Based on the scientific, international and standardized requirements, we should establish and improve the competitiveness evaluation system of manufacturing brands, terminal brands and regional brands, continuously carry out the competitiveness evaluation of clothing brands, and form a good atmosphere and trend of brand professional development. Based on the evaluation results and problems of brand competitiveness, we carry out brand development benchmarking activities to provide the necessary basis and guidance for the promotion of brand competitiveness.

   3. Key project of fashion brand communication. By using public service platforms such as Fashion Expo, fashion week, and China brand day activities, and with the help of new technology channels, we will organize and carry out clothing live broadcast day and brand consumption festival activities, and strengthen the publicity and promotion of independent brands. We should focus on the establishment of a new fashion communication and public opinion guidance system with professional depth, objectivity and fairness, and a wide range of radiation. We should tell the story of "masters, major events and big brands" of Chinese clothing, and do a good job in the business card of Chinese creative culture.

   5 Safeguard measures for the development of the 14th five year plan

   (1) Create a good fashion atmosphere

   We should enhance the national strategic position of the clothing industry, strengthen the awareness of fashion value from the social level, form an atmosphere of social fashion culture and creativity, and promote the construction of beautiful China. We should give full play to the planning guidance and policy support of the local government for the clothing industry, accelerate the construction of the clothing industry carrier, create the clothing industry innovation demonstration base, clothing characteristic town, clothing industrial park, etc., and promote the transformation and upgrading of the clothing block economy to the fashion industry cluster. Guide mainstream media, emerging media, social platforms and other media to objectively report fashion culture, fashion events and fashion brands, and timely and accurately disseminate the fashion concept and value concept of Chinese clothing brands. Promote Chinese culture, spread national brands, tell the story of Chinese brands to the world, and enhance the international popularity and influence of Chinese clothing brands. Encourage and support the holding of fashion exhibitions, fashion week and other activities, gather new strength of China's fashion value, and promote the creation and cultivation of fashion culture atmosphere.

   (2) Optimize market development environment

   Promote the construction of industrial policy system of manufacturing service integration. We should streamline the administrative examination and approval items, simplify the process of handling affairs, implement the "one-stop" government service, improve the service quality and efficiency, and make it more convenient for enterprises to handle affairs. We should deepen the reform of the market system, comprehensively clean up and abolish policies and measures that are not conducive to the construction of a unified national market, and guide enterprises to carry out structural adjustment, transformation and upgrading by means of marketization. We will implement the list system of enterprise related charges and ban all kinds of unreasonable charges and apportionments. We should guide high-quality social capital into the field of clothing industry, and encourage enterprise model innovation. The construction of enterprise credit database, the establishment of enterprise credit dynamic evaluation, Credit Incentive and punishment mechanism, to promote the construction of enterprise credit system. We will improve the intellectual property protection system, improve the relevant laws and regulations on intellectual property, and accelerate the legislation of intellectual property rights in new fields and formats. We will severely crack down on the infringement of intellectual property rights such as trademarks, patents and copyrights involved in fashion brands and creative designs, and earnestly strengthen the protection of intellectual property rights of clothing enterprises and designers. We should build a public service platform for intellectual property protection, create a social environment inclusive of innovation, and form a social atmosphere in which everyone advocates innovation, everyone desires innovation, and everyone can innovate.

   (3) Increase financial support for Taxation

   We should give full play to the guiding role of central and local financial funds, make use of the existing funding channels, strengthen financial and financial support for the clothing industry, especially small and medium-sized enterprises, and focus on supporting key areas of transformation and upgrading, such as design and development, scientific and technological progress, large-scale fashion activities and personnel training. We will promote the reform of the tax system and implement policies such as additional deduction of R & D expenses, preferential tax policies for high-tech enterprises, and accelerated depreciation of fixed assets. We should encourage the creation of industrial investment funds and support financial institutions to innovate financial products and services according to the characteristics of the clothing industry. We will support key clothing enterprises that meet the requirements, explore and establish small loan companies for small and medium-sized enterprises, and focus on supporting the development of excellent clothing design enterprises and brand marketing enterprises. Support qualified independent brand enterprises to use the capital market for direct financing through listing, issuing bonds, etc. Support the creation of Internet financial platform, provide diversified financing for clothing enterprises, and broaden financing channels for enterprises.

   (4) Strengthen talent guarantee

   Through the linkage of the government, industry, enterprises and professional colleges, we will improve the professional talent cultivation system of multi-level talents training, such as practical skills, innovative and compound talents. Relying on institutions of higher learning, vocational schools, technical schools, etc., we should strengthen the discipline construction of fashion creativity and industrial design, and pay attention to the cultivation of interdisciplinary and interdisciplinary compound talents. We should strengthen the planning and coordination of life-long education, integrate various education and training resources, improve the wide coverage and multi-level fashion education and training network, and build a fashion education system with Chinese characteristics. Social institutions are encouraged to carry out re education and special short-term training for fashion creative talents. Strengthen the recognition and reward of outstanding talents, and support the industry to carry out the assessment of vocational skills recognized by the state. We should promote the establishment of a new apprenticeship system in enterprises, inherit the skills and spirit of master craftsmen, and cultivate skilled craftsman talents. Enterprises are encouraged to introduce high-end skills and design talents to the world by means of project cooperation or management planning, so as to improve the technological process and creative design level of enterprises.

   (5) Play the role of industry organization platform

   Give full play to the role of industry organizations, assist relevant government departments to study and formulate industry development plans, industrial policies, various standards, laws and regulations, and carry out market supervision, qualification examination, qualification certification, statistical analysis and other work in accordance with the law. Industry organizations are encouraged to use big data as a means to build Internet public service platform, build smart service centers, link government affairs chain, business chain and service chain, and create a business circle with integrated development, so as to provide comprehensive and professional services such as enterprise diagnosis and solutions for the industry. At the same time, public service platforms such as information, design, R & D, brand, training, inspection and testing, measurement, standards, certification and accreditation will be built to improve the service level and ability in an all-round way.
