along rows or columns along the walls or columns.
  • The production area, installation area, semi finished product area and finished product area in the workshop should be clearly defined.

Seven, environmental protection inspection site attention points
