The General Office of the People's Government of the Xinjiang Uygur Autonomous Region recently issued the Notice of the General Office of the People's Government of the Xinjiang Uygur Autonomous Region on Adjusting and Optimizing Policies and Measures for the Cotton and Textile and Garment Industry in the Autonomous Region (hereinafter referred to as the Notice), which adjusts and optimizes the policies and measures for the development of cotton and textile industry in the autonomous region, aiming to accelerate the development of new productivity in the textile industry, Promote the extension of the chain, supplement the chain and strengthen the chain, and solidly promote the high-quality development of cotton and textile industry clusters in the autonomous region.

The Notice pointed out that this time, subsidies for transportation of cotton to Xinjiang, subsidies for transportation of textile products to Xinjiang, subsidies for the use of real estate polyester fiber raw materials, subsidies for the sales and design of clothing and other products, subsidies for electricity consumption for enterprise production, one-time new employment subsidies, social insurance subsidies, subsidies for enterprise staff training, subsidies for talent introduction, enterprise loan discounts A total of 11 policies and measures on textile printing and dyeing subsidies have been optimized and adjusted, and the textile and clothing credit risk compensation fund has been explicitly cancelled.

The Notice clearly states that the policy measures will be implemented from January 1, 2024 to December 31, 2027, and can be revised according to the implementation. In case of any inconsistency between the current administrative measures for special funds for the textile and clothing industry of the autonomous region and the contents of the Notice, the Notice shall prevail.

The relevant person in charge of the Xinjiang Uygur Autonomous Region Textile Industry Management Office said that the optimization and adjustment of policies and measures will help mainland enterprises to participate in investment and development in Xinjiang.
