Circular of the General Office of the Ministry of Industry and Information Technology and the General Office of the Ministry of Commerce on Carrying out 2024 Textile and Clothing Supply Optimization and Upgrading Promotion Activities

The competent departments of industry, informatization and commerce of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, Xinjiang Production and Construction Corps, and China Textile Industry Federation:

In order to thoroughly implement the spirit of the Central Economic Work Conference, coordinate the expansion of domestic demand and deepen the supply side structural reform, accelerate the construction of a modern textile and clothing industry system, improve the quality of textile and clothing supply, stabilize and expand traditional consumption, the 2024 textile and clothing supply optimization and upgrading activity is organized. Relevant matters are notified as follows:

1、 General requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, fully, accurately and comprehensively implement the new development concept, organically combine expanding the demand of the textile and clothing market with deepening the supply side structural reform, and deeply promote the action of increasing the variety and improving the quality of textile and clothing to create the "three brands", Accelerate the formation of new quality productivity in the textile industry, promote the textile and clothing industry to make progress while maintaining stability, and promote the high-quality development of the textile and clothing industry.

2、 Task

(1) Promote digital textile construction and cultivate new quality productivity of textile industry. Promote the renovation of old equipment, improve the digital level of enterprises, carry out the work of textile intelligent manufacturing into the park, and help enterprises upgrade intelligently. Promote the R&D and promotion of new materials, new technologies and new products, expand the application fields of terminal products, and consolidate and enhance the leading position of textile and clothing industries. Organize the promotion of advanced and applicable technologies, digital transformation, scientific and technological innovation, cost reduction and efficiency increase, green development and other activities, strengthen exchanges and cooperation among enterprises and typical promotion, and form a demonstration and leading effect. Innovate textile and clothing consumption scenarios, develop new formats and new models such as live broadcast e-commerce, and achieve online and offline linkage.

(2) Strengthen comprehensive service support and build a square array of famous Chinese textile products. Deeply implement the action of increasing varieties, improving quality and creating "three brands", improve the development level of textile and clothing creative design parks, cultivate textile and clothing consumer brands, manufacturing brands and regional brands, and inherit and carry forward the excellent Chinese clothing culture. We will support the innovative development of regional brands, run a series of cotton textile products to promote consumption activities such as "cotton textile consumption season" and home textile consumption festival, and transform regional manufacturing advantages into regional brand advantages. Promote enterprises to seize the opportunity of the rise of new consumption trends, innovate in production, sales and other aspects, lead fashion trends, and enhance brand vitality.

(3) Promote green cycle and low-carbon, and lead the healthy and fashionable consumption concept. We will promote the technological transformation of energy conservation and carbon reduction, promote the recycling technology of heat, water and chemicals, improve the level of energy conservation, pollution reduction and carbon reduction of enterprises, and guide consumers to implement the concept of green and low-carbon throughout their consumption activities. Promote the recycling of waste textiles and expand the application of recycled products of waste textiles in the fields of furniture and building materials, automobile interior and exterior decoration, agriculture, environmental governance, etc. Promote clothing, home textiles and other health care products with health care, protection and nursing functions to meet market consumption demand. Build a number of textile and clothing fashion blocks, develop a number of first textile and clothing stores, and cultivate new growth points of textile consumption.

(4) Promote the coordinated development of the industrial chain and form the industrial layout of gradient development. Strengthen the coordinated development of upstream and downstream of the industrial chain, large, small and medium-sized enterprises, organize the financing activities of large, small and medium-sized enterprises, and promote the coordinated innovation of the industrial chain. We will support the central and western regions to actively undertake industrial transfer, promote the eastern region to accelerate industrial upgrading, strengthen inter regional industrial cooperation, optimize industrial layout, cultivate high-quality products with distinctive characteristics and strong competitiveness, and create world-class advanced manufacturing clusters.

(5) We will continue to open up and cooperate at a high level and stimulate new momentum in the domestic and foreign trade markets. Promote the integration of domestic and foreign trade in the textile industry, and enhance the linkage effect between domestic and international markets. Promote industry associations and enterprises to participate in international organization activities in the textile field, continue to deepen international exchanges and cooperation in the industry, take the initiative to build international cooperation platforms for trade, technology, social responsibility and so on, so that more global consumers can experience and use high-quality Chinese made products. Accelerate the cultivation of new export competitive advantages, improve the ability to integrate international resources, and cultivate new growth points for international economic and trade cooperation.

3、 Job requirements

(1) Strengthen organization and coordination. According to the requirements of the notice, the China Textile Industry Federation carefully planned the scheme and fulfilled the task. Local competent industrial and information departments and commercial departments, in combination with local actual conditions and development needs, strengthen work coordination, communication and cooperation, and organize and carry out local activities such as "optimizing supply to promote upgrading" and "textile and clothing consumption" in combination with the overall arrangement of the "Consumption Promotion Year" to form a joint effort to promote the development of various activities.

(2) Pay attention to work effectiveness. When carrying out activities, all units should clarify their goals, compact their responsibilities, and focus on the steady growth and growth momentum of the textile and clothing industry. It is necessary to fully mobilize the enthusiasm of relevant universities, research institutes, investment and financing institutions, digital service institutions, etc., and gather high-quality resources from various sources to promote the transformation and upgrading of the textile and clothing industry. Local competent industrial and information departments and commercial departments should take specific measures, organize and carry out various activities with local industrial characteristics, and submit relevant information in a timely manner.

(3) Do a good job of publicity and reporting. All units should attach importance to the publicity work, integrate media resources, enrich the forms of publicity, make comprehensive use of various media platforms, create a three-dimensional and vivid way of communication, conduct multi-channel and all-round reports on activities, promote good brands, technologies and products of textile and clothing, and create a good environment for industry development and market consumption.
