The 2023 Development Conference Of Regional Cooperation In National Textile And Clothing Industry Will Be Held In June

   The report of the Twentieth National Congress of the Communist Party of China proposed that we should adhere to the theme of promoting high-quality development, focus on promoting urban and rural integration and regional coordinated development, and promote the quality and effective improvement of the economy and reasonable growth in quantity. We should thoroughly implement the regional coordinated development strategy, regional major strategy, main function zone strategy, and new urbanization strategy, optimize the layout of major productive forces, and build a regional economic layout with complementary advantages and high-quality development. During the 14th Five Year Plan period, the textile industry will further optimize the domestic layout and improve the development coordination. Among them, paying close attention to and matching the national regional development strategy, further improving the coordinated development level of the eastern, central and western regions, cities and rural areas, promoting the development of high-level industrial clusters, and upgrading and developing the public service system are all important goals.

   In order to thoroughly implement the new development concept, build a modern textile industry system, promote the transfer of industrial layout in regional coordination, and build new advantages for the development of the textile industry in the process of industrial upgrading, development, transfer and undertaking, the China Textile Industry Federation will hold the "2023 National Conference on Regional Cooperation and Development of Textile and Clothing Industry" on June 16, 2023 in Yanbian Korean Autonomous Prefecture, Jilin Province.
   The meeting was co sponsored by the China Textile Industry Federation, Jilin Provincial Department of Industry and Information Technology, and the People's Government of Yanbian Korean Autonomous Prefecture, and co organized by the China Textile Industry Enterprise Management Association, the China Textile Industry Federation Industry Cluster Working Committee, the China Textile Industry Federation Industrial Park Working Office, and the Yanbian Korean Autonomous Prefecture Industry and Information Bureau. The conference will take the theme of "land and sea linkage and north-south integration", and actively promote the coordinated development of industrial regional cooperation on the basis of in-depth analysis of the internal logic of domestic textile industry transfer.
   Promote rational industrial distribution
   Promote the orderly development of industrial transfer
   In recent years, affected by political, economic, epidemic and other factors at home and abroad, many factors affecting industrial transfer have also changed significantly. The speed of textile industry transfer has slowed down, and the steady transfer of industries and the coordinated development of regional industries are facing new challenges.
   This conference will invite experts and scholars in the field of manufacturing industry transfer to analyze the current development trend of China's industry transfer in the form of keynote speeches; Experts in the textile industry were invited to interpret the Guiding Catalogue for the Transfer and Development of Manufacturing Industry (2022 Edition) on the textile industry, to discuss how to promote the coordination of industry and regional development strategies, and promote the modernization of textile and clothing industry transfer into the common prosperity of all people. At the same time, in the form of thematic dialogue, the conference will invite representatives of industrial development authorities, industry associations, parks and enterprises in key border trade regions to jointly discuss the experience of textile and clothing industry transfer and the new mode and path of regional cooperation, with a view to further promoting the coordinated development of industrial regional cooperation and the healthy and orderly development of industrial transfer.          
   Land sea linkage
   Yanbian occupies unique regional advantages
   Yanbian is an important node of China's "Belt and Road" strategy of opening up to the north, a "window" and "frontier" of the Changjitu Development and Opening Pilot Zone, and a key place to undertake the gradient transfer of national processing trade. At the same time, it enjoys the western development, revitalization of the old industrial base in the northeast, Tumen River regional international cooperation and development, Hunchun International Cooperation Demonstration Zone Hunchun Marine Economic Demonstration Zone and a series of "national brand" preferential policies are one of the most suitable areas for investment in Northeast China.  

 

   From the perspective of geographical location, Yanbian Prefecture is located at the junction of China, Russia and North Korea, and the "Golden Triangle" of Northeast Asia. It borders the Russian coastal border area in the east, and faces North Hamgyong Road and Liangjiang Road of Korea across the Tumen River in the south. The total length of the border is 768.5 kilometers. There are 11 ports for North Korea and Russia and 1 international airport. Air routes directly reach the first tier cities of "Beijing, Shanghai, Guangzhou and Shenzhen" and important cities of neighboring countries such as South Korea and Russia; The sea route has opened the Hunchun Russia Zarubino South Korea Shucao international land sea combined transport route, and the cross-border transport route of domestic trade goods from Hunchun to Shanghai (Ningbo) of China via the Korean port of Luojin; High speed railways and expressways connect directly to the mainland and have become a three-dimensional transportation hub in Northeast Asia.   

 

   On May 4, 2023, the General Administration of Customs of the People's Republic of China announced that the Announcement on Further Expanding the Business Scope of Cross border Transport of Domestic Trade Goods in Jilin Province (No. 44, 2023) indicated that it was agreed to add the Russian Vladivostok Port as a transit port for cross-border transport of domestic trade goods at the airport with the original business scope of cross-border transport of domestic trade goods in Jilin Province, Add Zhejiang Zhoushan Yongzhou Container Terminal and Jiaxing Zhapu Port as the entry ports for cross-border transportation of domestic trade goods. The cross-border transportation capacity of Jilin's domestic trade goods was further improved.

 

   Yanbian has many national industrial parks, such as China Tumen River Region (Hunchun) International Cooperation Demonstration Zone, Yanji High tech Zone, and Helong National Border Economic Cooperation Zone. Hunchun Export Processing Zone has also been upgraded to a national comprehensive bonded zone.  

 

   Whole line layout
   Yanbian textile and garment industry is accelerating
   Yanbian Korean Autonomous Prefecture is the only Korean Autonomous Prefecture and the largest Korean inhabited area in China. The textile and clothing industry is one of the traditional competitive industries of Yanbian Prefecture. The whole industry is distributed along the border and concentrated in Hunchun, Tumen, Helong, Longjing and other counties and cities. A complete processing system has been formed for fashion, suits, work clothes, casual wear, down jackets, bags, shoes and hats, and the design and production of traditional ethnic clothing has outstanding characteristics.
   During the "14th Five Year Plan" period, Yanbian Prefecture actively undertook the transfer of domestic and foreign textile and garment enterprises, further expanded its garment processing capacity, built a full industrial chain of printing and dyeing, knitting, textile, and clothing, and promoted the extension of the industry to high value-added links such as research and development, design, and marketing. The industry developed toward standardization and high-end, and regional brands and independent brands were initially formed. By the end of 2023, the textile and clothing industry scale of Yanbian Prefecture is expected to reach 3.77 billion yuan. By the end of 2025, the scale of Yanbian textile and clothing industry is expected to exceed 10 billion yuan.
 
   It is reported that at the meeting, the relevant leading experts of Yanbian Prefecture will introduce the new ideas and measures for developing the textile and clothing industry based on the advantages of Yanbian Prefecture such as location, ports, natural resources, and national characteristics, as well as the transfer of domestic and foreign textile industries in recent years.
   In addition, during the meeting, the participants will visit the Hunchun Comprehensive Bonded Zone, Tumen Border Economic Cooperation Zone, Helong Border Economic Cooperation Zone, Longjing Industrial Concentration Zone and other Yanbian textile and clothing industry clusters, and visit the first Northeast Asia (China Yanbian) Clothing Festival. The conference welcomes textile and garment enterprises interested in investing in Yanbian to visit and investigate on the spot at that time.
