In terms of cultivating and strengthening industrial links, the Measures are clear, and continue to build regional brands, cultivate industry demonstration benchmarks, and improve the professional market of school uniforms. Expand the regional brand influence of "China's famous campus clothing city" and "China's school uniform industry innovation base", support Shishi Children's Industry Federation to strengthen industry self-discipline and market development, and give rent relief to those who rent municipal state-owned houses as office space and exhibition center, with an area of no more than 200 square meters, and the rent free period is up to 3 years. Carry out the cultivation of key enterprises of Shishi campus clothing, encourage campus clothing enterprises with large business scale, strong innovation ability and high brand value to apply for leading enterprises of Shishi private manufacturing industry, and give one-time rewards of 300000 yuan, 500000 yuan and 1 million yuan respectively to leading enterprises whose output value exceeds 1 billion yuan, 3 billion yuan and 5 billion yuan for the first time. Improve the operation level and radiation ability of the "China Campus Garment Professional Market", improve the software and hardware facilities of the professional market, optimize the investment attraction mechanism of the professional market, and promote the transformation of the market to diversification, digitalization and branding.

In terms of guiding enterprises to improve quality and efficiency, the Measures proposed to encourage the renewal of production equipment, strengthen product quality control, seize the voice of industrial standards, and focus on the development of creative design. Enterprises above the designated size of campus clothing whose total output value increases by more than 10% in the current year and whose production equipment purchase amount including tax is more than 1 million yuan (including tax) will be subsidized according to a certain proportion of the equipment purchase amount. The first drafting unit of national standards, industrial standards and local standards for campus clothing will be subsidized at 300000 yuan/item, 200000 yuan/item and 100000 yuan/item respectively; Units participating in the formulation of national standards (top 5), industrial standards (top 5), and local standards (top 3) for campus clothing will be subsidized at 150000 yuan/item, 100000 yuan/item, and 50000 yuan/item respectively; For the units that participate in the formulation of the national social group campus dress group standard (the top three), a subsidy of 50000 yuan/item will be given (a single unit can subsidize up to 4 group standards per year). Encourage the establishment of public service platforms in our city, such as campus clothing design printing studio, body shape database, shared digital version room, etc., to realize the digitization of clothing sample design, sample scaling, and layout. The platform will be subsidized at the rate of 30% of the investment in software and hardware related to informatization, and the maximum subsidy for a single project will not exceed 500000 yuan.

In terms of promoting market development in many ways, the Measures clearly encourage participation in bidding business, standardize the selection and purchase of school uniforms, and release the economic energy efficiency of exhibitions. For the public welfare training activities such as bidding business and qualification counseling of campus clothing enterprises reported in advance, if more than 30 enterprises attend each meeting and the teaching time exceeds 8 class hours, the organizer will be given a subsidy of 20000 yuan for each activity based on the subsidy from the superior. Support Shishi Children's Industry Federation to build a platform for school uniform selection and after-sales service, improve the standardization and scientificity of school uniform selection and purchase, and avoid disorder and vicious competition in the industry. China (Shishi) Campus Fashion International Expo will be held in a market-oriented operation mode to optimize the exhibition thinking, operation mechanism and organization mode and improve the actual effect of the exhibition. The campus clothing enterprises in our city who participate in domestic key professional exhibitions (including those sponsored by industry associations at or above the provincial level) will be given a subsidy of up to 20000 yuan per standard booth.
