China and ASEAN leaders' joint statement on Sustainable Development


In October 29, 2010, we, heads of state / government of People's Republic of China and the association of Southeast Asian Nations (hereinafter referred to as "the two sides") met in Hanoi, Vietnam, and held the thirteenth China ASEAN leaders meeting:


We recall with satisfaction the progress made by the two sides in implementing the Joint Declaration on Sino ASEAN strategic partnership for peace and prosperity and related documents signed in October 7, 2003, including fruitful cooperation in the field of sustainable development.


The Chinese side reiterates its support for ASEAN's completion of the ASEAN community, including the three pillars of the political security community, the economic community and the social and cultural community in 2015.


Recalling the joint statement on recovery and sustainable development issued by the sixteenth ASEAN summit in April and the statement on joint response to climate change.


Further reaffirming the common aspirations and responsibilities of the two sides to promote peace, security, prosperity and sustainable development in the region and the international community;


Emphasizing the importance of maintaining economic growth and promoting trade and investment links, social development, poverty alleviation and environmental protection;


Announce:


First, continue to strengthen regional economic and financial cooperation under the framework of ASEAN plus three (10+3);


Two, promoting market opening, rejecting various forms of protectionism, and ensuring openness and predictability of the multilateral trading system.


Three, continue to support the Doha development agenda of the world trade organization, and make positive contributions to the early and comprehensive and balanced results based on the Doha round authorization, including locking up the existing results, including the negotiation mode. {page_break}


Four, comprehensively and effectively implement the China ASEAN Free Trade Area Agreement, helping the public sector and the business community to learn more about the benefits of the agreement, including through trade and investment capacity-building;


Five, through exchanges of best practices and technologies, we should strengthen cooperation in agriculture and grain production, increase production efficiency, ensure food security, raise farmers' income and living standards, and promote rural development in the region.


Six, support the role of China ASEAN Environmental Cooperation Center, actively implement the "China ASEAN environmental cooperation strategy 2009-2015", especially in cooperation with ASEAN biodiversity center to protect biodiversity and ecological environment, clean production, environmental education awareness and other fields, support ASEAN's action plan for environmental education 2008-2015 and environmental sustainable cities, and work together to achieve the harmonious development of human and nature.


Seven, through seminars, training courses and forums, we should jointly develop research, strengthen scientific and technological cooperation, promote national scientific and technological capacity building, train research and technology management talents, and pmit appropriate technology.


Eight, strengthen scientific research and technical cooperation in energy efficiency, new energy and renewable energy, emission reduction, environmental protection and other fields, and promote the application of high efficiency, environmental protection, energy saving technology and clean technology, and increase the proportion of non fossil energy to primary energy consumption.


Nine, strengthen cooperation in poverty reduction, work together to achieve the UN Millennium Development Goals, and ensure that sustainable development truly benefits all countries and peoples;


Ten, support ASEAN's efforts to promote the process of integration and community building, based on the second ASEAN Initiative (2009-2015) and ASEAN's general plan for interconnection, including Annwa's statement of the ASEAN community road map.

We should strengthen economic cooperation in the Greater Mekong sub region, cooperation in Mekong River Basin Development in ASEAN, ASEAN's eastern growth area and Kampuchea Laos Burma Vietnam.


Eleven, strengthen dialogue and cooperation in the international climate change negotiations, including efforts to build a global legal binding framework under the "Bali road map" under the authorization of the "Bali road map" in accordance with the national conditions and the principles set forth in the United Nations Framework Convention on climate change, especially the principle of "common but differentiated responsibilities" and their respective capabilities, so as to comprehensively, effectively and continuously implement the United Nations Framework Convention on climate change and its Kyoto protocol before and after the year.


Twelve, taking into account the ASEAN disaster management and emergency response agreement, which came into force in December 2009, through the sharing of information on disaster risk, disaster relief and reconstruction, exchange of experience and knowledge, enhanced cooperation in disaster management, and supported the establishment of an ASEAN humanitarian assistance center;


Thirteen, through training government officials and experts from various fields, we will organize training programs and seminars to enhance cooperation and assistance in the development of human resources in ASEAN member countries, especially ASEAN's least developed countries.
