Relevant departments and institutions of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan and Xinjiang production and Construction Corps:

In order to implement the opinions of the general office of the State Council on promoting the integrated development of domestic and foreign trade (GBF [2021] No. 59), the Ministry of Commerce and other departments decided to carry out pilot projects of domestic and foreign trade integration in some regions. The relevant matters are hereby notified as follows:

1、 Pilot target

Strive to use three years to improve the domestic and foreign trade integrated control system, promote domestic and foreign trade laws and regulations, regulatory system, business qualification, quality standards, inspection and quarantine, certification and accreditation, etc., actively innovate and try first, cultivate a number of domestic and foreign trade integrated business enterprises, create a number of domestic and foreign trade integration development platform, and form a number of international competitiveness In order to promote the integrated development of domestic and foreign trade, we should establish and improve the system and mechanism to promote the integrated development of domestic and foreign trade, and form replicable and popularized experience and mode, so as to play an exemplary role in promoting the integrated development of domestic and foreign trade.

2、 Pilot task

(1) improve laws and regulations. This paper comprehensively combs the institutional obstacles encountered by market entities in carrying out domestic and foreign trade operations, and puts forward a list of problems and demands for improving the integrated regulation and control system of domestic and foreign trade. We will promote the revision of local laws and regulations that hinder the integration of domestic and foreign trade, clean up and correct unfair practices and hidden barriers such as local protection and market segmentation, and do a good job in fair competition review and trade policy compliance assessment. We will explore the establishment of an evaluation system and institutional system for the integration of domestic and foreign trade. At the national level to promote the convergence of domestic and foreign trade laws and regulations.

(2) promote the convergence of standards certification. International standards are formulated by international organizations and organizations, which are transparent and open to international standards. Support international professional standards organizations to settle in China. Promote mutual recognition of Chinese and foreign standards. Support the third-party conformity assessment service institutions such as inspection and testing, certification and accreditation to provide one-stop service for domestic and foreign trade enterprises, and encourage the international development of the third-party conformity assessment service institutions.

(3) to cultivate the main body of integrated operation market. We will guide and support enterprises to improve their capabilities in R & D and design, production and manufacturing, brand marketing, and channel network, and cultivate domestic and foreign trade integrated enterprises. Accelerate the digital development, realize the full link digital direct connection from the production end to the consumer end, improve the flexible production and intelligent manufacturing capabilities of enterprises, and better adapt to the market demand. Promote the integration of business and industry, promote the digital transformation of industrial chain and supply chain, and promote the integration of domestic and foreign trade industry chain and supply chain. We will promote the integration of commodity trading markets with domestic and international markets, attract more domestic and foreign trade market players to negotiate and trade, and create a distinctive integrated market of domestic and foreign trade. Support business and logistics enterprises to "go out", integrate market resources, and establish international marketing, logistics and after-sales service network. We should encourage foreign trade enterprises to cultivate their own brands, strengthen cooperation with domestic brands, trade enterprises, manufacturing enterprises and e-commerce platforms, and expand domestic marketing channels. Encourage strategic cooperation between domestic and foreign trade enterprises and international logistics enterprises to enhance the stability and competitiveness of industrial chain and supply chain. We will strengthen the construction of regional public brands of agricultural products (6.000, - 0.01, - 0.17%), and cultivate a number of modern agricultural enterprises and production bases operating in the integration of planting, breeding, processing, production, supply and marketing, and domestic and foreign trade. To strengthen a number of agricultural enterprise brands with core competitiveness and strong driving ability. We will build a number of agricultural products producing areas and markets, and strive to build an integrated circulation hub for domestic and foreign trade of agricultural products with advantages and characteristics. Give full play to the advantages of e-commerce platform and third-party service institutions in big data, supply chain and marketing channels, further open up domestic and foreign markets and all aspects of transaction, enrich application scenarios, and provide support for market entities to expand domestic and foreign trade business.

(4) build a platform for the integrated development of domestic and foreign trade. We should cultivate business districts and pedestrian streets that gather high-quality domestic and foreign trade goods and services, accelerate the construction of international consumption center cities, and meet the multi-level and high-quality consumer demand of consumers. Support the holding of domestic and foreign trade integration exhibitions, and promote the docking and cooperation between domestic and foreign trade enterprises and third-party service agencies. Promote the development of industrial Internet platform, and strengthen data enabling and industrial collaboration. We will promote the quality improvement and upgrading of overseas economic and trade cooperation zones, support enterprises to improve the overseas warehouse network covering the world, and create an overseas platform to support the integrated development of domestic and foreign trade.

(5) optimize the development environment of domestic and foreign trade. To promote the high level of opening-up of the international trade and trade zone. We will improve the intellectual property protection system, establish and improve the rules for intellectual property protection of new technologies, new products, new formats and new models, explore and improve the intellectual property protection system in the Internet field, strengthen Customs Protection of intellectual property rights and international law enforcement cooperation, continuously improve the guidance mechanism for dealing with overseas intellectual property disputes, and strengthen the assistance services for overseas intellectual property rights protection, We will increase the enthusiasm of enterprises to innovate and expand domestic and international markets. We should improve the construction level of digital government, strengthen the opening and sharing of data, promote the application of electronic certificates, and fully rely on existing platforms to provide unified, standardized and convenient public services for domestic and foreign trade government affairs. Encourage financial institutions to innovate products and services and provide financial support for enterprises to explore domestic and foreign markets. We should guide financial institutions to provide more abundant exchange rate hedging products for various enterprises, and promote enterprises to better manage exchange rate risk. We will further expand the coverage of export credit insurance and domestic trade credit insurance. We will further improve the level of trade facilitation, and support enterprises to exploit the international market with new formats and models such as cross-border e-commerce and market procurement trade. We will promote the integration of transportation and trade between China and Europe, promote the integration with new business forms and models of trade, and enhance the driving force of China Europe train to support the development of domestic and foreign trade. We will innovate regulatory measures, promote the sharing of domestic and foreign trade ship transportation and berths, and improve the comprehensive efficiency of resource utilization. We will further promote the exchange of information, mutual recognition of supervision, and mutual assistance in law enforcement between domestic and foreign trade regulatory authorities. We will implement inclusive and prudent supervision on the new formats and models of domestic and foreign trade integration, and encourage innovation and development.

(6) innovation and promotion, the same line, the same standard and the same quality. Guided by market demand, promote the implementation of domestic and foreign trade products with the same line, same standard and same quality (hereinafter referred to as "three tongs") by industry and classification, enrich the connotation of "three tongs", and innovate the promotion mode of "three tongs". Enterprises are encouraged to make self-declaration of products in line with the "three tongs" in combination with brand publicity, so as to enhance the influence of brands and advanced standards. Support the "three tongs" alliance and other industry organizations and third-party service institutions to build the "three tongs" public service platform and provide enterprises with one-stop comprehensive services.

(7) to train professionals of integration of domestic and foreign trade. We should coordinate and promote the integration of foreign trade enterprises in the region with qualified colleges and universities, deepen the integration of production and education, improve the mechanism of school enterprise collaborative education, establish a "school enterprise mixed" teacher team, and jointly develop teaching materials and teaching resources. Learn from the advanced international standards and improve the teaching standard system. Optimize the layout of domestic and foreign trade related majors, demonstrate the establishment of domestic and foreign trade integration specialty, strengthen the construction of specialty, and promote the professional upgrading and digital transformation. We will explore the apprenticeship system with Chinese characteristics, promote the reform of training mode such as "order class", "modern apprenticeship", "post course competition and certificate integration", "foreign language + domestic and foreign trade business", and accelerate the cultivation of compound professional and technical talents with international vision and cross-cultural communication ability and familiar with domestic and foreign laws, rules and market environment.

3、 Job requirements

(1) raise awareness. All regions should have a deep understanding of the overall requirements for the integration of domestic and foreign trade and the importance of the pilot work. They should regard the pilot project of domestic and foreign trade integration as an important breakthrough to promote the transformation of government functions, optimize the business environment, stimulate market vitality, and promote high-quality development in the region. They should coordinate the epidemic prevention and control and economic and social development, and closely integrate the key work of regional economic and social development, Actively participate in the pilot project.

(2) carefully organize the declaration. For the provincial regions (provinces, autonomous regions, municipalities directly under the central government, cities specifically listed in the plan, and Xinjiang production and Construction Corps) that are willing to participate in the pilot projects, the competent commercial departments and relevant departments shall fill in the basic information form of the pilot areas for the integration of domestic and foreign trade in accordance with the requirements, prepare the work plan for the pilot projects of the regions, affix the seal of the competent commercial departments, and submit them in 6 copies to the Ministry of Commerce before June 12. The Ministry of Commerce will, together with relevant departments, organize experts to select the best pilot areas, and timely adjust the pilot areas according to the progress of the pilot projects.

3. Strengthen organization and implementation. The competent commercial departments in the pilot areas shall establish a working mechanism with relevant departments, organize and promote the pilot work in accordance with the pilot scheme, strengthen the guarantee of policies and measures and increase the support for the pilot work under the premise of conforming to the rules of multilateral and bilateral agreements and the principle of fair competition. The Ministry of Commerce, together with relevant departments, plays an inter ministerial working mechanism role in promoting the integrated development of domestic and foreign trade, strengthens the macro guidance, supervision and promotion of the pilot work and inter departmental coordination, guides the pilot areas to do a good job in trade policy compliance and subsidy notification, and actively responds to the issues that the pilot areas need the support of the central level.

(4) make a good summary and evaluation. The pilot areas should timely summarize and submit the advanced experiences, models and typical cases formed by the pilot projects. The Ministry of Commerce, together with the relevant departments, shall timely assess the work of the pilot areas, organize the replication and promotion of advanced experience and typical practices throughout the country, and timely upgrade the achievements that can be institutionalized into systems and solidify them into mechanisms.
