"Take the embroidery needle gently, the cloth is full of flowers, embroider mountains, embroider water, embroider the sun, and embroider a hundred mile gallery to welcome the sunrise". Kesai Embroidery, originated from Kesai Ana, the heroic and skillful female leader of the Kazakh tribe, whose embroidery craft has gradually formed a unique style after being used and updated by later generations, was selected as the "Autonomous Region level Intangible Cultural Heritage" of Xinjiang in 2010.

Mailiziya, from Kalasu Township, Nilke County, Yili Kazak Autonomous Prefecture, is a inheritor of Kesai embroidery intangible heritage and an expert in embroidery. She loved embroidery since she was a child and has a unique skill in embroidery. In the past, it was difficult to sell embroidery products due to scattered sales. With the support of the embroidery industry policy, Mailiziya launched Nilke Kesai Embroidery Trade Co., Ltd. in 2014. Now the company's business is booming, and the orders are endless.

In order to protect the inheritance of "intangible cultural heritage", the State Administration of Taxation Yili Kazak Autonomous Prefecture Taxation Bureau used the tax big data platform to visit the inheritors of intangible cultural heritage during the 33rd tax publicity month, focus on the tax related needs of intangible cultural heritage industry development, make intangible cultural heritage "craftsmen" become the "beneficiaries" of tax incentives, and help intangible cultural heritage exude new cultural charm.

"When I first started the enterprise, I didn't have confidence, even I didn't know how long I could stick to it, or where the enterprise could go." Malizia said: "In recent years, the tax authorities have actively listened to the tax related needs, carried out tax counseling, and have accumulated more than 24000 yuan of tax concessions, which gives us more confidence and confidence to push the national intangible heritage craft to a broader market."

Intangible cultural heritage is rich and colorful in Xinjiang. In 2018, Chen Yongxiu's pottery sculptures in Kuitun City, Xinjiang, were selected into the provincial intangible cultural heritage project. In her hands, a stack of inconspicuous clay has become a vivid pottery sculpture with characters, cute pets, tea ware, decorations and other distinctive images through a series of processes such as screening, modeling, drying and firing.

Chen Yongxiu learned pottery sculpture from her father when she was young. For more than 60 years, she has devoted herself to studying the presentation form and artistic connotation of the works, and integrated her pottery sculpture technology into the classroom of primary and secondary schools in Kuitun City in the form of social practice classes, guiding the creation of thousands of works.

"When it comes to invoicing, tax officials always ask and answer at once. The preferential tax policy of the country gives me confidence to pass on the century old pottery technology from generation to generation," Chen Yongxiu said.

In Yili, Xinjiang, a large number of IP of intangible cultural heritage with local characteristics have risen strongly, becoming a powerful representative of activating new quality productivity. Entering the workshop of Xinjiang Lanpai Cultural Creative Industry Co., Ltd. located in Xibo Autonomous County, Qapqal, Ili, the operator is operating the automatic embroidery machine with the self-developed Xibo embroidery plate making software to try out a batch of dance clothes from outside Xinjiang.

Up to now, the enterprise has been successfully selected into the National Demonstration Base for the Productive Protection of Intangible Cultural Heritage, and has received orders from all over the country. It has radiated and driven 127 women around to start businesses and find jobs, which has injected "embroidery" power into building a strong sense of the Chinese national community and promoting the development of border multi-ethnic areas.

In Xinjiang, the Tax Bureau of Qapqal Xibo Autonomous County of the State Administration of Taxation, in combination with the "Silk Road Tax Charm" section of the Xinjiang Tax Bureau, went into the demonstration base for the productive protection of national intangible cultural heritage to publicize preferential tax policies, organically integrate tax elements into the inheritance of intangible cultural heritage, and help tax benefits directly reach enterprises.

In order to continuously activate the vitality of the intangible cultural heritage industry, the Yili Prefecture Taxation Bureau, together with Kong Feifei, the NPC representative, carried out a joint speech in the intangible cultural heritage enterprises and cooperatives, helping the intangible cultural heritage enterprises to constantly revitalize.

Kong Feifei said that policy support is crucial to the inheritance of intangible cultural heritage. In recent years, the tax department has been committed to doing a good job in solving difficulties and relieving difficulties. It has carried out many visits, research, policy guidance and policy publicity, and constantly explored convenient measures and precise and intelligent services for tax management. All the way, the protection has made the intangible cultural heritage industry develop significantly, providing an endless "tax" impetus for expanding the enterprise value chain.

In the next step, Yili Prefecture Taxation Bureau will rely on the spring breeze action to facilitate tax collection, go deep into the local intangible cultural heritage heritage points, increase the intensity of visiting, and carry out the "one-to-one" policy push relying on the grid task and extension point publicity. Protect the "ingenuity" of intangible cultural heritage with the "original intention" of taxation, and let the spring rain of tax benefits moisten the cultural soil with the "good policy+excellent service" to help the flowers of intangible cultural heritage bloom.
