Recently, the statistics office of the Hongkong special administrative region issued the "2020 Hongkong cargo coordination system". The 2020 version of the Hong Kong cargo co operation system will take effect in January 1, 2020. This revision involves 7 plant items, and adopts more appropriate detailed classification and name of goods to make the classification of goods more up to date. The declarations submitted for import and export goods before the new version are required to be submitted according to the 2019 port cargo co operation system.

Meanwhile, the Hongkong customs also issued press announcements. From January 1, 2020 onwards, the imported and exported goods must be declared in accordance with the latest revised version of the 2020 version of the Hongkong import and export classification (Harmonization System).

A spokesman for the customs and Excise Department today (November 15th) reminded import and export persons that the import and export cargo shipped in January 1st or after January 1st of 2020 must be declared in accordance with the revised version of the Hongkong import and export cargo classification system (Harmonization System).


The amendments were published in the Gazette today and will take effect in January 1st of February 202.


The amendment involves two plant projects.


These amendments have adopted more appropriate detailed classification and name of goods to make the classification of goods more up to date.


The import and export persons may obtain the revised form free of charge through the following channels:


(1) downloading from the website of the census and statistics department. Www.censtatd.gov.hk/trader/declaration/index_tc.jsp ; or
(two) call the census and Statistics Department's entry / exit declaration form and Cargo Manifest Enquiry Hotline 28771818.

Get 2020 Hongkong HS code table



Those who have dealings with Hongkong remind Hongkong customs officers to use the 2020 latest HS code when they import and export customs clearance, so as to avoid problems caused by HS coding changes that lead to classification errors of goods being punished by customs declaration.


Remind again! The 2020 version of the Hong Kong cargo co operation system will take effect in January 1, 2020. Customs declarations submitted for import and export products in January 1, 2020 or later must be submitted in accordance with this version. The declaration form submitted for import and export goods in 2019 or before shall be submitted in accordance with the Hong Kong cargo co operation system published in 2019.

In December 14, 2018, the mainland and Hongkong signed the "cargo trade agreement" under the framework of the mainland and Hongkong Closer Economic Partnership Arrangement (CEPA) in Hongkong, together with the previously signed service trade agreements, investment agreements and economic and technical cooperation agreements, marking the goal of promoting the CEPA upgrade in the national "13th Five-Year" plan ahead of schedule, and upgrading CEPA to a more comprehensive modern free trade framework agreement. The CEPA upgrade shows that the economic and trade relationship between the mainland and Hongkong is not the same. It is the highest level of free trade arrangement. It also indicates that the mainland and Hongkong are entering the new stage of cooperation.

The agreement will take effect on the date of signing and will be implemented in January 1, 2019. The agreement combed and updated commitments under the framework of CEPA for opening and facilitating trade in goods, further enhancing the level of openness of trade in goods under the framework of CEPA. By optimizing the rules of origin, the import of goods originating in Hongkong will enjoy zero tariff.

The agreement, based on the original "product specific rules of origin", introduces the general rules of origin based on the added value of products in Hongkong, and allows products with specific product origin rules to be excluded.

The agreement also establishes the principle of facilitating trade, including the commitment to facilitate trade between the two places, simplify customs procedures, enhance transparency and enhance cooperation between the two sides in the relevant fields, and introduce measures to help speed up the clearance of goods so as to promote the flow of goods in the bay area of Guangdong, Hong Kong and Macao, and enhance the ability and efficiency of customs clearance at Guangdong and Hong Kong.
