Gao Feng, a spokesman for the Ministry of Commerce, revealed at a regular press conference yesterday that the Ministry of Commerce has conducted relevant questionnaire surveys for enterprises and the public, and solicited opinions and suggestions from experts, scholars and local competent departments of Commerce. At present, it is speeding up the preparation of the "fourteenth five year plan" development plan for e-commerce, which is planned to be released in the second half of this year.

In recent years, the rapid development of online shopping, online ordering, cross-border e-commerce and other new consumption has played an important role in promoting consumption upgrading and meeting the needs of the people for a better life. In 2020, China's online retail sales of physical goods will reach 9.8 trillion yuan, a year-on-year increase of 14.8%, accounting for nearly a quarter of the total amount of social zero. Cross border e-commerce retail imports exceeded 100 billion yuan, with a year-on-year growth of nearly 20%.

Gaofeng said that in order to support the development of new consumption and cultivate a complete domestic demand system, the Ministry of Commerce will work hard with relevant departments in several aspects. The first is to create a new consumption network node; the second is to improve the infrastructure of business circulation; the third is to develop new forms and modes of circulation; the fourth is to create a safe and secure consumption environment.

According to Gao Feng, at present, the Ministry of Commerce, together with Hainan Province and relevant departments, is actively promoting the work related to the negative list of cross-border service trade, striving to publish it as soon as possible. On the basis of Hainan's list, the Ministry of Commerce, together with relevant parties, will study and formulate a negative list of cross-border service trade in the pilot Free Trade Zone in accordance with the actual development of the pilot Free Trade Zone, further expand the scope of pilot exploration, promote the docking of the pilot free trade zone with international high-standard economic and trade rules, deepen the institutional opening-up, and explore the way to establish and improve the management system of the negative list of cross-border service trade To accumulate experience.

At the conference on the same day, the summit also responded to other hot issues in the business field one by one. In response to media reports, Australia's trade minister said that China's anti-dumping duties on wine imported from Australia may be considered to be submitted to the World Trade Organization in the next step. Gao Feng said that the adoption of anti-dumping measures is a legitimate right of WTO members. In August 2020, the Ministry of Commerce launched an anti-dumping investigation on wine imported from Australia in response to the application of domestic industry. After investigation, the Ministry of Commerce ruled to take corresponding trade remedy measures according to law. According to the ruling report, the dumping of wine imported from Australia has caused substantial damage to China's domestic industry. The adoption of anti-dumping measures conforms to the WTO rules and the relevant provisions of China's domestic laws.

As for the impact of the Suez Canal blockage on China's foreign trade, Gao Feng said that the Ministry of commerce immediately contacted relevant business associations and enterprises to understand the situation. According to the feedback from all parties, the Suez Canal blockage has affected the delivery and receipt of some enterprises in China, and the freight rates of relevant routes have fluctuated to some extent. However, on the whole, the impact of the incident on China's foreign trade is sudden, short-term and partial. At present, the Suez Canal navigation is in order, and the routes between China and Europe are gradually returning to normal. The Ministry of Commerce will keep a close watch on the follow-up progress. In order to give full play to the role of logistics in protecting global trade, the Ministry of Commerce will work with relevant departments to promote international cooperation in the field of logistics, work with countries to smooth cross-border logistics, and ensure the security and stability of the global industrial chain supply chain.
