Mexico Makes Final Anti-Dumping Ruling On Chinese Polyester Filament

Recently, the Ministry of economic affairs of Mexico announced that it had made an affirmative final determination on the anti-dumping of polyester filament imported from or originated in China and India. However, in view of the adverse impact of the new crown epidemic on Mexico's textile industry, it decided to postpone the imposition of anti-dumping duties on the products involved for one year.

Mexico's Ministry of Economic Affairs announced that it had made a final anti-dumping ruling on polyester staple fiber originated in China and decided to impose an anti-dumping duty of US $0.46/kg on the products involved.

March 31, 2020

The Ministry of economic affairs of Mexico announced that, at the application of domestic companies, an anti-dumping investigation was launched against polyester filament originating in China.

May 14, 2021

Mexico's Ministry of Economic Affairs announced that it had made a preliminary anti-dumping ruling on polyester filament originating in China and India, and preliminarily ruled that no temporary anti-dumping duty should be imposed on the products involved.

The Ministry of economic affairs of Mexico announced that it had made an affirmative final determination on the anti-dumping of polyester filament imported from or originated in China and India, and decided to impose an anti-dumping duty of US $0.532/kg on the products involved. However, in view of the adverse impact of the new epidemic on Mexico's textile industry, it decided to postpone the imposition of anti-dumping duty on the products involved for one year.

From the perspective of anti-dumping, the export tariff code is 5402.33. According to the customs data, the export products of polyester filament with tariff code 5402.33 are the main export products of China's polyester filament. From the data of the past three years, the export accounted for 43% - 48% of the total export of polyester filament. From January to August 2021, the total export volume of polyester filament is 2.0722 million tons, while the export volume of polyester filament products with tariff code 5402.33 is 903400 tons, accounting for 43.59%. It is a low level in the past three years. The proportion of exports in 2019 is 46.36%, and that in 2020 is 47.92%.

As for the export to Mexico, as the main export country of China's polyester filament, the export volume to Mexico occupies the top ten of domestic polyester filament export. Specific to 5402.33 export situation:

Under normal circumstances in previous years, 5402.33 a month was about 100000 tons. Specifically, exports to Mexico accounted for 3% - 5% of this export volume. In terms of this year's export volume, the highest export to Mexico was 7711 tons in July, accounting for 6.8% of domestic exports. The lowest was 2456 tons in February, accounting for 2.5% of domestic exports.

In the later stage, affected by the epidemic situation, the anti-dumping duty will be delayed for one year. In the short term, it will have little impact on China's exports to Mexico. However, in the long run, with the gradual production of new domestic devices, the market supply will be further increased, and the export will become the main demand direction of China's polyester filament, and new export directions need to be further developed in the later stage.
