全球名人谈世博（三十二）

　　要在城市中实现更美好的生活，有赖于“物质”，如市民的基本生活需求;更有赖于“精神”，在人们心中培养一种地方情结、归属感和共同思维，共同促进城市进步。上海世博会“城市，让生活更美好”的主题正与此不谋而合。参与世博会这样的盛事，也将使联合国这个大家庭受益无穷。

　　联合国人居署执行主任安娜?蒂贝琼卡 安娜?蒂贝琼卡 坦桑尼亚人，现任联合国副秘书长、联合国人居署执行主任。当今联合国系统内职位最高的非洲女性。

　　值此空前的世界盛会，我谨向上海市、国际展览局以及中国政府表示祝贺，并对获邀撰文深感荣幸和愉快。

　　2010年世博会提出了一个恰合时宜的主题——“城市，让生活更美好”。众所周知，目前世界上有一半以上的人口生活在城市里，我们赖以生存的地球正日益城市化。城市化的加速带来了诸多挑战，也引起我们对诸多问题的高度关注：越来越多的贫民窟的出现、气候变暖引发的种种威胁以及严重的水土流失现象。作为联合国框架下主管城市发展的部门，联合国人居署自1978年成立之初，就一直致力于改善全球各地的城市居民的生活。

　　在联合国人居署看来，要在城市中实现更美好的生活，有赖于两个方面：满足市民基本生活需求，如水、卫生设施和住房;更多则是在精神方面使市民得到充实和愉悦，尤其是在社会、文化和历史等相关领域。在我们看来，在人们心中培养一种地方情结、归属感和共同的思维，其重要性并不亚于让人人拥有基本的生活条件。

　　美好的城市得以建立，目标的一致性也很重要，即当地政府、私营企业以及城市居民都要清楚什么是城市发展的最大困境。人们只有把自己当作城市的主人，并为其取得的成果而感到由衷自豪，这座城市才能真正取得可持续发展。如果没有大家的关心与投入，城市就不会繁荣兴盛，也不会激发其所有内在潜力，成为一个社会和谐、全民参与、经济发展、环境理想的场所。

　　2010年世博会的主办城市——上海，本身就是一座发展迅速的中心城市，这绝非巧合。除了发展速度惊人，上海为了推动全民公平与机会共享，在如何“正确推进”城镇化、如何走出经济增长排斥和剥夺其他一切的怪圈等方面，还是作出了榜样。

　　联合国人居署受准于2010年世博会期间协调联合国机构参博事宜，对此我们深感荣耀。我们深知这项任务的巨大挑战与风险。同时，我们也认识到，能够参与到世博会这样的盛事中来，将会使联合国这个大家庭受益无穷。同样地，我们衷心希望，联合国对于城市的识见，就像我们的主题馆“一个地球，一个联合国”中展示的那样，能够促进更多关于城市发展的国际对话，推动我们实现全球可持续性和公正性这一共同目标。

　　安娜?蒂贝琼卡(Anna Tibaijuka)。坦桑尼亚人，现任联合国副秘书长、联合国人居署执行主任。当今联合国系统内职位最高的非洲女性。

　　1950年生于坦桑尼亚的小农家庭。瑞典农业科技大学农业经济学博士。通晓英语、斯瓦希里语、瑞典语和法语，出版过5本著作，先后获得加拿大麦基尔大学、英国伦敦大学学院等多所大学的荣誉博士学位，同时是瑞典皇家农林学学院的外籍院士。1998年进入联合国贸易和发展委员会，担任最不发达国家和内陆和岛屿国家主任和特别协调员。2000年，被任命为秘书长助理、联合国人居中心执行主任。2002年，被选举为联合国人居署首任执行主任。长期以来致力于推动联合国人居署的安全的土地保有权全球运动和城市管理全球运动，旨在提高公众意识，改善消除城市贫困的国家政策和地方战略，加强社会融合和公正。

　　Anna Kajumulo Tibaijuk is an Under-Secretary-General of the United Nations and Executive Director of the United Nations Human Settlements Programme (UN-HABITAT).

　　It is with distinct pleasure that I congratulate the City of Shanghai, the International Bureau of Exhibitions and the Government of China on this unique international gathering known as the World Expo.

　　The theme of Expo 2010 “Better City, Better Life” is particularly opportune. It is no secret, with over half the world’s population currently living in cities, that our world is an increasingly urbanised one. The advent of Homo urbanus brings many challenges that require our urgent attention, including the sustained growth of slums, the threats posed by climate change and the lack of security of tenure. As the lead agency for cities in the United Nations system, UN‐HABITAT has worked at improving the lives of urban dwellers around the world ever since its inception in 1978.

　　At UN‐HABITAT, we consider that the attainment of a better life in the city is dependent both on the fulfillment of the basic needs of its citizens, including access to water, sanitation and housing, and on the enjoyment of the more intangible aspects of urban living, particularly those related to its social, cultural and historical characteristics. Fostering a sense of place, a feeling of belonging and a shared collective vision is in our view as important as ensuring that basic services are accessible to all.

　　Building better cities also requires a partnership of purpose between those who understand what is most at stake in cities, including local government, the private sector and urban dwellers. Urban actors who feel ownership of their city, who take pride in its achievements are the bedrock of the sustainable city. Without the commitment of all concerned, the city cannot flourish and attain its full potential as a place for social interaction, citizen participation, economic development and environmental engagement.

　　It is no coincidence that the host of Expo 2010 is itself one of the most rapidly developing urban centres in the world. Despite its exponential growth, Shanghai is an exemplar of how urbanisation can “go right” and rid itself of the cycles of exclusion and deprivation to foster equity and opportunities for all.

　　UN‐HABITAT is proud to have been mandated to coordinate the participation of the United Nations system at Expo 2010. We understand that the challenge is great and the stakes are high. We also recognise that the rewards of taking part in such a remarkable event as the Expo are of inestimable benefit to the entire United Nations family. Likewise, we hope that the United Nations vision on cities as showcased in our “One Earth, One UN” Pavilion will contribute to the international dialogue on cities and promote our common goals of sustainability and equity worldwide.
